What I am having a hard time with, however, is trying to understand why we are proceeding to develop criteria, identify sites and contemplate selecting them when there is no indication that the other cities on the Peninsula are the least bit interested in working collaboratively with RPV to find locations within their borders that will serve the overall community. Obviously, OUR Council can visit all the sites it wants to, but it has no authority to do anything with respect to sites located outside the city limits. Are the other cities on board with considering THEIR parks for such uses? If not, let's be honest and admit we are only looking at places within RPV. I also fail to understand,why the criteria are essentially being developed by Mia Lehrer, The McGowans and Ellen November, and the community outreach is going to be done AFTER all the preliminary work has been done. The community outreach needs to be donefirst, and include residents of the entire Hill. You have scheduled a date in March for the public outreach meeting. Have the other cities agreed to that date and agreed to give notice to all of their residents so that community wide input can be obtained? This looks a lot to me like giving lip service to a community wide approach, while actually intending to ultimately place the burden of accommodating these parks squarely on the shoulders of RPV alone. I also note with some humor that the site criteria for the dog park now says that 3 acres is ideal — 2 for large dogs and 1 for small dogs. This is interesting, given that Ms. Lehrer previously indicated that a park in the neighborhood of only ONE acre, split between large and small dogs, was the optimum size after I stated during the last go around re: Grandview and Upper Hesse Parks that we needed THREE acres and that one acre was woefully inadequate. I guess the McGowans have successfully persuaded the expert that a much larger park is required. In that regard I would like to point out that if you are going to try to have one park that serves the entire community, it does, indeed, need to be about 3 acres; HOWEVER, the community would be far better served, in my view, if we had several smaller parks scattered throughout the Hill (and turned parks that are now being used, unofficially, as off leash dog parks into actual approved dog parks). I encourage you to fully explore the interest of the other city councils before wasting any staff time considering properties over which you have no jurisdiction. The new Agreement includes a provision for fixed monthly fees for Help Desk, Server Support, Website and GIS services totaling $282,000 annually (upon completion of the IT Plan). These services have been consistently provided to the City in the day to day operations of the City's IT System. Website and Server Support services have been billed to the City based upon a fixed monthly fee for many years. Prior to the new Agreement, Help Desk and GIS services have been billed based upon actual service hours multiplied by $55 and $40 hourly rates for Ted Vegvari and other technicians in accordance with the previous agreement. A summary of the fixed monthly fees as provided in the new Agreement is as follows: Help Desk Services $11,500/month Server & IT Infrastructure Support Services (After implementation of IT Plan) $ 2,000/month Website Services $ 4,000/month GIS Services $ 6,000/month The FY11-12 budget for the IT program was developed with the expectation that Help Desk and GIS Services would be billed and paid using fixed monthly fees as noted above in accordance with the Agreement. PVNET agreed to bill the City $11,500 each month for Help Desk services and $6,000 each month for GIS services (totaling $17,500 per month), retroactively effective July 1, 2011. This will result in significant savings to the City over billings based upon actual time and standard rates. Based upon a review of PVNET's time records for actual GIS and Help Disk services from July 1, 2011 through November 30, 2011 by the Deputy Director and myself, it appears as though the City has saved at least $30,000 by paying the monthly fixed fee rather than based upon actual time and SAVINGS FROM RETROACTIVE FEES - PROFESSIONAL TECHNICAL SERVICES AGREEMENT WITH PALOS VERDES ON THE NET December 6, 2011 Page 2 of 2 rates in accordance with the previous agreement. The Speed Survey for the Palos Verdes Drive East Roadway (Segments A, B, C, D & E) were conducted Thursday, November 17th, 2011; The Speed Surveys for the Road Segments in the Rolling Hills Estates area (Segments F, G, H & 1) had already been conducted on June 9, 2011. These TWO sets of Speed Surveys were simultaneously submitted December 5, 2011 by the Consulting firm of Wildan Engineering, but conducted a significantly different dates. The Consent Calendar Item E requests approval of the implementing Resolution of only ONE of these TWO Speed Surveys -for the June 9, 2011 set of Speed Surveys. This was in fact ONE of the TWO DECISIONS of the TSC on Monday night. The Consent Calendar Item E does NOT request approval of any implementing Resolution as to the actual decision reached by the TSC for the November 17, set of speed surveys.. As stated in the Staff Report, that result is "currently being carefully reviewed by Staff and will be presented to the City Council at a future date for consideration." Why is this any different? As noted in my previous e-mail (follows) to the Council, the TSC explicitly voted to reject that latest Speed Survey in its entirety, noting for the record that: 1.) No increases in speed limits would be approved as a result of such rejection, and 2: The existing Survey (2007) would therefore remain in effect until 2014 after which time certain planned roadway improvements (mainly in the PV Drive East sections around Bronco, would have been completed, at which time a new survey would then consider the additional safety factors installed. HOWEVER, WITH RESPECT TO THIS CONSENT CALENDAR ITEM E, FIND CERTAIN TROUBLING ASPECTS OF OMISSION THAT I AM SUGGESTING SHOULD BE EXPLORED FURTHER. Why is this Speed Survey, conducted June 9, 2011, just now coming to 12/16/2011 0� Lf C_ light in December? Is it because certain prior arrangements between Rolling Hills Estates (RHE) and Rancho Palos Verdes (RPV) have been terminated (unilaterally?) by RHE, thereby a.) Causing the elimination of certain annual monetary compensation ($100,000?) to RPV to be ended, and b.) Leaving these roadways in poor condition that will require costly remediation by RPV? Had this transition event been previously reported to the City Council? - presumably sometime prior to RPV's expenditure of the latest Traffic Speed Survey of June 9, 2011 necessitated by RPV's takeover and expiration of that 2004 Survey seven years later in 2011 ? Why was this not reported on or reviewed by the TSC in a more timely manner? Thank you for making what I consider to be the appropriate decision under all of the prevailing circumstances with respect to the available information and safety factors. > 2,) However, I am very disappointed that a few key facts were not included in the Staff Report for public consideration, these are; > a.) On page 2 (Discussion - also Circle page 4), there is a reference to previous speed surveys that only identify the year 2004. This omits the facts that were brought out at the meeting Monday night that the most recent survey was actually in 2007 and has an effectivity expiration date of 2014 (seven years.) 12/16/2011 Z *�- > b.) That fact was brought out in the (negative) decision not to increase (recommended) speed limits in study areas A, D & E. The effectivity date of 2014 was confirmed and the new (November/December 2012) Speed Survey was simply denied. > c.) There was no mention in the Staff Report that this new 2012 Speed survey was actually prompted or encouraged by speeders who had received (multiple) speeding citations in these affected zones now being surveyed. > d.) No evidence was presented in the Staff Report that the 2007 Speed Survey was flawed; in fact, the Enforcement Officer in attendance stated unequivocally that the Courts had consistently upheld speeding citations issued in these affected areas and that increasing the existing speed limits as suggested by the new survey, would effectively increase the likelihood that the Courts might have a new way to disallow new citations based on the 85% Rule. > 3.) 1 suggest that the Diagrams (A, D & E) are confusing for several reasons and in the future should be amended and corrected as follows; > a.) Where increased speeds are proposed by the survey, the Diagrams should clearly show where the NEW speed limits would be posted in the proposed areas (in addition to the existing ones) where such increases are recommended. The existing Diagrams - I am assuming - show only the existing posted limits. > b.) The various stretches of roadway surveyed consist of significantly varied component parts where there is only a single listed (in the Diagram) "Average speed". In Diagram A (circle Page 8 of the Staff Report) it is obviously not possible to maintain or achieve an Average speed of 40 MPH from one end of that 1.5 Mile (switchback) Section studied because of the numerous sharp hairpin turns and lower posted speeds. I am reliably informed that the appropriate actual average speed for this section is 28.5 MPH, not 40 MPH. > c.) The Diagrams do not show where the sampled speeds were obtained. Given the extreme complexity of each of these (three increased speed) studied road areas and given the numerous hazards and intersecting outlets involved (particularly areas D & E, there should be indications as to just exactly where the survey sampled the speeds that were obtained. This subject was requested by the Chair of the Traffic Safety Commission (for Diagram Area A) of the Traffic Consultant in attendance, who only with great reluctance finally revealed that the actual location of the speed sampled area was the stretch of the lower portion of Area A, in the (existing/proposed)? 40 mph section, thus confessing that the 40 MPH "Average" was not in fact representative of that entire 1.5 Mile segment as erroneously shown on the Diagram. > d.) As a resident who uses this section of the switchbacks on a daily basis, I am familiar with where the (two) sampled areas were; one near the top and one where the Consultant revealed another was at the lower portion. Please include the sampled speed areas in future such Speed Survey Diagrams. > 4.) There was very constructive discussion regarding the various factors that come into play when deciding on appropriate speeds per the California and Federal guidelines. Such 12/16/2011 '3 0F factors include, but are not limited to such considerations as other uses by cyclists, runners, horses, etc. plus factors such as blind drives, sharp curves, etc. The fact that the Traffic Safety Commission or other deliberative body need not site specific reasons for downgrading the Speed Survey recommendation results was also important and enlightening. I think such information would have been useful to include in the Staff Report in the future. > In summary, I believe the right decision was reached and am thankful for the Commissions thoughtful consideration and result. > Jim Gordon > 3538 Bendigo Drive 12/16/2011 tj j- DATE: December 17, 2011 TO: Honorable Mayor and City Council of Rancho Palos Verdes SUBJECT: H.R. 2677 —CONSENT CALENDAR ITEM F ON DECEMBER 20 2011 AGENDA I have lived near the Palos Verdes peninsula for over 35 years and I enjoy spending time with my family at public sites along your beautiful coastline, including the Point Vicente Interpretive Center, Terranea Resort, and Trump Golf Course. Whenever I visit these areas, I'm awed by the natural beauty and tranquil environment, except for noise from frequent helicopter flights that significantly detract from that environment. I'm very familiar with helicopter flights in the South Bay area. In 2009, 1 initiated the effort to get the City of Torrance to address the issue of helicopter noise and I participated, as a member of its Helicopter Committee, in the development of the modified arrival/departure routes for Torrance Airport (TOA). However, I'm writing to you now as a private citizen. I strongly agree with the staff recommendation to support H.R. 2677. 1 think the staff report on this item is very well done. In addition, you should be aware of the following: 1) No environmental review of the impact of helicopter flights from TOA has ever been done. Environmental impact studies, including noise studies, which should have been done when the FAA established the original arrival/departure routes and when the City of Torrance approved Robinson Helicopter Company's lease and expansions, were never done. As a result, helicopter noise has been allowed to grow unchecked and out of control. 2) The proposed arrival/departure routes (now being reviewed by the FAA) address helicopters flying above Crenshaw Blvd. However, there are far more flights that circle the coastline of Palos Verdes peninsula than there are over Crenshaw Blvd. (For example, see below or attached for the FAA flight track data for July 11, 2008.) Moreover, coastline flights are often too close to the shoreline or over land instead of the ocean. The Torrance Helicopter Committee did not consider establishing a coastline route. The FAA has not been asked to consider such a route. Therefore, even if the FAA approves the proposed modifications to the South Crenshaw arrival/departure route, it will not result in any reduction of noise caused by flights that follow the Rancho Palos Verdes coastline. 3) To reduce noise impacts, the Helicopter Association International has published "fly neighborly" guidelines which include the following: "Fly at as high an altitude as is safely possible" "Avoid residential areas where possible" "Fly as high an altitude as possible over scenic and recreational areas, such as parks and beaches" "Follow unpopulated routes, such as waterways" I agree that safety is paramount and care must be taken in establishing regulated routes. However, one advantage your city has is proximity to a lot of water - the Pacific Ocean. Under H.R. 2677, the FAA could consider establishing a coastal route offshore of the peninsula to mitigate impacts on noise -sensitive areas. j v/ 3 IL, -F 4) As stated in the staff report, the proposed South Crenshaw arrival/departure route, if approved, would still be voluntary. There is no enforcement mechanism. Experience has shown that voluntary compliance is not effective. Under M.R. 2677, routes would be mandatory, enforceable, and more effective in reducing noise. 5) The staff report mentions pending legislation that would require the FAA to issue mandatory flight paths pertaining to Long Island, New York. Currently, Long Island's North Shore Helicopter Route is voluntary and pilots are supposed to fly at an altitude of 2500 feet and 1 mile offshore. However, voluntary compliance has not worked. That's why the FAA Reauthorization bill, already passed by the Senate, includes language to require the FAA to establish mandatory routes for Nassau and Suffolk Counties (Long Island). Similarly, H.R. 2677 would add mandatory routes for Los Angeles County. 6) Technology exists for the public to view flights of local aircraft online, almost in real time, using LAX's WebTrak system. With this tool the public can verify compliance and assist in enforcement. They can view flight paths and altitudes and file complaints when pilots ignore regulations. (WebTrak web site address: http://www331.webtrak- lochard.com/webtrak/lax4) 7) Congresswoman Janice Hahn, who represents the 36th District, including nearby areas of Torrance, Lomita, and San Pedro, recently indicated she is now also a co-sponsor of H.R. 2677. With respect to the letters proposed for the Mayor's signature, I have a suggestion. Your Congressman in the House of Representatives, Dana Rohrabacher, can play a key role in helping to move the bill and participating in discussions to resolve the noise issues. To my knowledge, he has not taken a position on it. In any event, if you approve staff's recommendation, perhaps you should also send Congressman Rohrabacher a separate letter to request his support and assistance or, at least, copy him on the proposed letters. He reported that his proposal relates to City Council Policy No. 37, which is the Council's naming policy for City facilities and the policy regarding recognition by allowing plaques on park benches, names on the Wall of Honor, etc. He stated that he proposed the Wall of Honor to be located at the Pt. Vicente Interpretive Center along with other improvements to that site. Council discussion ensued regarding the benefits and disadvantages of the passage of time after the passing of a person who has made significant contributions to the City; the artificial constraint of limiting of the number of names on the Wall of Honor; the consideration of the Council passing a resolution, as a permanent record of the City, recognizing the service of a particular individual; the dedication of Founders Park to the founders of the City of Rancho Palos Verdes; criteria to be used to determine significant contributions to the City; Councilman Stern moved, seconded by Councilman Dyda, to 1) Direct Staff to approach the Annenberg Foundation on the feasibility of designing and incorporating the Wall of Honor as part of the current joint enhancement program for Lower Point Vicente Park; and, 2) Modify Policy No. 37, as amended, to provide that when naming a City facility after an individual, a period of at least five years shall have passed following the death of such person, to allow perspective and a period of reflection before the City Council acts to name a facility after that individual, noting that the passage of time will increase the likelihood that decisions comply with the standards of Policy No. 37. Council directed that the limit on the number of names on the Wall of Honor be eliminated; and that when name recognition is considered staff should consult with the local Historical Society, if any, regarding the significance of the individual's contributions. I feel that it is not appropriate to change names without a periiod of study to determine if a change is necessary at all. There are several people who may deserve memorial tributes of some kind but renaming an area as large as Lower Point Vicente and the Center should not be targeted as a likely site. Peraps a trail in the preserve would be better but,again, there are others deserving of recognition and who should make that decision? I think that the Docents of Los Serenos de Point Vicente should have a say in this regard and I hope Council will include them in further consideration. These include encephalitis which is an inflammation of the brain, meningitis which is an inflammation of the membrane around the brain and the spinal cord and acute flaccid paralysis which is an inflammation of the spinal cord that can cause a sudden onset of weakness in the limbs and/or breathing muscles. Click here for further explanation of acute flaccid paralysis Nonneuroinvasive disease cases refers to typically less severe cases that show no evidence of neuroinvasion—primarily West Nile fever. WN fever is considered a notifiable disease, however the number of cases reported (as with all diseases) may be limited by whether persons affected seek care, whether laboratory diagnosis is ordered and the extent to which cases are reported to health authorities by the diagnosing physician. Presumptive viremic donors (PVDs) are people who had no symptoms at the time of donating blood (people with symptoms are deferred from donating) through a blood collection agency, but whose blood tested positive in preliminary tests when screened for the presence of West Nile virus. Some PVDs do go on to develop symptoms after donation, at which point they would be included in the count of human disease cases by their state. General public education is accomplished through the means of informational brochures, fact sheets, city bulletins, public speaking engagements, public service announcements, informational booths at community events, and the District web site (www.lawestvector.org). Media and service group packets and videos describing the services of the District, backyard mosquito breeding, Africanized honeybee preparedness, Lyme disease awareness and other vector-borne diseases have been widely distributed in addition to thousands of informational pamphlets. Public service announcement tapes are routinely distributed to local cable stations and written public service announcements are distributed to local radio stations. District staff has implemented an education program in the public and private elementary schools through a cooperative effort with the teachers. The programs offered cover aspects of honey bee, tick and mosquito biology with an emphasis toward public health and safety. The District provides each class with student and teacher workbooks, brochures, bookmarks, videos, and visual aids. District staff trains the teachers and encourages them to include the program as part of their yearly science curriculum. The District staff has indoctrinated the residents of the District to coexist with the Africanized honeybees by utilizing the various elements of the Public Education Program. The District has been the lead agency in training and coordinating fire departments, police departments, and 911 systems throughout the District in preparation for Africanized honeybee emergencies. Malibu Creek had 9, Cold Creek 16 and Topanga Creek had 3 treatments. Hyperion: Hyperion continues to have multiple offline batteries and clarifiers; all are monitored closely, and are either drained or treated with pesticides until repairs are completed. Additionally, a large source of mosquito breeding was discovered in an abandoned underground emergency tunnel; this site may have contributed to the recent spike in northern mosquito traps. District staff meets with Hyperion management every other Tuesday to exchange information and review inspection reports. District staff continues to treat forty-four (44) city storm drain openings throughout the city of El Segundo on a weekly basis. There were three mosquito calls serviced during this period; all three calls had residential breeding sites as their source; with eleven total sites inspected, four with mosquito breeding, six without, and one site with midges. This is the 78th consecutive month (6.5 years) in which there have been no mosquito service complaints in the "Hyperion Residential Study Area." Chevron RefinerM: During this period district staff treated 1,044 square yards this includes 3 drainage channels, 8 box drains and 9 excess water sites. Baldwin Hills Oil Field: District personnel treated 50 oil sumps, 14 drain channels, 13 excess water sites, 32 box drains and 25 containers. 71,942 square yards (14.8 acres) were treated using, 101.3 gallons of Vectobac 12AS, 11.4 ounces of Vectobac Granules, 1.4 gallons of Altosid Liquid, 146.2 ounces of Altosid Pellets, 12 Altosid Briquettes, 8 Altosid XR-Briquettes and .92 gallons of Agnique MMF. Ballona Wetlands: Underground Drains: Madrona Marsh: There was no pesticide treatments required during this period. District staff treated 1192 sites during this period. General public education is accomplished through the means of informational brochures, fact sheets, city bulletins, public speaking engagements, public service announcements, informational booths at community events, and the District web site (www.lawestvector.org). Media and service group packets and videos describing the services of the District, backyard mosquito breeding, Africanized honeybee preparedness, Lyme disease awareness and other vector-borne diseases have been widely distributed in addition to thousands of informational pamphlets. Public service announcement tapes are routinely distributed to local cable stations and written public service announcements are distributed to local radio stations. District staff has implemented an education program in the public and private elementary schools through a cooperative effort with the teachers. The programs offered cover aspects of honey bee, tick and mosquito biology with an emphasis toward public health and safety. The District provides each class with student and teacher workbooks, brochures, bookmarks, videos, and visual aids. District staff trains the teachers and encourages them to include the program as part of their yearly science curriculum. The District staff has indoctrinated the residents of the District to coexist with the Africanized honeybees by utilizing the various elements of the Public Education Program. The District has been the lead agency in training and coordinating fire departments, police departments, and 911 systems throughout the District in preparation for Africanized honeybee emergencies. Hyperion: Hyperion continues to have multiple offline batteries and clarifiers that need to be monitored; all are monitored closely, and are either drained or treated with pesticides until repairs are completed. District staff meets with Hyperion management every other Tuesday to exchange information and review inspection reports. Residential mosquito traps remain low during this period. District staff continues to treat forty-four (44) city storm drain openings throughout the city of EI Segundo on a weekly basis. Adult mosquito counts continue to remain low in the neighborhoods immediately to the east of the plant. Chevron Refinery: During this period district staff treated 8,491 square yards (1.75 Acres) this includes 16 drainage channel, 13 box drains, 18 excess water sites and 9 containers. 2 Baldwin Hills: Oil Field: District personnel treated 165 oil sumps, 29 drain channels, 9 excess water sites, 7 box drains and 21 containers. 46,305 square yards (9.56 Acres) were treated using, 65.7 gallons of Vectobac 12AS, 61.1 ounces of Vectobac Granules, 12.5 gallons of Altosid Liquid, 59.2 ounces of Altosid Pellets, 83 Altosid XR-Briquettes and .02 gallons of Agnique MMF. Ballona Wetlands: There was no pesticide treatments required during this period. Underground Drains: District staff treated 1029 sites during this period. A total of 555,122 square yards were treated using, 931.3 gallons of Altosid Liquid, 81 Altosid XR Briquettes, and 149.9 gallons of Vectobac Liquid, 462.6 ounces of Vectobac Granules and .2 gallons of Agnique MMF. Madrona Marsh: During this period district staff treated 1,028 square yard using 33 ounces of Vectobac Granules and 33 ounces of Vectolex CG. There was a 1.0% COLA (cost of living adjustment) for all employees' salaries for the fiscal year of 2011-2012. There are no changes in employee benefits for the fiscal year 2011-2012. Mosquito and vector control is necessary on a continuous routine and area -wide basis to protect the health, enhance the economic development, and maintain the recreational use and enjoyment of outdoor living. The Los Angeles County West Vector Control District (District) was formed in 1944 and consisted of only 5 square miles. Over the next 64 years, there have been numerous annexations into the District. At the present time, the District covers over 680 square miles, contains 23 cities and unincorporated territory of the County of Los Angeles, and provided services for over 4,100,000 people. This makes the Los Angeles County West Vector & Vector -Borne Disease Control District the second largest vector control district in the state of California by population served. The District includes the cities of Agoura Hills, Beverly Hills, Calabasas, Culver City, El Segundo, Hawthorne, Hermosa Beach, Hidden Hills, Inglewood, Lawndale, Lomita, the westerly portion of Los Angeles City, Malibu, Manhattan Beach, Palos Verdes Estates, Rancho Palos Verdes, Redondo Beach, Rolling Hills, Rolling Hills Estates, Santa Monica, Torrance, West Hollywood, Westlake Village, and unincorporated territory of the County of Los Angeles. The District is governed by a Board of Trustees. Each city and county within the boundaries of the District may appoint a representative to serve on the Board. As provided for in California Health and Safety Code (§ 2200 et seq.), the District Board may take all necessary or proper steps for the control of mosquitoes, Africanized honeybees, ticks, red imported fire ants, or other vectors, either in the district or in territory not in the district but so situated with respect to the district that or other vectors may disperse from the territory into the district; abate as nuisances all standing water and other breeding places for mosquitoes or other vectors, either in the district or in territory not in the district but so situated with respect to the district that mosquitoes or other vectors from the territory disperse into the district; enter upon any property either within the district or so reasonably adjacent thereto that vectors may disperse into the district, for any of the following purposes: (1) to inspect to ascertain the presence of vectors or their breeding places, (2) to abate public nuisances in accordance with the California Health & Safety Code and local nuisance abatement ordinances, either directly or by giving notice to the property owner to abate nuisance, (3) to ascertain if a notice to abate vectors has been complied with, and (4) to treat property with appropriate physical, chemical, or biological control measures; and do any and all things necessary for, or incident to, the powers granted by, and to carry out the objects specified in, this chapter (California Health and Safety Code, Chapter 5). California Health & Safety Code has defined "vector" as any animal capable of transmitting the causative agent of human disease or capable of producing human discomfort or injury, including, but not limited to, mosquitoes, Africanized honeybees, ticks, Red Imported Fire Ants, flies, mites, other insects, and rats, but not including any domestic animal. These provisions provide the authority for policies adopted by the Board of Trustees under which the District operates. Following Proposition 13, the major sources of revenue for the District were property taxes and Special District Augmentation Funds. Since 1993, the District's property taxes have been reduced by approximately 60% and the Special District Augmentation Fund has been eliminated. To alleviate the fiscal problems of the District and gain control over budgeting, to develop and maintain an adequate vector control program with sufficient staff and equipment and provide the necessary facilities, the Board of Trustees took the necessary action to place a proposition on the November 6, 1984, General Election ballot. Proposition Y, if passed by two thirds of those voting on the Proposition, would have authorized the District to levy an annual special tax of not more than $3.00 per parcel of land within the District. The proposition received 64.72% of the votes cast. Although this vote (64.72%) did not meet the required two-thirds, it certainly did indicate the voters' support for the District's activities and the proposed improvement of the mosquito control program. Since the November 1984 election, the law governing mosquito abatement and vector control Districts has been amended. Chapter 5, Article 4, Section 2270(1) of the California Health and Safety Code now provides that "The district may levy, by resolution or ordinance, a service charge against any or all parcels of land within the District to pay for the cost of vector surveillance and control. The schedule of charges shall be made, reviewed, and adopted annually after notice and hearing in connection with the schedule." California Health and Safety Code Section 2291.2 authorizes the District to impose an assessment for vector surveillance and control projects which are of common benefit to all residents and the zones in its jurisdiction. On May 9, 1996, the Board of Trustees of the Los Angeles County West Vector Control District passed Resolution 1-96 declaring its intention to undertake vector surveillance and control projects of common benefit to the District as a whole and to special zones within the District and to adopt an assessment in connection with this undertaking. The Board, by Resolution 96-2, replaced the yearly service charge format with an assessment format. Under the assessment format, over 98% of all parcels within the District can be assessed an amount not to exceed $20.00 per parcel per year. Less than I% of the parcels within the District can be assessed an amount not to exceed $100,000 per parcel per year. ACCOUNT CODE DESCRIPTIONS Fixed Assets Fixed assets used in governmental fund type operations are accounted for in the General Fixed Assets Group. The General Fixed Asset Group are assets which cost more than $400 and have a useful life of over three years. The cost of these assets are charged against specific fixed asset operating funds in the year of acquisition. It has been the general practice of the District to budget for specific fixed assets that are anticipated for each fiscal year. Additionally, general funds have also been established for unexpected additions and/or the accelerated replacement of existing fixed assets (air conditioning units, computers, etc.). General type funds in the fixed asset group that are not used are rolled over to the following fiscal year's budget. These research projects have included wetlands mosquito control, mosquito migration studies, ticks and Lyme disease research, West Nile virus, dog heartworm, biting midges, and biting blackflies with UC Berkeley, UC Davis, UC Riverside, UCLA, USC and other major universities. This university affiliation research program pays great dividends for the District by developing and maintaining a positive and invaluable profession relationship with these institutions and their expert staff. The exchange of knowledge and experience while addressing and solving ongoing public health problems and newly emerging diseases, enriches the university, District staff, university students, and the eneral ublic.
