Councilman Stern moved, seconded by Mayor Long, to adopt the staff recommendation of Alternate No. 1 to: Temporarily suspend the City's entitlement process for the proposed Annenberg Project at Lower Point O/icente for the purpose of directing Staff to work with the Annenberg Foundation to submit a formal application to the National lurk Service (NPS) and the State Office of Grants and Local Services (OGALS) in order to obtain their approval of the proposed Annenberg Foundation project for Lower Point Vicente. v Meet the Goats City Manager Speaking Points On Saturday, April 9, the City will hold a fun new recreational activity at the Point Vicente Interpretive Center: "Meet the Goats"! The City is currently undergoing its annual fuel modification program to reduce the risk of wildfires by removing brush and growth in City - owned open space areas. A less expensive and more environmentally friendly method of removing the brush is to use grazing animals, such as goats, to graze in the open space areas. On Saturday, April 9, the public will have the opportunity to meet these hard working goats at the Point Vicente Interpretive Center from 11 am — 1 pm. The City consultant and owner of the goats will be present to share information on the benefits of using goats to clear open space areas. They will also give a demonstration on how their herding dogs are used to move the goats. Finally, participants will get to feed and pet the hard-working goats. This event is free, and parking will be available at the Point Vicente Interpretive Center. And this is Wallis—everybody who works, at the Annenberg Foundation attends board meetings, regardless of rank, including the receptionist." When I ask Wallis which of the foundation's hundreds of projects are closest to her beart, she names the Universally -Accessible 1—mvhouse, designed to accommodate handicapped people, in Torrance, California. "I had read that Paul Nex+man had done this at his camp for children in Connecticut, and I said, 'We're going to do this in LA.'I think one of the most moving days of my life was when I got to push the first child, a young man about 12 years old, in a wheelchair, up that ranip. "I want to do the Mayo Clinic for companion animals," she continues. "The idea is to teach mle a reverence for animals and to tie it in to the local ecology and environment. After two years of negotiations, we have a magnificent piece of land in Rancho Palos Verdes." ,Officially called the Annenberg Project at WWel' Point Vicente, the 20 -acre oceanfront site will include a model adoption center for cats and dogs. "I call it m- y last hurrah, but who knows? My father used to say that about every project he ever did. And it was never his last hurrah." No one believes this will be hers, either. In fact, next year the foundation will launch a project called Alchenky, a leadership-df.-velopment-and-training; initiative for nonprofit executives and volunteer leaders. She and my father were a true love match. And she was a hell of a golfer." Ara also stated Terranea storm drainage was intermixing with the offsite drainage and that was why that project needed to account for the offsite drainage as well. Patrick mentioned the Compania project could get a LEED Innovation point for cleaning the offsite storm drainage that passed through its site, but also believed the foundation might want to consider doing it simply because it is the right thing to do, and shows the community a commitment to the environment. 2.13 Building Entrance The building entrance was discussed and the Project Team should be focused toward one Carry entrance. One of the next studies for the design team is to consider how to make the PVIC (entrance), outdoor epic portal and Compania (entrance) work together. The buildings need to respond together with each other to tie the entire site together. 2.14 Theatre Modification In order to accommodate the City of Rancho Palos Verdes City Council in the auditorium, the Carry design team needs to continue to look at ways to enlarge the theatre to take advantage of a more appropriate size crowd (150 —175 seating capacity range). 2.15 Bereavement Bereavement program must be immediate, dealing with problem and proximity. The value of the experience at Compahia should be different than the current model where these types of facilities are isolated and pushed to the outer edges of society. The bar has been set very high in order to challenge the Project Team to work toward establishing a new set of national standards (i.e., Compahia Certification) for future duplication. Everything about this project is to be about learning and education, making available the systems and experiences, both indoor and outdoor. Compaflia should be a destination connecting the companion animal experience and education with humanity. Patrick also suggested the project team explore all opportunities for accelerating the schedule. These might include accelerating the design of the 'primary application" documents. However, the most positive opportunity to accelerate the schedule would be to have the PVIC Phase 3 Improvements project proceed, and reduce that scope of work currently contained in the CompaAia project. The desire would be for the construction for the PVIC Phase 3 Improvements project to complete and dovetail into the start of the construction for the Compaffia project. 5.2 Lease Agreement AF Joel indicated the original lease agreement between the City of Rancho Palos Verdes and the 3/23/09 County of Los Angeles in 1977 was for 50 years. However, as a result of the lead mitigation during the PVIC expansion the County transferred ownership of the property to the City of Rancho Palos Verdes. Therefore, in regards to the lease agreement required between the City and Compaffia, the County of Los Angeles will not be involved. Leonard also challenged the Project Team to consider designing an infrastructure which would help support this event (ie., food servicelhospitality hookups for food vendors, electrical outlets for inflatable jumpers and non-profit vendor booths, etc.). The goal is to surpass what the current community expectation might be with the addition of Compafiia. The design development should also include flat areas, wet areas, etc. The event is only one day now, but it could become more of a weekend experience if the infrastructure and design is thought out carefully. Additionally Jackie mentioned large vehicles (i.e. fire trucks) would be on display. 2/26/09: The 2009 event is scheduled for 3/7/09. Several team members are planning to attend and will report on their findings. 3/11/09: Stuart provided a slide show of the 2009 event. Team members that attended indicated the event appeared to be an overall success. PROJECT UPDATE ON THE APPLICATION SUBMITTAL TO OGALS AND NPS On December 21, 2010, the City Council suspended the local entitlement process and directed Staff to work with the Annenberg Foundation to submit a formal application to the National Park Service (NPS) and the State Office of Grants and Local Services (OGALS) in order to obtain their approvals for the proposed Annenberg Foundation project at Lower Point Vicente. Since that time, City Staff have been in contact with OGALS to be clear on the application submittal process and have coordinated with the Annenberg Foundation on the application preparation. While City Staff has kept the Annenberg Project City Council Sub -Committee of Councilmen Stern and Campbell updated on the status of the application, Staff recognizes that there has not been an update on the application status to the general public or City Council in a while. Therefore, an update on the status of the application is now being provided. Based on feedback from OGALS on the available application categories, an application is being prepared for a "Public Facility Request." This type of application will request that OGALS and NPS approve the proposed Annenberg project as a "public facility" exception to the existing recreational open space restrictions at Lower Point Vicente. According to OGALS, the processing steps for this type of application are as follows: 1. Informal consultation on certain components of the proposed Public Facility Request application between City Staff, the Annenberg Foundation, OGALS and NPS; 2. Based on informal feedback from OGALS and NPS, preparation of a Draft Application by City Staff/Annenberg Foundation along with preparation of the necessary California Environmental Quality Act (CEQA) and the National Environmental Protection Act (NEPA) analysis of the Draft Application by City Staff; 3. Public comment period on the CEQA/NEPA analysis of the Draft Application; 4. Submittal of the Final Application and completed CEQA/NEPA analysis by the City to OGALS and commencement of a public comment period on the Final Application; and, 5. Formal decision on the application by OGALS and NPS. At this time, City Staff together with the Annenberg team are still in the informal consultation process stage noted above (step 1). Jarel Wheaton noticed, and called to my attention, that the city is also recommending a one-time capital contribution of up to $80,000 to the Peninsula High School Pool renovation project with the condition (among others) that the City enter into a joint use agreement with the PVPSD to allow the City to use the pool for recreational programs. Should such an agreement come to fruition we would strongly recommend that the City consider a water aerobics class. We would be happy to publicize it to our membership and work with the City to make it a success. Several years ago Peninsula Seniors participated in a water aerobics program using the pool at the Marriot in Torrance. Unfortunately the program was terminated by the Marriot because of insurance concerns. This program was very popular with a great number of our members and was sorely missed when it was ended. As I remember, members signed up and paid for a six-month program which was fairly expensive. We often had a waiting list of people who wanted to participate. It is excellent exercise for many, especially seniors, who find other forms of exercise too taxing. I plan to be at the meeting on the 29th. I am writing to ask for your support of Los Serenos request for a $7,000 grant to help fund the docents' 6th Grade Geology Program and our Jr. Docent Program. Historically, the PTAs from individual PV schools funded the 6th Grade Geology program and Los Serenos paid the parking fees. Over the years, one -by -one the schools stopped participating in the program because of budget restrictions. One school, Miraleste, continued its struggle to participate in the program, sending classes every other year; and then finally they too had to discontinue sending children. The 6th Grade Geology program is unique in that during the tour of Ladera Linda, the docents actually teach based on the sixth grade curriculum requirements. With many of the docents being former teachers, we know from experience that learning is easier in a hands-on environment; at Ladera Linda, children can actual see the forces of nature and have the best learning tools at their fingertips. More importantly, the docents realize that we provide a unique opportunity to educate while allowing every child who graduates from the Peninsula school system to experience some of the wonders that Rancho Palos Verdes has to offer. That is one of the reasons why the docents started to fund buses for the sixth graders with our Whale Of A Day (WOAD) proceeds; the other reason, to be very truthful, is that when the schools could no longer afford to come, the docents missed the children. Unfortunately, the WOAD proceeds will not allow us to offer this program to all PV elementary schools and to continue it year after year, even if we are successful with other cost-cutting measures. The Los Serenos Jr. Docent program is new. This program provides an opportunity for senior high students to learn about the environment, marine life, and again learn about and experience all the goodies that RPV offers such as Abalone Cove, Forrestal, and the hiking trails. We train them to be good stewards and caretakers of the environment with the goal that they will serve as role models, share their knowledge with their peers, and become leading citizens in our community. 4� of 3 -2— Los Serenos programs are educational, they are local, and they are for our children, but they also affect the families as well. We find this especially true with the Jr. Docent Program when parents actually participate in the docent -led hikes along with their children, and burst at the seams on graduation day. If you have not participated in a hike lead by one of our docents, I am extending a personal invitation for you to do so; just let me know when and the level of hike (some can be strenuous), and I will make the arrangements. You may be amazed at the docent's breathe of knowledge and the positive impact they leave with the public while representing the City of RPV. In closing, about 150 docents and volunteers who donate over 10,000 hours to the City of RPV each year would be eternally grateful for this exceptional support from the City. Word of warning when downloading: Please keep in mind that the attached staff report is several hundred pages long (15MB). Program Protocol • Letters to current grant recipients and recent grant applicants were sent out in mid-February. Other organizations that contacted the City since the last budget cycle were sent applications as well. A total of 20 organizations submitted grant applications this budget cycle. Groups that contact the City after the deadline for submission are placed on a contact/mailing list for the next grant cycle. This same protocol for grant program outreach has been in place since at least the late 1990s. Non -Profit Status • All applicants are required to provide proof of non-profit status. Abalone Cove Improvements City Grant program is designed to support organizations that provide civic -based services that the City itself does not provide. The funds have not been used in the past to fund capital projects. Given these parameters, it would be difficult for staff to recommend a City Grant to a local non-profit organization to fund park improvements on a property the City owns and manages. However, staff would be happy to work with Save Our Coastline to see if a request can be developed that meets all of the City's criteria for the next grant cycle. Kiwanis Club of Rolling Hills Estates . The following is an excerpt from the 3/29/11 City grants staff report that addresses some of your questions: "In 2011, the Kiwanis Club of Rolling Hills Estates relocated its main charity event, the Palos Verdes Marathon, to start and end within the City's boundaries. Prior to this time, the race began and ended in the City of Los Angeles (San Pedro). In going through the City's permit process this year, the Kiwanis Club was required to establish a $7500 trust deposit to cover the City's out-of-pocket expenses related to the event. The grant is being requested to off -set this expense in FY 11-12 in order to lower the overall cost of the fundraising event, thereby allowing the Kiwanis to provide more funding to local organizations, including athletic and educational programs, REACH, and charities that assist sick children." The Kiwanis Grant application states in section 4 of its application: "Impact of (City) Funding on our organization is measured by our ability to either increase the number of participants in programs or scholarships to local students, supply REACH programs and/or assist sick children. We facilitate additional support for the vital local charities/programs serving our community listed above." The application does not specify what part of the $7500 is given directly to the charities. It does note that 100% of the monies raised by their fundraisers goes to its foundation and that they have no significant overhead (rent/payroll) because its members are volunteers. REACH • The REACH program did not request funds this year. As a City recreation program, REACH is funded by a combination of City funds, participant fees and grants from charitable organizations.
