CALL TO ORDER:
A regular meeting of the Rancho Palos Verdes City Council was called to order by
Mayor Brooks at 6:05 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301
Hawthorne Boulevard.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, Duhovic, and Mayor Brooks
ABSENT: None
Also present were Doug Willmore, City Manager; Dave Aleshire, City Attorney; Gabriella
Yap, Deputy City Manager; Teresa Takaoka, Deputy City Clerk; and Emily Colborn, City
Clerk.
PUBLIC COMMENTS:
Deputy City Clerk Takaoka reported that there were no requests to speak.
CLOSED SESSION ITEMS ANNOUNCED:
City Attorney Aleshire announced the items to be discussed in Closed Session.
1. POTENTIAL LITIGATION AGAINST THE CITY
GC 54956.9(d)(2) and (e)(2)
A point has been reached where, in the opinion of the legislative body of the local
agency on the advice of its legal counsel, based on existing facts and
circumstances, there is a significant exposure to litigation against the local agency,
based on a letter from Green Hills Memorial Park's attorney Ellen Berkowitz, dated
December 4, 2017, relating to potential California Public Records Act violations by
the City, former Mayor Brian Campbell, and Planning Commissioner David Tomblin.
The letter is available for public inspection at the City Clerk's Office.
2. INITIATION OF LITIGATION BY CITY
GC 54956.9(d)(4)
One (1) Potential Case. Based on existing facts and circumstances, the legislative
body of the local agency has decided to initiate or is deciding whether to initiate
litigation.

DISCUSSION TOPICS:
1. Review of Tentative Agendas and Ongoing City Council Goals and Priorities
Discussion ensued among Council Members and Staff regarding items on the upcoming
City Council meeting agendas as listed on the tentative agendas.
Councilman Dyda moved, seconded by Mayor Pro Tem Duhovic, to approve the
tentative agendas as amended.

PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Mayor Pro Tern Duhovic.
CLOSED SESSION REPORT:
City Attorney Aleshire reported that with regards to all Closed Session items, matters
were discussed with no reportable action taken.
MAYOR'S ANNOUNCEMENTS:
Mayor Brooks presented Ishan Gaur with a Citizen's Award acknowledging his
accomplishments in the community and his receipt of the 2018 Gold Medal
Congressional Award.
Mayor Brooks recognized American Red Cross Awareness Month and introduced
resident Dale Spiegel who is a member of the American Red Cross Board of Directors.
Mayor Brooks presented former Planning Commissioner Dave Emenhiser with a City
tile and thanked him for his service on the Finance Advisory Committee and the
Planning Commission.
Mayor Brooks noted upcoming recycling events in honor of Earth Day for the month of
April.
RECYCLE AND EMERGENCY PERSONAL PREPAREDNESS KIT DRAWING:
Mayor Brooks announced Recyclers of the Month from the March 6, 2018, City Council
meeting: Edwin Burt and Mary Jean Salcido. She indicated that all winners receive a
check for $250 and urged everyone to participate in the City's Recycling Program. She
noted that in addition to winning the Recycler Drawing, the two individuals also won a
Personal Emergency Preparedness Kit from the City at a value of$60.00.
APPROVAL OF THE AGENDA:
Councilman Dyda moved, seconded by Councilman Cruikshank, to modify the order of
the agenda. Business items will be heard in the following order: Item No. 2, Item No. 5,
Item No. 3, and Item No. 4.

PUBLIC COMMENTS:
Deputy City Clerk Takaoka reported that there were seven requests to speak.
Robert Voll, spoke in opposition of the proposed new intersection on Palos Verdes
Drive South to accommodate Tract 50666 at the Trump National Golf Club Housing
Development and urged the Council to seek public comments for an alternative option.
Roger Schamp, expressed deep concern over safety issues on the use of hydrofluoric
acid at the Torrance Oil Refinery and urged the Council to join the neighboring cities in
writing a letter to the South Coast Air Quality Management District asking lawmakers to
ban hydrofluoric acid use.
Nick Ryan-Shirley and Max Ryan-Shirley, Boy Scout Troop 128 Navigators and National
Junior Honor Society, thanked Mayor Brooks and Councilman Cruickshank for attending
the Flag Retirement Ceremony. They spoke regarding their time volunteering for the
Palos Verdes Peninsula Land Conservancy and encouraged residents to volunteer. In
closing, they urged drivers to be cautious of their speed on Palos Verdes Drive South by
Abalone Cove.
Kevin Vanderlip, spoke in opposition of the proposed intersection on Palos Verdes Drive
South to accommodate the Costa De Las Islas housing development and urged the
Council to cooperatively work with the developer to move towards a better and safer
solution than the one being proposed.
Jeff Calvagna, expressed concern with low flying aircrafts over the peninsula rather than
the ocean.
Jessica Leeds, thanked the Council for their service; stated she was opposed to the
Ladera Linda Park Master Plan design being proposed; and spoke in opposition of the
proposed intersection on Palos Verdes Drive South to accommodate the Costa De Las
Islas housing development.
CITY MANAGER REPORT:
City Manager Willmore announced the following: final call for RPV residents who would
like to purchase Ring security camera devices at specially-negotiated prices through the
City's incentive program; Ring Meet and Greet event on Sunday, March 25, 2018, from
12 p.m. - 4 p.m. at Hesse Park. Please RSVP to Jacqueline Ruiz, Administrative
Analyst, at (310) 544-5305 or jruizrpvca.gov; recruitment to fill a special vacancy on
the City's Infrastructure Management Advisory Committee. This is a volunteer, non-
paying position with an unexpired term of office ending in October 2018. Interested

A. Motion to Waive Full Reading
Adopted a motion to waive reading in full of all ordinances presented at this meeting

B. Approval of Minutes
Approved the Minutes of the February 6, 2018, Regular Meeting and February 15, 2018,
Special City Council Meeting.
C. Register of Demands
Adopted Resolution No. 2018-13, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES, ALLOWING CERTAIN CLAIMS AND DEMANDS
AND SPECIFYING FUNDS FROM WHICH THE SAME ARE TO BE PAID.
D. Consideration and possible action to adopt a resolution to renew the General
Services Agreement (GSA) with the County of Los Angeles.
Adopted Resolution No. 2018-14, A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES AUTHORIZING THE MAYOR AND CITY CLERK
TO EXECUTE THE GENERAL SERVICES AGREEMENT WITH THE COUNTY OF
LOS ANGELES COVERING THE PERIOD OF JULY 1, 2018, TO JUNE 30, 2023.

PUBLIC HEARINGS
1. Consideration and possible action to adopt fees and a deposit for Earth
Hauling Permit applications and Permit inspections
Deputy City Clerk Takaoka reported that notice of the public hearing was duly
published, there were no written protests received, and there were no requests to
speak.
Elias Sassoon, Director of Public Works, presented a brief staff report.
Mayor Brooks declared the public hearing open; with no requests to speak, Mayor
Brooks declared the public hearing closed.
Discussion ensued among Council Members and Staff.
Mayor Brooks moved, seconded by Mayor Pro Tem Duhovic, to adopt Resolution No.
2018-15, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
PALOS VERDES AMENDING RESOLUTION NO. 2010-77 TO AMEND THE MASTER
SCHEDULE OF FEES AND CHARGES FOR CITY SERVICES TO ADD AN EARTH
HAULING PERMIT APPLICATION FEE AND AN EARTH HAULING PERMIT
INSPECTION AND TESTING TRUST DEPOSIT.

REGULAR BUSINESS:
2. Consideration and possible action to review and approve the Ladera Linda
Park Master Plan
Deputy City Clerk Takaoka reported that late correspondence was received and
distributed prior to the meeting and there was 12 requests to speak.
Cory Linder, Director of Recreation & Parks, and Matt Waters, Senior Administrative
Analyst, presented a staff report and PowerPoint presentation. Richard Fisher, Richard

Fisher Associates (RFA), and Gregor Markel, Dahlin Group, reviewed revisions that had
been made based on Council and community feedback and presented additional
conceptual viewpoints and design options.
Mayor Brooks called for a brief recess at 8:53 P.M. The meeting reconvened at 9:07
P.M.
Due to the amount of speakers present, Mayor Brooks limited each speaker to two
minutes each.
Bill Schurmer, Mickey Rodich, Charles Anew, Herb Stark, Amanda Wong, Jessica
Vlaco, Gary Randall, and Eric Block spoke in opposition of the item being presented.
Jeff Calvagna, Marcia Booth, Paul Funk, Sean Jaquez, Jim Hevener, Ben Hochedez,
Liz Ryan spoke in favor of the item being presented.
Discussion ensued among Council Members and Staff.
Mayor Brooks moved to extend the meeting to 10:30 P.M. Without objection, Mayor
Brooks so ordered.
Councilman Alegria moved, seconded by Mayor Brooks, to direct Staff to proceed with
developing one Request for Proposals (RFP) with two phases: Phase 1 - Final Concept
Drawings and Phase 2 — Detailed Construction Drawings if the City chooses to move
forward to meet the concept that the City has approved.
Councilman Dyda offered a friendly amendment to direct Staff to proceed with a Traffic
Study prior to soliciting proposals from qualified operators.

Councilman Alegria moved, seconded by Mayor Brooks, to form a selection committee
comprised of Public Works, Community Development, and Recreation and Parks Staff,

Mayor Brooks moved to Item No. 4.
3. Consideration and possible action to update the Public Safety Strategic Plan
This item was postponed to the April 3, 2018, City Council meeting.
4. Consideration and possible action to appoint one member to the Finance
Advisory Committee (FAC).
Deputy City Clerk Takaoka announced that ballots were distributed earlier in the
evening to appoint one member to the FAC and announced the vote of each
Councilmember.
After one round of balloting, Jessica Vlaco was appointed for a term ending December
23, 2020.
5. Consideration and possible action regarding access and parking options for
Park Place at Del Cerro Park.
This item was postponed to the April 3, 2018, City Council meeting.
