CC SR 20180731 C - Safe Routes to Schools Grant01203.0006/486089.1 RANCHO PALOS VERDES CITY COUNCIL AGENDA REPORT MEETING DATE: 07/31/2018 AGENDA HEADING: Consent Calendar AGENDA DESCRIPTION: Consideration and possible action to adopt a resolution to enter into a contract with the State Department of Transportation for acceptance of the grant from the Sustainable Transportation Planning Grant Program (Road Maintenance & Rehabilitation Account – Sustainable Communities) for the City's Peninsula-Wide Safe Routes to School Plan RECOMMENDED COUNCIL ACTION: (1) Adopt Resolution No. 2018-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, STATING THE TITLE OF THE CITY REPRESENTATIVE AUTHORIZED TO ENTER INTO A CONTRACT WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR ACCEPTANCE OF A GRANT FROM THE CALTRANS SUSTAINABLE TRANSPORTATION PLANNING GRANT PROGRAM, AND STATING THE NAME OF THE GRANT PROJECT TITLE, FOR PURPOSES OF SATISFYING A CONDITION OF GRANT ACCEPTANCE IMPOSED BY THE CALIFORNIA DEPARTMENT OF TRANSPORTATION; and, (2) Authorize Staff to submit this project for funding consideration. FISCAL IMPACT: There is no impact at this time. However, if approved by the State, subsequent to the adoption of the proposed resolution, the Peninsula-Wide Safe Routes to School Plan budget will need to be revised accordingly. BACKGROUND AND DISCUSSION: 1 01203.0006/486089.1 The State of California (“State”) has approved a program of grant funding known as the CalTrans Sustainable Transportation Planning Grant Program (“STP Grant Program”) to support the State Department of Transportation’s (“CalTrans”) mission to provide a sustainable, integrated and efficient transportation system to enhance California’s economy and livability. CalTrans has been delegated the responsibility for the administration of the STP Grant Program. On February 2018, the City applied for an STP Grant Program for the planning project entitled the “Peninsula-Wide Safe Routes to School Plan.” Currently the Peninsula does not have a comprehensive Peninsula-Wide Safe Routes to School Plan (SRTS) and none of the schools have a formal SRTS Plan. Having this approved SRTS Plan will further facilitate applying and obtaining grants for further accessibility improvements in the areas adjacent to schools. The proposed plan will benefit 18 public schools (approximately 13,750 students) by improving mobility and accessibility for students and their families to safely walk or bike to/from school. On May 11, 2018, CalTrans sent a letter to the City (Attachment B), notifying us that it had conditionally awarded a grant in the amount of $221,325, with a local match of $28,675, for a total project amount of $250,000, for FY18-19 (the “Grant”). The letter included a list of six conditions of grant acceptance for the City to satisfy in order to obtain the grant funding. Four of these conditions have been fulfilled already. The fifth condition is for the City Council to adopt a resolution stating the grant project title and the title of the person authorized to enter into a contract with CalTrans, and to provide said resolution to CalTrans no later than August 15, 2018. The last condition will be fulfilled at the time Caltrans District provides the City with a fully executed contract and a formal notification to begin work. The proposed resolution (Attachment A) would satisfy the foregoing condition by: (1) stating the grant project title (the “Peninsula-Wide Safe Routes to School Plan”); (2) authorizing the City Manager or his designee to enter into a contract with CalTrans relating to the Grant and/or the work to be performed pursuant to the Peninsula-Wide Safe Routes to School Plan; and (3) directing the Director of Public Works, or his designee, to provide a copy of the resolution to CalTrans no later than August 15, 2018. The draft resolution has been approved by the City Attorney. Approval of the resolution at the July 31, 2018, City Council meeting is necessary in order for Staff to meet the August 15, 2018, deadline for submission of the required resolution to CalTrans. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Direct Staff to revise the draft Resolution, and to agendize the revised resolution for adoption at the August 7, 2018, City Council meeting. 2. Direct Staff to take no action this time, thereby rejecting CalTrans funding for the Peninsula-Wide Safe Routes to School Plan. 2 01203.0006/484563.1 RESOLUTION NO. 2018-__ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, STATING THE TITLE OF THE CITY REPRESENTATIVE AUTHORIZED TO ENTER INTO A CONTRACT WITH THE CALIFORNIA DEPARTMENT OF TRANSPORTATION FOR ACCEPTANCE OF A GRANT FROM THE CALTRANS SUSTAINABLE TRANSPORTATION PLANNING GRANT PROGRAM, AND STATING THE NAME OF THE GRANT PROJECT TITLE, FOR PURPOSES OF SATISFYING A CONDITION OF GRANT ACCEPTANCE IMPOSED BY THE CALIFORNIA DEPARTMENT OF TRANSPORTATION. WHEREAS, the State of California (“State”) has approved a program of grant funding known as the CalTrans Sustainable Transportation Planning Grant Program (“STP Grant Program”) to support and further the State Department of Transportation’s (“CalTrans”) mission to provide a sustainable, integrated and efficient transportation system to enhance California’s economy and livability; and WHEREAS, CalTrans is responsible for administration of the STP Grant Program; and WHEREAS, the STP Grant Program includes approximately $12 million in State Road Maintenance and Rehabilitation Account funds distributed through a competitive program available to cities and certain other public agencies (“the Sustainable Communities Competitive Grants”); and WHEREAS, the City of Rancho Palos Verdes (“City”) applied for a Sustainable Communities Competitive Grant for the City’s planning project entitled the “Peninsula-Wide Safe Routes to School Plan”; and WHEREAS, CalTrans awarded the City a grant, bearing the grant title “Peninsula- Wide Safe Routes to School Plan,” from the “Road Maintenance and Rehabilitation Account - Sustainable Communities” grant program, in the amount of $221,325, with a local match of $28,675, for a total project amount of $250,000, for the Fiscal Year 2018-19 (the “Grant”); and WHEREAS, CalTrans requires, as a condition of Grant acceptance, that the City Council adopt a resolution stating the grant project title and the title of the person authorized to enter into a contract with CalTrans, and to provide said resolution to CalTrans no later than August 15, 2018; and, WHEREAS, the City Council seeks to satisfy the above-referenced condition of Grant acceptance. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: That the foregoing recitals are true and correct, and are incorporated A-1 01203.0006/484563.1 herein by reference. Section 2: That the grant project title of the grant conditionally awarded to the City by CalTrans on or about May 11, 2018, from the “Road Maintenance & Rehabilitation Account – Sustainable Communities” grant program, is the “Peninsula-Wide Safe Routes to School Plan.” Section 3: That the City Manager, or his or her designee, is authorized to enter into a contract with CalTrans relating to the Grant and/or the work to be performed pursuant Peninsula-Wide Safe Routes to School Plan. Section 4: That the Public Works Director, or his or her designee, shall provide a copy of this resolution to CalTrans no later than August 15, 2018. Section 5: That the City Clerk shall certify to the passage, approval, and adoption of this Resolution, and shall cause this Resolution and its certification to be entered in the Book of Resolutions of the City Council of the City.
