AGENDA DESCRIPTION:
Consideration and possible action to approve the design improvements at various Palos
Verdes Drive South intersections: Seahill Drive, Conqueror Drive, Schooner Drive and
Forrestal Drive/Trump National Drive.
RECOMMENDED COUNCIL ACTION:
(1) Authorize Staff to prepare final engineering design drawings for proposed
improvements at the intersections mentioned above; and
(2) Authorize Staff to perform an engineering/feasibility study for the design and
construction of a roundabout at the intersection of Palos Verdes Drive South and
Forrestal Drive/Trump National Drive.

BACKGROUND AND DISCUSSION:
On July 17, 2018, Staff briefed the City Council regarding the preferred street
configuration for the new intersection at Costa De Las Islas and Palos Verdes Drive
South (PVDS) associated with Vesting Tract Map No. 50666 for the Trump National
Golf Club project. As part of the discussion, the City Council discussed the existing
issues regarding several intersections along Palos Verdes Drive South in close
proximity to this development. Staff was directed to investigate any improvements that
would allow for better circulation, reduce traffic delays and, most importantly, enhance
the safety of these intersections.

Subsequently, on August 6, 2018, Staff presented to the Traffic Safety Committee,
various improvement options for several intersections in the proximity of the
development. These intersections along Palos Verdes Drive South include Seahill
Drive, Conqueror Drive, Schooner Drive and Forrestal Drive/Trump National Drive. The
following improvements were recommended by the Traffic Safety Committee and are
being reflected on Attachment C:
1. Palos Verdes Drive South and Seahill Drive
a. Trim existing vegetation in the public right-of-way adjacent to the
eastbound (along the shoulder of the roadway) to improve visibility of
on-coming vehicles traveling eastbound along Palos Verdes Drive
South (PVDS); and
b. Relocate the existing bus stops (Metro and PVP Transit Authority) from
west of the intersection to east of the intersection; and
c. Remove and replace the existing vegetation in the medians to the east
and west of Seahill Drive along PVDS with appropriate vegetation with
limited growth potential to improve visibility of traffic traveling
westbound and eastbound on PVDS; and
d. Request directed enforcement of speed limit on Palos Verdes Drive
South (PVDS) during peak hours; and
e. Relocate the stop bar at the intersection on Seahill Drive further north
(to the extent possible) to improve visibility at the intersection; and
f. Install puppy tracks for all left turn movements at the intersection; and
g. Examine the lane pavement markings at the intersection on Seahill
Drive northbound; and
h. Examine the possible addition of limit lines for left turn lane pockets on
eastbound and westbound on Palos Verdes Drive South.
2. Palos Verdes Drive South and Conqueror Drive
a. Extend the raised curb of existing center island in the parking area
(east side only); and
b. Install a raised narrow median on PVDS east of Conqueror Drive; and
c. Install puppy tracks for all left turn movements at the intersection; and
d. Investigate (pending upon traffic congestion) whether a stop sign is
needed on Conqueror Drive at the frontage road.
3. Palos Verdes Drive South and Schooner Drive
a. Implement the following improvements:
• Removal of all obstructions (pilasters, fence, wall, trees, sign,
vegetation, etc.) from the center island adjacent to the frontage
road east of Schooner Drive to improve the driver’s visibility;
and
• Reduce the median width on PVDS east of Schooner Drive to
accommodate an acceleration lane; and

• Install proposed pavement markings; and
b. Install puppy tracks for all left turn movements at the intersection.
4. Palos Verdes Drive South and Forrestal Drive/Trump National Drive
a. Implement the following improvements:
• Reduction of the center island between Aqua Vista Drive and
PVDS and shift/relocate the pavement striping and markings;
and
• Remove and relocate a portion of the median on PVDS east of
Forrestal Drive to accommodate an acceleration lane; and
• Install proposed pavement markings; and
b. Relocate the stop bar at the intersection on Trump national Drive
further north (to extent possible) to improve visibility at the intersection;
and
c. Install puppy tracks for all left turn movements at the intersection; and
d. Perform a feasibility study for a roundabout.
Staff is requesting City Council authorization to proceed with the engineering design for
these improvements. Furthermore, Staff is also requesting City Council authorization to
perform an engineering/feasibility study for design and construction of a roundabout at
the intersection of Palos Verdes Drive South and Forrestal Drive/Trump National Drive.
If approved, Staff will return to City Council with an agreement for professional design
services.
ALTERNATIVES:
In addition to the Staff recommendations, the following alternative action is available for
the City Council’s consideration:
1. Provide other recommendations as maybe appropriate.
