This exhibit will be available to the City Council on a PowerPoint slide at tomorrow night's meeting. A substantially similar exhibit was provided to the City Council in August 2013 when it authorized Staff to pursue the acquisition of two (2) tax-defaulted properties in this area. In a related matter, we were informed by the LA County Treasurer & Tax Collector yesterday that the owner of APN 7572-008-014 redeemed the property by paying the back taxes. I am the first one to recommend ... "Look a gift horse in the mouth." You might not want to accept it. But, at least have a look. Two concerns: In the case of acquiring another "Cherry Hill area" property, consider the cumulative effect. Why does the Staff Report not disclose which lots the City has already acquired and which ones are still pending purchases? Why does the Staff Report not disclose what infrastructure has "landslided" onto these properties? It is not just the kitchen end of my home which is involved. People are paying storm drain fees when the City is not providing storm drains. There is a serious Information Technology (IT) problem with putting the County's property lines on top of an aerial photograph. The earth is round. A tract map is not. My home has never moved to the west. Legal property lines have never moved to the south. In the case of accepting donations, why does no one except Kit Fox know how write a request for a budget adjustment? This is all that is missing in order for the Council to consider donations from the likes of the Palos Verdes Library District. Many opportunities are languishing because doing things like including the design of the trail across Greenwood Canyon in with the design for the storm drain "is not in the budget". I can list several more instances. The one thing they all have in common is that Staff is not bringing these offers and opportunities to the attention of the City Council. Why is it that a donation of another lot on Cherry Hill warrants a Staff recommendation and the donation of easements on the Palos Verdes Loop Trail do not? Go ahead and authorize the purchase of another lot for which tax payers will get to pay community association dues and weed abatement. Offers of trail easements do not require the payment of back taxes.
