CC SR 20180717 06 - Part-Time Salary IncreasesRANCHO PALOS VERDES CITY COUNCIL MEETING DATE: 07/17/2018 AGENDA REPORT AGENDA HEADING: Regular Business AGENDA DESCRIPTION: Consideration and possible action to approve compensation changes for part-time employees and concurrently approve the updated resolution setting forth the Salary and Hourly Compensation Schedule for all employees in City Service RECOMMENDED COUNCIL ACTION: (1) Adopt Resolution No. 2018-__, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING, RESTATING AND SUPERSEDING RESOLUTION NO. 2018-31 SETTING FORTH THE SALARY AND HOURLY COMPENSATION SCHEDULE FOR EMPLOYEES IN CITY SERVICE FISCAL IMPACT: $29,000. This amount was included in the FY18-19 budget. Draft Resolution No. 2018-__, amending, restating and superseding the City’s Salary and Hourly Compensation Schedule for Employees in City Service approved by Resolution No. 2018-31 (page B-1) BACKGROUND AND DISCUSSION: On June 5, 2018, the City Council adopted Resolution No. 2018-31 (Attachment A), which amended, restated and superseded the City’s Salary and Hourly Compensation Schedule for Employees in City Service that was approved by Resolution No. 2017-61. With Resolution No. 2018-31, City Council approved an updated Salary and Hourly Compensation Schedule for employees in City Service that reflected cost-of-living adjustments (COLAs) of 2.5% for full-time classifications. The amount of the COLA was based on the change increase in Consumer Price Index for All Urban Consumers (CPI- U) over the 12-month period ending March 2018 for the Los Angeles-Long Beach- Anaheim geographic area, which has a City floor increase of 1% and a ceiling of 2.5% 1 each fiscal year. The approved COLA was 2.5% because that was the maximum increase that could be provided given the fact that the CPI-U change increase for the twelve month period ending March 2018 was 3.8%. The effective date of these COLAs is July 7, 2018, the first day of the first full pay period in July 2018, with a pay date of July 27, 2018. At the same meeting, the City Council approved the FY18-19 Draft Budget which included personnel cost increases for both full-time and part-time classifications. Highlighted in the Staff report were the personnel cost increases associated with vacant full-time positions being budgeted at the top of the classification’s salary range as well as COLAs that were pegged to the CPI-U change increase over the twelve-month period ending March 2018 for full-time classifications (represented and non- represented). Although not highlighted in the Staff report, the approved FY18-19 Draft Budget also included personnel cost increases for Part-Time classifications that were reflected in each department’s Part-Time Salaries line item. These personnel cost increases reflect a 2.5% wage increase for part-time employees. Staff recommends that employees in Part-Time Classifications receive a 2.5% hourly pay increase with an effective date of July 7, 2018 (reflected on pay date July 27, 2018) and that said increase also be applied to the Part-Time Classification hourly pay ranges and reflected in the updated City’s Salary and Hourly Compensation Schedule resolution (Attachment B). 2 RESOLUTION NO. 2018-31 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES, CALIFORNIA, AMENDING AND RESTATING THE SALARY AND HOURLY SCHEDULE FOR THE COMPETITIVE, MANAGEMENT, CONFIDENTIAL AND PART-TIME CLASSIFI- CATIONS; AND SUPERSEDING THE CITY SALARY SCHEDULE IN RESOLUTION NO. 2017-61 WHEREAS, the City of Rancho Palos Verdes (City) has and continues to recognize the Rancho Palos Verdes Employee Association (RPVEA) as the exclusive employee organization representing certain expressly delineated positions with the City's Competitive Unit; and, WHEREAS, the City pegs its cost-of-living adjustments (COLAs) on the percentage change in the Consumer Price Index (CPI-U) for the twelve-month period ending March 2018, with a maximum ceiling increase of 2.5% for COLAs for RPVEA, Management and Confidential classifications; and WHEREAS, the CPI-U for the twelve-month period ending March 2018 was 3.8% would result in a 2.5% COLA for employees in the Competitive, Management and Confidential classifications due to the COLA ceiling; and WHEREAS, the City Council now desires to amend the City’s Salary Schedule and Auto Allowance Schedule to reflect new salary ranges based on cost of living adjustments (COLAs) ceiling (2.5%), as approved by the City Council at the June 5, 2018 meeting, and effective the first full pay period of FY18-19; and WHEREAS, Rule V of the Personnel Rules of the City provides that in order to amend the City’s Salary Schedule and Auto Allowance Schedule that changes must be made via Resolution; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The City Council amends and restates the City’s Salary Schedule and Auto Allowance Schedule for City job classifications as set forth in Exhibit “1”, which is attached hereto and incorporated herein by this reference, effective July 7, 2018. Section 2: Effective July 7, 2018, the Salary Schedule created by Resolution No 2017-61 shall be superseded by the Salary Schedule and Auto Allowance Schedule for City job classifications as set forth in Exhibit “1”.
