I am concerned about one of the applicants you will be interviewing for the IMAC committee on Tuesday night, Troy
Braswell. Troy and I served together for two years on the PUMP committee. Troy's singular purpose during that time was
to promote trail usage for mountain bikes. He championed the cause of having all trails multi-use, i.e. bikes, hikers and
horses. The sad fact, however, is that if mountain bikes are on a trail pedestrians and equestrians are afraid to use the
trail because of abuses by some mountain bikers. There was also an unfortunate incident when several members of the
PUMP committee who were supporters of mountain bike usage, including Troy, got together outside of the PUMP
committee in clear violation of the Brown Act.
I hope you have many qualified applicants for this important committee as it is in important issue for the City's
future. Your choices should be individuals who are interested in the infrastructure of RPV and are not solely interested in
his or her own agenda.

Attached are copies of the September 10th Weekly Administrative Report (Sanitary Sewer Capacity Study), the May 14th,
2014 Staff Report for Council agenda Item 4 (Sanitary Sewer Project) and page 241 from the FY 2013 / 2014 RPV Budget.
The September 10th. report is easy to miss in the voluminous weekly report but I have paraphrased portions for the
Council's convenience. "At the May 14th, 2014 Council meeting the Council authorized a project to examine the capacity
of five sewer lines suspected to have insufficient capacity ...... The study has concluded that adequate capacity exists in all
segments that were analyzed." The September 10th report continues that there were some maintenance issues (tree
roots) that staff would be discussing with LA County in the near future.
After some deliberation on this matter at the May 14th meeting, Council authorized a project budget approximating
$192,000. The September 10th report does not report how much was spent making the capacity analysis. At the approval
session the project fee seemed excessive but staff maintained the "'$192,000 amo.unt was necessary.
The FY 2013 I 2014 budget (pg. 241 attached) has $1,852,275 for rebuilding the five sewer lines. Obviously, the
$1,852,275 is no longer needed for sewer repairs so where will staff hide these funds? We suggest the UUT attorney
fees account as the taxpayers are undoubtedly "on the hook" for staff's malfeasance on the UUT matter.
The Council may recall that several residents questioned the validity of RPV staff I Finance Director McLean's assertions
that RPV sanitary sewers were in poor condition because of LA County's poor maintenance of RPV's sewers. (RPV
contracts with LAC to maintain RPV sewer lines and residents are billed a fee on annual property tax bills). The evidence
therein should dispel any validity of McLean's opinions concerning inadequate capacity of RPV sewers.
Of greater issue is the validi~y of the entire CIP (Capital Improvement Projects) projects budging program. There are
many reasons to suspect the veracity of CIP projects proposed by RPV staff including Mr. McLean's ill-conceived need for
a Fiber Optics telecommunications cable on Hawthorne Blvd. With the creation of the new Infrastructure Management
Committee, it would seem that the first task assignment given to the Committee should be to assess the veracity of the
current Capital Improvement Program projects and make appropriate recommendations to the Council for updating the
proposed CIP plan to meet RPV's realistic needs, not the absurd fantasy created by staff and its consultants.
