Illustration of Option for Access and Parking for Park Place (page A-1) City Council agenda report of July 31, 2018, without attachments (page B- 1) BACKGROUND AND DISCUSSION: On July 31, 2018, at City Council direction, Staff brought forth a construction contract to remove the existing parking spaces on Park Place at Del Cerro Park. After deliberating, the City Council decided not to award the construction contract, but directed Staff to proceed with installation of a gate at the park entrance; two additional Americans with Disabilities Act (ADA)-compliant parking spaces and access ramp along Crenshaw Boulevard; and an ADA-compliant decomposed granite walkway from these two, new parking spaces to the existing scenic walkway at the end of the Park Place cul-de-sac. A hammer-head turn-around is also proposed outside of the gate. 1 The new gate will match the City standard gate used at various park sites and will be closed from sunset to sunrise and on weekends. The City will operate and maintain the gate, and the residents of Park Place will have access to the gate and will be responsible for opening and closing it for themselves and their guests overnight and on weekends. In addition, parking will be limited in the Del Cerro Park parking spots to two hours during weekdays when the gate is open. Appropriate signage will accompany the gate and curbs will be painted red inside the gate. Furthermore, the parking spots at Del Cerro Park can be utilized at all times by Palos Verdes Peninsula Land Conservancy volunteers, City Staff, Fire and Sheriff’s Department personnel, and public utility providers. The table below summarizes when parking is allowed. However, it must be noted that the Fire Department is extremely opposed to the installation of a gate. Parking Allowed? RECOMMENDED COUNCIL ACTION: (1) Award a construction contract to Colich and Sons in the amount of $44,685.38; (2) Authorize Staff to utilize an additional $4,468.54 (10%) for project contingency for the construction contract for a total authorization of $49,153.92; (3) Authorize Staff to utilize an additional $4,040 for Construction Management and Inspection Services; and, (4) Authorize the Mayor and City Clerk to execute the construction contract, subject to approval to form by the City Attorney. FISCAL IMPACT: Funding for this project will require an additional appropriation of $53,043.92. Funding will be through the City’s CIP Budget. (page B-1) BACKGROUND AND DISCUSSION: City Council was most-recently briefed about this project on April 3, 2018. There were eight (8) options presented as part of this briefing for the removal of the parking spaces at Del Cerro Park. The City Council directed Staff to proceed with Option 3 (Attachment A) at an estimated cost of $31,000. Further, the City Council directed Staff to remove and reconstruct the ADA-compliant parking space parallel to the Park Place roadway and further away from its current location (i.e., towards Crenshaw Boulevard). B-1 Staff obtained quotes from the following three (3) reputable contractors, which have each previously performed construction under contract with the City with good performance records. (1) Colich and Sons $44,685.38 (2) Hardy and Harper $50,045.00 (3) EBS $60,427.00 The reasons that the quotes received are higher than the original estimate are: 1) a new ADA-compliant space was not included in Staff’s original estimate; and 2) these reputable contractors are extremely busy at this time and are not as interested in such small projects. To ensure construction activities are conducted appropriately, Staff recommends construction management and inspection services for this project. Staff proposes utilizing Sunbeam Consulting for inspection services and construction management services. Sunbeam’s services will not exceed $4,040. These services are included in their existing contract. A complete list of project expenses are as follows: Construction: $49,153.92 Construction management: $1,480.00 Inspection: $2,560.00 Design: $15,000.00 Total project cost: $68,193.92 Approving Staff’s recommendation will award a construction contract to Colich and Sons in the amount of $44,685.38, authorize Staff to utilize 10% of the project contract amount ($4,468.54) as contingency for unforeseen circumstances in construction, and appropriate funds for construction management and inspection services. ALTERNATIVES: In addition to the Staff recommendations, the following alternative action is available for the City Council’s consideration: 1.
