For our 14th Season we are proud to present Much Ado About Nothing — a classic
romantic comedy about the battle of the sexes, and fCfng Lear— the ultimate family drama.
Both plays will tour to over 15 open-air venues throughout LA and Orange counties for a
total of 40 admission FREE performances.
Summer 2011 would mark our 11th consecutive year touring to Rancho Palos Verdes, but
we desperately need your help to return. After City funding was eliminated for events such
as ours, Malaga Bank came forth with partial sponsorship for the 2009 & 10 seasons. No
such sponsorship has been confirmed this year and we are in desperate need for funding to
present shows at Hesse Park and Terranea Resort.

QUESTIONS AND COMMENTS:
Ray and Ron,
What does recommendation #3 mean ".... to proceed with the sewer relocation
design?" There does not appear to have been mention in the January 18, 2011
or November 1, 2008 staff reports of the need to relocate a sewer line. Or is this
a new issue that will be presented during the meeting on March 1st? It would
seem that any work on sewer lines can be a significant cost issue.
You answer will be appreciated.

Public Works Response
The issue is a newly discovered one. Work on designing the early action Switchback
Stabilization Project, as required in the Project Study Report RFP, was started when the
majority of the work on the PSR was completed. The optimum location of the "caisson
stabilizing wall" was not known lentil after the January 18, 2011 meeting. As the
Stabilization Project design progressed it became apparent that the sewer line would need
to be relocated "behind" the caisson wall. We now know the approximate length of the
sewer relocation. We will not know the construction cost of the sewer relocation until
that design is completed, but we estimate the length to be about 800 feet. We are not
asking to proceed with the construction at this time, but we do need authorization to
proceed with the sewer relocation design. Our Consultant has told us the design should
cost approximately $8,000 the preliminary construction cost estimate to relocate the
sewer line is $I56,600, and the planning level contingency would add $46,980 (30%) to
the estimated construction cost. The total planning level construction cost (including soft
costs) to relocate the sewer line is $211,580.

To the City Council:
Councilman Campbell's memo will be of great interest to many in the community. I am not
able to attend the March 1 meeting, but I will offer comment and prospective inquiry here
as the College has a interest in City policy that protects citizens, organizations, and
Council Members against behavior that could call for correction or censure. These are
hypothetical questions to consider:
- What recourse does a citizen or organization have if a council member slanders their
name and reputation? Could there be a call for censure?
- What recourse does an organization have if a Council Member makes direct contact with
that organization and acts in a manner that is considered unprofessional or harassing,
especially if the organization receives funding or has a contract with the City?
- What recourse does the Council have if a member is acting in way that does not rise to
his/her office?
- What recourse does a citizen have if a Council Member utilizes anonymous means of
attacking a citizen or an organization (ex: emails that are sent to citizens from phantom
email accounts)?
- What recourse does a City Staff member have if a Council Member pressures them to use
city resources against a political opponent?
- What recourse would a private property owner have if a Council Member trespassed on
private property on behalf of the City?
One answer may be the appointment of an ombudsperson that anyone in the City can go to
without fear of retaliation.
In any event, City staff should be encouraged to review best practices for handling
behavior going to and from the Council. Mr_ Campbell's questions are timely and may
provide the council with the opportunity to address concerns that have arisen in the
community in recent years. We would like our students to see their College's "home city"
prevail over these nagging issues.
This Council's legacy could be the establishment of ethics policies that promote open and
collegial debate within the community and the Council. I urge you to pursue this while you
can,
