I have talked with Carol Lynch and has told me it is ok for me to send you my comments to share with other Council members tonight as late correspondence. You may want to double check with her as to how to do it so that there is no Brown Act violation. My comments: P.1-2 Provision 1 I disagree that the City needs to do a financial impact analysis on "any" meet and confer proposal. If hypothetically the Council received an outrageous proposal that we decide to completely reject and not consider, then it would be a waste of taxpayer's dollars to have a full financial analysis of that proposal. P. 1-5 2.48.040 Economic Analysis Sec. A I feel we need to add a section at the beginning that specifies that there may be, by Council majority, a decision to not forward a proposal for Dept. of Finance analysis. I say this not only for the reasons expressed above but also to coordinate with Sec. C of 2.48.040 in which the first sentence describes a situation wherein a fiscal impact analysis is not obtained with no explanation anywhere in the Ordinance as to who directs or by what process a fiscal impact analysis would not be obtained. PV Dr. South and Gateway park Staff is requesting that you "receive and file" this report. It appears to me to be a good opportunity for the Council to establish a deadline for a coordinated team to get back to you about Gateway Park. (Property line recording, infrastructure maintenance, trail maintenance and improvement proposals.) I truly hope that the Director of Recreation and Parks has the authority to pull it together. It has been various parties in Community Development and Public Works who have made such a mess starting with the proposed General Plan Land Use Map update. The most important issue is that nobody is maintaining the storm drain which carries the rainwater run-off from above the landslide to the ocean across a City Park and a City Reserve. This is a photo of Gateway Park I the Palos Verdes Loop Trail as is. The City Council needs to speak up about this lack of public property planning and maintenance. 1 C .
