We've reviewed the Draft Public Use Master Plan (PUMP) that was issued on March 6,
2013. Our primary area of concern relates to the Preserve Trails Plan. You will recall that
when the previous draft PUMP was issued in 2008, we addressed our concerns in a letter
to you on 1115108. In that letter, we expressed our concern that one of the proposed trail
alignments had the potential to encroach on the northern corner of the Point View
property.
Our review of the current draft (pages 36 and 39) clearly shows the Jack's Hat Trail
encroaches on the Point View property. This is contrary to the statement on page 6 that
the trails are "located entirely within the City's Preserve". As I think you know, we have
had on-going discussions with Mr. Rojas regarding the alignment of the trail across the
property. Conceptually, we have agreed to allow this trail encroachment, subject to
the execution of a Permissive Land Use Agreement between the City and YPVP.
Recently, Mr. Rojas advised Mr. York that the City Attorney was drafting an agreement
for our review. We have not seen the draft agreement as of this date.
We recommend that the PUMP be revised to describe the proposed encroachment and
the need for a Permissive Land Use Agreement. Thank you for your attention to this

Hi Ara,
Please make a Power Point slide of the attached PB Reserve Trails Map. You are welcome to use it in your
presentation to illustrate how the draft PUMP Trails Plan (PTP) is compliant with the Transportation Element of
the existing RPV General Plan.
At some point, the whole Crenshaw Extension (as shown on LA County maps) was in the PTP as a modification
of the PV Loop Trail "ideal route" so that the new Gateway Park was included as a point of interest and a
potential trail head. That was a really big deal because it implied a commitment to repair the storm drain and
restore the multi -modal roadway as in a TYPE 2 permit for environmental impacts. I don't see it now.

1. Page 2-3 Installation of Preserve Rules Signs
• Place Municipal Code in prominent location on sign for easy viewing.
• Lomita Sheriff's suggested including Penal Code 602 which covers damaging signs, destroying
fencing, entering lands under cultivation, tampering with lock on any gate, entering lands closed to
entry, etc.
• A contact said signs "without precise information can increase liability."
• Several conservancies set bicycle speed limits (e.g., maximum speed limit is 15 MPH; 5 MPH
downhill & around curves). Unless radar guns are used, actual speed is impossible to evaluate,
but the rule provides the understanding that there is an acceptable limit.
2. Page 2-3 Trail Closures
• The PUMP, page 43, point #2. "If unforeseen circumstances warrant it, close specific approved
trails for temporary time periods to minimize biological impacts." Consider closing Ishibashi Trail
for a few months for rehabilitation.
• The PUMP, page 47, Bicycle Jumps. A bicycle jump has been built on Ishibashi Trail. Since this is
prohibited, it should be removed.
3. Page 2-4 Installation of Temporary Security Cameras
• Peninsula Open Space Trust (POST), 12,700 acres advocate the use of cameras; "very helpful and
useful to their Sheriffs." They use a variety of Bushnell models.
4. Page 2-4 Volunteer Trail Patrol Program
• The program is analogous to the Neighborhood Watch Program.
• The intention is to vet all potential patrol members; a balanced number of hikers, bikers, and
equestrians. Ability to work with the public and appreciate the program's mission is key.
• City Council packet contains the Program Description. Please know that the Training Manual is
also completed and includes the following sections: Introduction of PVPLC; Managing Visitor
Contacts; Trail Safety; Basic First Aid Reference.
• I have completed training at Puente Hills Habitat Preservation Authority in Whittier which also
relies on MRCA Rangers for enforcement.
• Numerous conservancies have found Volunteer Trail Patrols helpful:
o Pacifica Land Trust- 250 acres
o County Parks in San Mateo- 17,000 acres
o East Bay Regional Park District
o Wildlands Conservancy- 150,000 acres
o Peninsula Open Space Trust- 12,700 acres
o Orange County Parks- 60,000 acres
o Puente Hills Habitat Preservation Authority- 3,869 acres
o Santa Monica Mountains Conservancy- 70,000 acres
5. Page 2-6 Increasing the Ranger Patrol Hours
• Other conservancies have recommended temporarily increasing Sheriff intervention at the time
volunteer trail patrol program is first implemented.
• Police presence has an authoritative advantage over the Rangers and clarifies to skeptics the
importance of following the rules and regulations of a Nature Preserve.
6. Page 2-7 Increasing the City's Violation Fines
• The Orange County Parks double fines on NCCP property automatically. Vicki Malton, Senior Park
Ranger at 714-973-6865.
• Puente Hills Habitat Preservation Authority cites on their trailhead signs "Violation subject to
$1,000 fine and/or 6 months in county jail." The MRCA Rangers "use their discretion," but they
have found the signs markedly improve compliance. (see attachment).
7. Per Jim Townsend, Manager of Trails Development Programs for East Bay Regional Park
District (510-544-2602), the International Mountain Bicycling Association Trail Solutions states that
the "average trail grade equal to or greater than 10% grade in not sustainable. Bikes are allowed on 3
to 5% grade, rarely 8% grade, but trail must reverse back up hill." I would like to request that our
multiuse trails be reevaluated, since several are not in compliance with these recommendations.
If appropriate, please provide a copy of NCCP, Habitat Impact Avoidance, Sections 5.5 and 9.2.1. It may
be useful to add as an appendix to the Volunteer Trail Patrol Training Manual.

Thank you for making a Power Point slide out of the attachment. So sorry the Rec&Parks Dept's
archives appear to be in such a shambles.
FYI. This drawing was made by the consultant after interviewing lots and lots of stakeholders. The
NCCP map was in its infancy. This was done before the City Council voted NOT to investigate the
deed restrictions in relation to partnering with the YMCA to build and manage the
gymnasium. Apparently the Planning Department was not informed or the Annenberg proposal would
never have gotten as far as it did.
The Caucasian style grain and garbanzo bean dry farming element is a part of the Los Serenos Living
History Museum. The plan was to keep the Japanese style irrigated vegetables and flower farming
going on at Lower Point Vicente Park. Farmer G and James Hatano had agreed to teach the
Docents how to continue the hands on propagation to keep both the aesthetic and the historic
knowledge available to generations to come.
The DVD and a few Boy Scout Leaders (and all the machines, for free) are all we have to teach the
dry farming. Martin (pronounced Marteen) Martinez is our only connection to the truck farming.
I hope you are up for the challenge. Keeping Martin in business while the long term future of
historic agriculture in RPV is worked out won't be easy.
Anything you can say during your presentation which will save even a few seconds of my three
minutes at the podium will be most appreciated. ...S

When I brought this to your attention at another meeting, you assured me that the boundary would be corrected on all
preserve maps by removing the private properties north of Narcissa, shown on pg 34 (1-43) & pg 36 (1-45).
It must be corrected prior to adoption of the PUMP Document at the March 19'h City Council meeting as it leads to
confusion and is incorrect.

Honorable Mayor and Council,
A recent article by Mayor Brooks states, "Transparency is the foundation of good government. I
wholeheartedly support this position. Our city is fortunate to have several council -appointed
committees to convey the needs and desires of the city." While the number of committees and cost to
support them needs to be carefully considered, I believe we are missing an important opportunity for
community participation.
Even though we have the most open space and largest trail system, Rancho Palos Verdes is the only
city on the hill that lacks a trails committee. Other Palos Verdes cities have had committees that deal
with trails for decades. Palos Verdes Estates has a Parklands Committee, Rolling Hills Estates has a
Park and Activities Commission, and Rolling Hills has a Community Association. All allow direct
public input on trails in their respective communities at regularly scheduled meetings.
The recently published final Public Use Master Plan document provides for "Preserve Oversight and
Opportunity for Public Involvement." However, since all public input is passed through the
conservancy or city staff in private meetings, the term "oversight" does not apply to the public. In this
arrangement, transparency is clearly absent.
I propose a council -appointed advisory group similar to the Forrestal Advisory Board (qausi
committee). I served on the Forrestal Advisory Board with six other voting members for four years.
Our task was to help the city and conservancy understand the needs of trail users, suggest changes,
prioritize and implement projects, and assist in recruitment of volunteers. In essence, we were
responsible laying the foundation for the Palos Verdes Nature Preserve.
With the creation of the Palos Verdes Nature Preserve, the Forrestal Advisory Board was shut down.
The current Public Use Master Plan does not include this type of direct public involvement. Although
the conservancy collects information through its Keeper Program, members are not involved in

decision-making. All public input is funneled to the city and conservancy and discussed in closed
meetings.
Cost can be a concern for any public service. I propose three to five members who join the already
scheduled monthly meeting between staff and the conservancy. While this may add some additional
effort for staff, the cost should be minimal.
There is an incredible reservoir of talent in our community. We have people with extensive knowledge
of our trails, some who are activity leaders, and others who are trained to build and repair trails. A
trails advisory board made up of cooperative members will give transparency to the management
process and help make our open space and trail system better.

Congratulation on finishing the PUMP draft. I read portions of the document, particularly the
section on the Filiorum Reserve that I visit regularly. Some suggestions follow.
page 6: Trail Guidelines: the description is somewhat misleading. A more accurate restatement
is (changes underlined):
"For the most part, the trails identified in the PTP are existing trail routes that have been
identified based primarily on historical usage and current popularity. Generally, impact to
environment is to be minimized by using existing trails.
Consideration was also given to line -of -sight, slope, and safety factors, as well as minimal
potential for
erosion. Furthermore, the approved trail routes take into consideration the natural
topography, the intent to provide a relatively comfortable user experience, and the intent to
provide access to open areas and vistas while avoiding impacts to sensitive natural areas.
Finally, the public uses and trail routes/configurations are situated to be compatible with the
Preserve, avoid disruption of native vegetation (including an emphasis on avoiding or
minimizing impacts to CSS), habitat, or wildlife as identified in the Natural Conservation
Communities Plan (NCCP) [See Section 9.2.1 of the NCCP (The Public Use Master Plan)].
Trails are to be designed for minimum impact on existing and potential habitat.
Where habitat impact, user conflict, or safety concerns arise, change of designated trailuse will
be the preferred solution,
except in cases where minor changes will improve safety."

As a member of the PUMP committee I heard many hours of testimony over two years on trail use and
misuse. I strongly endorse the creation of a volunteer trail patrol for the Preserve. Having volunteers patrol the
trails will go a long way toward ensuring that trail user behavior is reported more accurately. RPV's goal
should be to make sure the trails are safe and available for all who wish to enjoy them.

The Volunteer Trail Patrol is an idea whose time has come. I hope you will fully support it.
The wonderful open space Preserve the City has acquired was largely obtained through funds from State
agencies. This funding was made available because of the endangered species and the special habitat our area
offers.
If trail users in these areas are allowed to destroy the habitat, as is now occurring, the city is responsible
and could be held responsible for this loss by the, state agencies.
The Volunteer Trail Patrol is part of the solution --providing education to users and a watchful eye for the
enforcers -- at a relatively low cost to the city and developing a positive, new cadre of supporters.

RPV City Council,
Our preserve is a gem! We are protecting rare habitat. I'm so proud of
our community because we are out there working and protecting our
valuable natural habitat.
Please continue to move forward with patrols and enforcement, so we
don't lose any of our natural habitat in the Preserve, along with all the
time and hard work that has gone into it.
We are not quite there yet, with the education and law
enforcement. Please don't fall short. I don't think you will.
Many of my neighbors, friends, and family enjoy hiking and riding horses
on these trails in Palos Verdes peninsula. That is why we came to PVP so
many years ago. The Preserve is a rare gem.

Palos Verdes Nature Preserve- Minimizing Trail User Conflicts
1. Page 2-3 Installation of Preserve Rules Signs
• Place Municipal Code in prominent location on sign for easy viewing.
• Lomita Sheriff's suggested including Penal Code 602 which covers damaging signs, destroying
fencing, entering lands under cultivation, tampering with lock on any gate, entering lands closed to
entry, etc.
• A contact said signs `without precise information can increase liability."
• Several conservancies set bicycle speed limits (e.g., maximum speed limit is 15 MPH; 5 MPH
downhill & around curves). Unless radar guns are used, actual speed is impossible to evaluate,
but the rule provides the understanding that there is an acceptable limit.
2. Page 2-3 Frail Closures
• The PUMP, page 43, point #2. "If unforeseen circumstances warrant it, close specific approved
trails for temporary time periodsto minimize biological impacts." Consider closing Ishibashi Trail
for a few months for rehabilitation.
• The PUMP, page 47, Bicycle Jumps. A bicycle jump has been built on Ishibashi Trail. Since this is
prohibited, it should be removed.
3. Page 2-4 Installation of Temporary Security Cameras
• Peninsula Open Space Trust (POST), 12,700 acres advocate the use of cameras; "very helpful and
useful to their Sheriffs." They use a variety of Bushnell models.
4. Page 2-4 Volunteer Trail Patrol Program
• The program is analogous to the Neighborhood Watch Program.
• The intention is to vet all potential patrol members; a balanced number of hikers, bikers, and
equestrians. Ability to work with the public and appreciate the program's mission is key.
• City Council packet contains the Program Description. Please know that the Training Manual is
also completed and includes the following sections: Introduction of PVPLC; Managing Visitor
Contacts; Trail Safety; Basic First Aid Reference.
• I have completed training at Puente Hills Habitat Preservation Authority in Whittier which also
relies on MRCA Rangers for enforcement.
• Numerous conservancies have found Volunteer Trail Patrols helpful:
o Pacifica Land Trust- 250 acres
o County Parks in San Mateo- 17,000 acres
o East Bay Regional Park District
o Wildlands Conservancy- 150,000 acres
o Peninsula Open Space Trust- 12,700 acres
o Orange County Parks- 60,000 acres
o Puente Hills Habitat Preservation Authority- 3,869 acres
o Santa Monica Mountains Conservancy- 70,000 acres
5. Page 2-6 Increasing the Ranger Patrol Hours
• Other conservancies have recommended temporarily increasing Sheriff intervention at the time
volunteer trail patrol program is first implemented.
• Police presence has an authoritative advantage over the Rangers and clarifies to skeptics the
importance of following the rules and regulations of a Nature Preserve.
6. Page 2-7 Increasing the City's Violation Fines
• The Orange County Parks double fines on NCCP property automatically. Vicki Malton, Senior Park
Ranger at 714-973-6865.
• Puente Hills Habitat Preservation Authority cites on their trailhead signs `Violation subject to
$1,000 fine and/or 6 months in county jail." The MRCA Rangers "use their discretion," but they
have found the signs markedly improve compliance. (see attachment).
7. Per Jim Townsend, Manager of Trails Development Programs for East Bay Regional Park
District (510-544-2602), the International Mountain Bicycling Association Trail Solutions states that
the "average trail grade equal to or greater than 10% grade in not sustainable. Bikes are allowed on 3
to 5% grade, rarely 8% grade, but trail must reverse back up hill." I would like to request that our
multiuse trails be reevaluated, since several are not in compliance with these recommendations.
If appropriate, please provide a copy of NCCP, Habitat Impact Avoidance, Sections 5.5 and 9.2.1. It may
be useful to add as an appendix to the Volunteer Trail Patrol Training Manual.

The Palos Verdes Peninsula Horsemen's Association urges you to approve the creation of the proposed Volunteer Trail
Patrol program for the Palos Verdes Nature Preserve.
The idea of this patrol is in keeping with the some of the prime tenets of our organization: preservation of trails and
education.
We recognize and appreciate what a privilege it is that horseback riding has been permitted to continue as part of a long-
standing use of trails within the Preserve, and we take seriously the responsibility of all users to behave respectfully and
responsibly toward it.
The proposed Volunteer Trail Patrol program, with enforcement by the Rangers, is one of the best ways we can think of to
promote the "right attitude" on the part of Preserve visitors, and members of our organization are looking forward to
participating in the program.
