To RPV CIty Council:
The world is full of inland areas,but there is only limited
coastline.That is why the RPV City Founders worked so hard to
incorporate our area -to especially limit development in the
Coastal Zone.That was the Founders'Vision and that has always been the policy of the City.
The Coast Vision Plan was suggested by and funded by the Annenberg Foundation,and written by the
Annenberg's recommended firm,Melendrez,for advancing their conceptual project on LPV.It received a
lot of public opposition.
The Coast Vision Plan did not take into consideration the Deed Restrictions,the Program of Utilization
and the Land and Water Conservation Fund restrictions on the LPV site.
Development of LPV for passive recreation has been city policy since RPV accepted the gift of this land.
The Coast Vision Plan should be ignored,Study Session approach #1 is not necessary.So there's no
reason to delay moving forward with #2 with public outreach regarding the design of the park.

You have done a stellar job on the report.Regrettably I will not be able to attend this evening.
The juniper is not a protected view and is certainly not a view from the main viewing area of25 Narcissa.The tip of
the Juniper viewed from the outside deck is not the viewing area.I agree with staff findings on their report and the
findings of the Planning Commission.None of the trees at 22 Narcissa block an ocean view from the determined
viewing area.Can you or Mark speak on my behalf?

I agree with Council Member Knight that a specific plan needs to be selected for
improving Lower Point Vicente Park.But,for a completely different reason.The bluff
top is eroding.
I fell in love with the Living History Museum concept when Los Serenos presented it to
the RPV Open Space Planning and Rec &Parks Task Force.(2003,2004?)I
became a docent.I would have had the whole thing built by now at minimal cost
except for one thing.Resolving the drainage issues.The Annenberg proposal
provided a way to get the engineering done and fund the work for few dollars at a
huge cost of losing public access to this part of our coast.
The "tread lightly"in environmentally sensitive areas philosophy indicates that the
engineering needs to be done first.Fiscal sense indicates that the more you can
accomplish with one contract,the less "getting what we want"will cost in the long run.
In regard to Lower Point Vicente Park,the "passive"deed restrictions are in place so
the RPV General Plan,RPV Coastal Specific Plan,RPV Parks Master Plan and RPV
Coastal Vision Plan are irrelevant.
Everyone is stuck in the "tension triangle".If you have to hire something done,you
have to choose two of the following three "wants".Do it right.Do it fast.Do it cheap.
I recommend that we do it right,do it fast (our treasure is deteriorating)and get the
best bang for the bucks we spend.Only the City Council can make this decision and
issue the appropriate directives.
Do it right means condense the deed restrictions into a clear objective rather like
choosing a TYPE from the TRAILS DEVELOPMENT /MAINTENANCE CRITERIA of
July 4,2012 and put out a call for free suggestions.I happen to know that a lot of
people have spent a lot of time,energy and money drawing up plans without benefit of
"criteria".They are of the same quality as what Staff has been producing for the
Preserve Trails Plan Update.They may be wonderful but are just shots in the dark.
Do it fast means Lower Point Vicente Park should not have to survive more than one
more winter with just the Public Works Department's sand bags.Choose a plan.
Spend some money on hiring a Civil Engineer to design a solution to both the
drainage concerns and the park improvement objectives into one grading contract bid
opportunity.Hire the work done.
Skip the Delphi Technique workshops.The City Council has already approved the
living history museum concept.The only questions left are where the elements

should be placed on the site and the really big one...Will the City of Rancho Palos Verdes enable
the Los Serenos de Point Vicente docents to expand their educational and fund raising activities
toward a sustainable Living History Museum?
Do understand the difference between the original Living History Museum concept and the
Annenberg's Outdoor History Museum concept.In an outdoor history museum,children get to observe
exhibits and hear lectures,outdoors.In a living history museum,children actually get to dig up
archaeological artifacts,make things like the Tongva did,grow /use native plant materials and play
with /on rocks.Adults might enjoy this sort of activity,too.
If the stone age method of drilling a hole in a shell to make simple jewelry for the fun of it requires a
"significant expenditure of energy",does that make it a prohibited "active"activity on a designated
"passive"park?
I will build you a Living History Museum if you will choose a site plan,have the grading done in
combination with the erosion control and allow the Docents to run the programs.

RECOMMENDATIONS
1.Authorize awarding a contract for on-call professional services to:Atkins
North America,Inc.,Charles Abbott Associates,Inc.
2.Authorize the Mayor to execute the two (2)contracts listed in
recommendation 1 above.
3.Authorize the expenditure of up to $60,000 per fiscal year for the remainder
of FY 2012-13,FY 2013-14 and FY 2014-15 for each of the two (2)contracts
listed in recommendation 1 above,with a not to exceed amount of $25,000
for a single project.
BACKGROUNDI DISCUSSION
The Public Works Department relies on contract professional services to provide
services.Services typically include engineering design,inspection,geotechnical
engineering,landscape architecture services,contract management,surveying,plan
checking and environmental clearance.
When services are required for a capital project such as the overlay program,or other
significant projects,the department circulates a request for proposals (RFP),reviews
the proposals,recommends a firm,and prepares a report to the Council to select the
firm,award a contract,and authorize expenditures.This process works well for large-
scale projects,and the department will continue to use this process for such projects.

The department,however,also requires services for projects in which this RFP process
is not as timely nor as cost efficient.These are generally small-scale projects or
projects where services are urgently needed.For such projects the RFP process
creates delays,or adds significant administrative cost.Since 1997 the department has
obtained services for small or urgent projects through the "on-call"process.
Under the on-call process staff selects a firm from an approved list of firms.Under this
process the City Council pre-selects the consultants,and awards contracts,however
staff has the ability to authorize expenditures as established by the City Council through
the budget process.
Each of the two firms being recommended for inclusion on the City's Professional
Services On-Call list has been fully vetted by City Staff.References have been
checked,they have the proficiency and experience to provide the requisite services.
Atkins North America,Inc.have the capabilities to assist the City with municipal
engineering design,water quaiity/NPDES compliance issues,traffic engineering,and
landscape architecture when the need arises.Charles Abbott Associates,Inc.is likely
to be used for City Engineering services including reviewing development plans for
impacts and consistency with standards associated with work performed within the
public right of way and land surveying tasks plus providing inspection services.
The required funds needed for any of the On-Call services provided through these
contracts are budgeted in various programs in the proposed FY2012-13 budget.Staff
manages the work awarded through the on-call service contracts ensuring funds
awarded remain within budgeted amounts.
Currently there are seventeen firms authorized to perform on-call services with the City.
With the addition of these two firms,staff will have the ability to use on-call services for
city engineering,public works inspection services,structural design,landscape architect
services and other professional services.If staff's recommendations are approved,a
total of nineteen firms will be available to provide services.On-call services are
typically authorized for up to a three year period.The period of these contracts will
coincide with the existing on-call providers (terminating June 30,2015).Staff has
determined the three year term achieves a balance between keeping the firms
accountable and not requiring staff to unnecessarily solicit new proposals,which
increases administrative costs.
If staff recommendations are approved,a professional services contract could be
executed with each of the recommended firms.The amount awarded to each firm over
the course of the year will be a function of the approved budget,the needs of the
department and the firm's performance.
As a control measure and in the interest of equity,the cumulative contract amount with
each firm will be limited to $60,000 for the fiscal year,and each single project awarded
to a firm will be less than $25,000.The one exception to this is that on-call services
that are reimbursed by a trust deposit will not count towards the maximum amounts.
Following City Council approval,a staff member will obtain on-call services by
requesting a proposal from an approved on-call consulting firm.The proposal will likely
be an estimate for the time and any costs that are incurred in performing the services
requested by the City;however,if the project is well defined a fixed cost proposal will be
requested.A purchase order will be opened and a portion of the department's budget

encumbered.This will all be done without further action by the City Council.
Copies of the On-Call Professional Services Agreements are attached.
CONCLUSIONS
Adopting the recommendations will allow staff to perform work through encumbering
budgeted funds through the City's on-call services program.Contract amounts are
limited to $60,000 for any single vendor and are not to exceed $25,000 for a single
project.
FISCAL IMPACT
Adding the two firms to the On-Call Professional Services list will not result in any
additional expenditures beyond the approved budget.Funds available are set and
included in the adopted budget for FY 2012/13.
