PLANNING COMMISSION MINUTES
REGULAR MEETING
MAY 8, 2018
CALL TO ORDER
The meeting was called to order at 7:10 p.m. at the Fred Hesse Community Room, 29301
Hawthorne Boulevard.
PLEDGE OF ALLEGIANCE
Chairman James led the assembly in the Pledge of Allegiance.
ATTENDANCE
Present: Commissioners Leon, Nelson, Perestam, Saadatnejadi, Vice Chairman
Bradley, and Chairman James.
Absent: None
Also present were Community Development Director Mihranian, Public Works Director
Sassoon, Senior Planner Silva, Contract Planner Bashmakian, Deputy City Attorney
Laymon, and RF Consultant Mike Afflerbach via telephone.
APPROVAL OF AGENDA
The agenda was unanimously approved as presented.
COMMUNICATIONS
City Council Items: Director Mihranian reported that the City Council held a special
meeting on April 26th to consider the Planning Commission's recommendations to the
updated General Plan and Land Use Map, and continued the public hearing to a date
uncertain; The City Council held a workshop on April 28th to review the City's Capital
Improvement Program; The City Council received and filed a report on the City's
participation on the LAX Roundtable at its May 1St meeting; and, The City Council will
consider an appeal of the Planning Commission's decision of a Fence/Wall Permit located
at Ocean Front Estates at its May 15t" meeting.
Staff: Director Mihranian announced the recent passing of former Mayor Larry Clark and
requested that the Commission adjourn the meeting in his memory.
Commission: None
COMMENTS FROM THE AUDIENCE (Regarding Non-Agenda Items): Debbie Landis
updated the Commission on the lawsuit between Vista Verde Condominium residents and
Green Hills; Sharon Lovey's noted that she received information regarding $700,000 from
a public records request; and Lori Brown commented on the operational impacts Green
Hills has on the Vista Verde Condominium complex.
CONSENT CALENDAR
1. Approval of the April 24, 2018 P.C. Minutes
Vice Chairman Bradley, seconded by Commissioner Leon, moved to approve the April
24, 2018 minutes. The motion passed, on a vote of 5-0-1, with Commissioner Nelson
abstaining as he was absent from this meeting.
CONTINUED PUBLIC HEARINGS:
Height Variation and Site Plan Review (CASE NO. ZON2017-00245): 5408 Littlebow
Road (OS)
Senior Planner Silva presented the staff report describing the Applicant's request to
demolish an existing 2,396 single-story residence in order to accommodate the
construction of a new 3,786 square foot, two-story residence with related ancillary site
improvements. He indicated that in response to the Commission's direction at the April
10th meeting, the Applicant revised the height and size of the proposed residence. He
concluded that Staff believes that the required findings can be made for the revised
project.
A conversation ensued between the Commission and Staff in regards to the silhouette
certification process, previous additions within the immediate neighborhood, the size of
the project, and the extent of the revisions the Applicant made to the proposed project.
Commissioner Nelson moved,"seconded by Commissioner Saadatnejadi, to adopt P.C.
Resolution No. 2018-15 approving, with conditions, a Height Variation and Site Plan
Review to demolish an existing single-story residence to accommodate the construction
of a new 3,786 square foot, two-story residence with ancillary site improvements, on a
vote of 6-0.

2. Major Wireless Telecommunications Facility Permit ASG NO. 33: Southwest
intersection of Hawthorne Blvd. and Los Verdes Drive (AB).
Contract Planner Bashmakian provided a power point presentation describing how the
Applicant has revised the project pursuant the Council's and the Commission's direction
to relocate the wireless facility from the Monaco residential neighborhood to Hawthorne
Blvd. He stated the revised project consists of replacing an existing 28'-6" tall streetlight
pole with a new 33'-5' tall streetlight pole with antennas encased in a 2' tall and 14.6" in
diameter canister mounted to the top of the streetlight pole. The streetlight pole with the
canister will measure 36' in height and the related mechanical equipment will be vaulted.
He added that the Commission's role is advisory and will be asked to forward a
recommendation to the City Council.
Conversation ensued between Commission and Staff regarding the height of the mock
up, the coverage area, and the signal strength in the new location.
Chairman James opened the public hearing.
Stephen Garcia representing Crown Castle presented a brief history of the proposed
wireless facility, described the coverage area, and explained why the primary location
was selected in comparison to the alternative locations.
Discussion ensued between the Commission and the Mr. Garcia regarding the efforts
made by Crown Castle to address the City's concerns with the original location, and for
working with Staff in identifying a viable solution.
Director Mihranian reminded the Commission that the project was original denied by the
Planning Commission and appealed to the City Council, who referred the project back to
the Commission for its recommendation.
Chairman James closed the public hearing.
Commissioner Nelson moved, seconded by Commissioner Bradley, to adopt P.C.
Resolution No. 2018-16, recommending to the City Council the approval, with conditions,
Major Wireless Telecommunications Facility Permit ASG No. 33 to allow the installation
of an antenna encased in a canister measuring 2' tall and 14.6" in diameter mounted to
the top of a replacement streetlight pole not to exceed 36' in total height with related
vaulted mechanical equipment at the southwest intersection of Hawthorne Boulevard and
Los Verdes Drive, on a vote of 6-0.

Commissioner Nelson, seconded by Commissioner Saadatnejadi, moved to cancel the
May 22nd meeting, on a vote of 6-0.

Unanimously approved as presented.
