Mr.York is planning on having parties day and night,with hundreds of people.The incessant noise will destroy the quality of life of the residents in this community.Our property values will plummet if our homes are next to an outdoor night club.I am urging you to take this into consideration,and expand the scope of the review.Please do not let the greed of one man destroy our community. Palos Verdes Drive South is incessantly undergoing construction and reconstruction.I believe that's directly due to the increase in traffic.Traffic is endless these days on PV Drive South;hence,the endless construction and reconstruction that goes on.The traffic noise alone has greatly compromised quality of life.Whenever I open a window,I can hear the roar of traffic from Palos Verdes Drive South at all hours.This is not what our City needs,more traffic,more noise from a party event center.It seems that the city is compromising the quality of residential living our community rather than working towards maintaining the quality of life here.I urge the City council to consider these factors in its review of an event center and I further urge the City Council to consider quality of life for the residents here.The City should not compromise the rights of enjoyment of its residents for the sake of allowing a magnate to make yet more money in another venture.This is not in the best interest of our fair city. My family has lived at 32 Sweetbay Road in Portuguese Bend for 36 years so we know that Portuguese Bend is a quiet,semi rural community.By and large,the biggest noisemakers in the community are peacocks. Mr.York is proposing to bring in large crowds of people and accompanying music and entertainment at his center. He wants to make money on his investment,and while I cannot blame him for that,I take issue with his attempts to better himself at the expense of our entire community. The noise test that he did on his center a few years ago was a joke.We were there,as were many residents of Portuguese Bend.We drank water and ate a few cookies and visited with neighbors while a few musicians played the quietest music I've heard in a long time.It was a looooooong way away from 300 champagne drinking wedding guests doing an exuberant chicken dance! There have been noise and traffic complaints about at least one other event that Mr.York held at his existing center ...a party for the Sheriffs organization. I hope you will broaden the scope of the review and include a realistic noise assessment of Mr.York's proposal. Furthermore,as you evaluate his plan overall,I hope you will seriously consider the impact of his plans on the residents of all the homes that surround his property. Expanding the scope of the Point View Environmental Review was a good place to start. But,allowing a noise study conducted,planned,and controlled by the applicant as the only measure of possible noise from this development is sheer folly! There have been many parties hosted at Point View and the noise from them was FAR greater than the small amount of noise measured by the applicant under his controlled mock event. In fact,the Sheriff Department has been called multiple times due to complaints of noise from events "hosted"by the a.pplicant.One of the noisiest parties hosted on the site was actually a party by the applicant for the Sheriff's department;funny if it wasn't the truth. I am against the Point View property being developed as an event center which,I am sure, will be called an ancillary building as part of a golf course just so the applicant can come into conformity on his application.If you check the plans of any ancillary building to the golf course,I am sure they will VERY closely resemble the original plans for the event center that were voted down by the Planning Commission on the first attempt.This is a farce and the City Council is being duped into approving a site plan that will negatively impact the surrounding community.Between both Trump and Terranea do we REALLY need another golf course ...think about it. Please expand the Environmental study to include an un-biased noise study that correctly reflects what the applicant wants to do in our quiet neighborhood.Thank you. I raised concerns because the results of the noise study during this mock-party would not be indicative of the parties that the Applicant wants to have on his property.He doesn't want small parties.He wants LARGE events and gatherings.He wants parties at night and during the day.He wants parties that have HUNDREDS of people attending.He wants to make MONEY. There have been numerous complaints of noise to the Sheriffs Department for events at this location in the past.In fact,the Applicant had a party for the Sheriffs Department that produced noise that was much louder than the mock-party that the Applicant is providing for the Environmental Review.Ironically,the Sheriff was called because the Sheriff party was too disruptive.Why are you accepting the test results of the Applicant?The Applicant's mock- party noise analysis is obviously NOT sufficient.I can get the complaint filings for the City Council if that is what it will take to expand the scope. I propose that you expand the scope so that the vendor can perform its own IMPARTIAL noise evaluations based on realistic situations of parties with hundreds of people and wedding/party music during the DAY and the NIGHT. As you are probably aware,the lease is scheduled to ternlinate in September.MSMB/RPV has stated a strong interest in renewing the lease.Recognizing that the buildings of the campus have aged and are not the most energy efficient,the school is advancing proposals to staff that would: (l)continue to provide the City with positive cash flow for the location;(2)ensure that the economic burden caused by the energy inefficiency are absorbed by the school;(3)address and resolve the most significant structural issues at the property,at the obligation and expense of the school;and (4)ensure that the facility remains under the watchful eye of the school,who retains a vested interest to ensure that the property is clean,safe,and open. MSMB/RPV serves approximately 70 families in its immediate vicinity.During the pendency of the discussions,it has reviewed possible relocation of the campus.At the present time,that option is not viable.Therefore,it appears that if some type of extension or renewal of the lease is not reached,the school will be required to close.The impact on the families currently being served would be significant.The impact all the City,which now has a tenant with a vested interest to maintain the first class quality of the campus,is something that should also be .considered. Before the Montessori School arrived at the Ladera Linda Campus in 1993,the campus hud been neglected and was in need of some attention.There was trash,cigarette butts,beer cans and other litter.It was a local hang out for teen age g~U1gs from the surrounding areas as well as vagrants.We worked closely with Mayor Lee Byrd to establish our school while improving the quality of the property.With our presence on campus, we were able to help maintain both the grounds and appearance of the campus as well as having a supervisory role to keep the campus alive.During the beginning of our occupancy.we would not only have presence during school hours,hut also came on the weekends to assure that the campus was free of unwanted loiterers and vagrants.We personally made this campus a place where it was sate for the children to attend.Our presence on campus continues to this day to be a deterrent to the homeless to gather.We have encountered them on campus even to this day,but are able to keep this problem fi'om growing. Over the past few years during the recession,we have experienced financial hardship along with the rest of the community.Our enrollment fell along with our profits,but over the past year,we havc been able to guild our clientele and are now recouping our previous loses. Over the past 18 years,our business has brought $1,235,930.70 in rent paid to the city.In addition to this number,we have paid over $350,000 in janitorial maintenance,repairs and improvements to the campus. Our total contribution to the upkeep of Ladera Linda over the past year was $35,023.16.Our dedication to continued upkeep would only benefit the campus and the city.We have handled all major and minor repairs to our school and the campus up to this point and are glad to continue this level ofmaintenance.
