RE: October 29, 2013 Council meeting Agenda Item 2, Approval of a Revised Purchase and Sale Agreement
w ith Ange les, LLC., to Purchase Private Properties in Malaga Canyon for the Purpose of Open Space
Conservation (Rojas)
Staff Recommendation: Approve the revised agreement for the purchase of approximately 42 acres of open
space in Malaga Canyon from Angeles, LLC . with 100 % of the acquisition cost funded by federal grant monies
and authorize the Mayor to execute the revised Purchase and Sale Agreement.
The residents of Rancho Palos Verdes do not need to take on the expense of maintainin g any more open space.
According to our General Plan Land Use Map, our Zo ning Map and our D evelopment Codes, this land is not at
risk of being developed.
Let the Feds spend their "dump money" somewhere else or give it back as a credit to the Federal Debt.
The trails on this property are just fine.
The Public Works Department has had no problem with access to fix the storm drains . (And, they have been
repaired .)
The native p lants have been fending for themse lves quite nicel y .
Since purchasing thi s land with Federal monies will not a llow it to be considered as a "conversion " to lift the
deed restrictions on Point Vicente Park, why not regi ster to buy it with Quimby Funds or some such? We really
do need a new maintenance yard. Active recreation facilities, educational agriculture, even a ne w 3000 sq ft
Council Chambers will fit at Upper Point Vicente Park if the deed restrictions are relocated.
The peop le have spoken in a te le phone survey and at several workshops. (See attached site plan.) There are
de s ired u ses for Point Vicente Park b es id es Recreation-Passive . Relocating the deed restrictions simply means
th at the C ity can get invo lved in the ongoing di sc u ss ion of what those u ses might be .
Since we have spent $30+K on the purchase agreement, I say buy the land w ithout Federal funds or don 't buy it
at all. Our Founding fathers and Mothers were w ise to acquire s ix acres without deed restri ctions . Now, we
have th e opportunity to get more .
