SB 1 Program Summary (page B-1) BACKGROUND AND DISCUSSION: Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017, was signed into law in April 2017. Prior to the passage of SB 1, basic maintenance of the local street and road system, repair and replacement of bridges, safety improvements and multi- modal enhancements were all at risk. SB 1 provides a new, steady stream of funding for transportation projects throughout California. SB 1 will generate over $5 billion annually for transportation improvements in California. Cities and counties are estimated to receive $1.5 billion at full implementation of SB 1. This will enable cities and counties throughout the state to address significant maintenance, rehabilitation and safety needs on their local street and road systems. SB 1 includes historic accountability and transparency measures, requiring cities and counties to adopt project lists at the start of every fiscal year and provide year end reporting on projects. 1 In order to be eligible for our FY18-19 RMRA apportionment, estimated to be $778,761 plus $49,247, the City needs to comply with the guidelines established by the California Transportation Commission (CTC). An eligible project needed to be identified, included in the City’s budget, and submitted to the CTC by May 1, 2018, if RMRA funds are to be expended on it. The City was informed that the CTC submittal deadline for an eligible project could be pushed back a month or two. The City did not spend the FY 17-18 SB 1 apportionment of $243,186. This can be included for this project, making the total of both Fiscal Years equivalent to $1,071,194. Staff has identified the Hawthorne Boulevard Median Beautification as an SB 1-eligible project. The project will remove the colored asphalt median on Hawthorne Boulevard from Crest Road to Crestmont Lane and replace it with drought-tolerant landscaping, along with curb and gutter repairs. The project has an estimated useful life of 20 years, and is expected to start construction in 2019. The total project cost is estimated at $1.3 million. Should the City Council decide to utilize the SB 1 funds for this project, a draft resolution (Attachment A) is provided to amend the FY18-19 budget to show that the Hawthorne Boulevard Median Beautification Project will be partially funded by these funds. ALTERNATIVES: In addition to the Staff recommendation, the following alternative actions are available for the City Council’s consideration: 1. Elect not to utilize FY18-19 RMRA funds for this project. 2. Provide Staff with further direction 2 RESOLUTION NO. 2018-____ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES AMENDING THE FISCAL YEAR 2018-2019 BUDGET TO INCORPORATE HAWTHORNE BOULEVARD MEDIAN BEAUTIFICATION PROJECT TO BE PARTIALLY FUNDED BY SB 1, THE ROAD REPAIR AND ACCOUNTABILITY ACT OF 2017 WHEREAS, Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017 in order to address the significant multi-modal transportation funding shortfalls statewide; and WHEREAS, SB 1 includes accountability and transparency provisions that will ensure the residents of Rancho Palos Verdes are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year; and WHEREAS, the City of Rancho Palos Verdes must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the City’s budget, including a description and the location of each proposed project, a proposed schedule for the project’s completion, and the estimated useful life of the improvement; and WHEREAS, the 2016 California Statewide Local Streets and Roads Needs Assessment found that the City of Rancho Palos Verdes streets and roads are in a “good” condition and this revenue will help us increase the overall quality of our road system and over the next decade will bring our streets and roads into an “excellent” condition; and WHEREAS, the City of Rancho Palos Verdes received $292,433 for FY 17-18 and, will receive an estimated $778,761 in RMRA funding in Fiscal Year 18-19; and WHEREAS, this is the second year in which the City of Rancho Palos Verdes is receiving SB 1 funding and will enable the City of Rancho Palos Verdes to continue essential road maintenance and rehabilitation projects, safety improvements, repairing and replacing aging bridges, and increasing access and mobility options for the traveling public that would not have otherwise been possible without SB 1; and WHEREAS, the City of Rancho Palos Verdes has undergone a robust public process to ensure public input into our community’s transportation priorities/the project list; and A-1 WHEREAS, the City of Rancho Palos Verdes used a Pavement Management System to identify qualifiable projects to ensure revenues are being used on the most high-priority and cost-effective projects that also meet the community’s priorities for transportation investment; the current Pavement Condition Index (PCI) for the City is 84.6; and WHEREAS, the funding from SB 1 will help the City of Rancho Palos Verdes maintain and rehabilitate Hawthorne Boulevard, a multi-use collector road with significant volumes of vehicle, pedestrian and cycling traffic, throughout the City this year and hundreds of similar projects into the future; and, WHEREAS, maintaining and preserving the local street and road system in good condition will reduce drive times and traffic congestion, improve bicycle safety, and make the pedestrian experience safer and more appealing, which leads to reduced vehicle emissions helping the State achieve its air quality and greenhouse gas emissions reductions goals; and, WHEREAS, the SB 1 project list and overall investment in the City’s local streets and roads infrastructure with a focus on basic maintenance and safety, investing in complete streets infrastructure and, using cutting-edge technology, materials, and practices, will have significant positive co-benefits statewide. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND, DETERMINE AND RESOLVE AS FOLLOWS: Section 1: The foregoing recitals are true and correct, and are incorporated by reference as though fully set forth herein. SB 1 is a job creator. The White House Council of Economic Advisors found that every $1 billion invested in transportation infrastructure supports 13,000 jobs a year. SB 1 gets to work putting people to work to rebuild California. »SB1 invests $5.4 billion annually over the next decade to fix California’s transportation system. It will address a backlog of repairs and upgrades, while ensuring a cleaner and more sustainable travel network for the future. »SB1 funds will be protected under a constitutional amendment (ACA 5), which safeguards new dollars for transportation use only. ACA 5 will be on the ballot for voter approval in November 2018. Rebuilding California SENATE BILL 1 Repairs to Local Streets and Roads: $1.5 billion Maintenance and Rehabilitation of the State Highway System: $1.8 billion Maintaining and Repairing the State’s Bridges and Culverts: $400 million New Funding to Transit Agencies to help them increase access and service and build capital projects: over $750 million Trade Corridor Enhancement Program: $300 million Money from this new program will fund freight projects along important trade corridor routes. Solutions for Congested Corridors Program: $250 million Money from this new program will go to projects from regional agencies and the state that will improve traffic flow and mobility along the state’s most congest- ed routes while also seeking to improve air quality and health. WHERE IS THE MONEY GOING? California’s state-maintained transportation infrastructure will receive roughly half of SB 1 revenue: $26 billion. The other half will go to local roads, transit agencies and an expansion of the state’s growing network of pedestrian and cycle routes. Each year, this new funding will be used to tackle deferred maintenance needs both on the state highway system and the local road system, including: 12/17 www.rebuildingca.ca.gov • #RebuildingCA B-1 Matching Funds for Local Agencies: $200 million This money will go to local entities who are already making their own extra invest- ment in transportation. These matching funds will support the efforts of cities and counties with voter-approved transporta- tion tax measures. CALTRANS HAS COMMITTED TO REPAIR OR REPLACE BY 2027: Bike and Pedestrian Projects: $100 million This will go to cities, counties and regional transportation agencies to build or convert more bike paths, crosswalks and sidewalks. It is a significant increase in funding for these projects through the Active Transportation Program (ATP). Freeway Service Patrol: $25 million Assists stranded motorists on the most congested freeways to keep drivers moving during peak hours. Local Planning Grants: $25 million Addresses community needs by provid- ing support for planning that may have previously lacked funding. Good planning will increase the value of transportation investments. 17,000 miles of pavement, almost a third of the roadway owned and maintained by the state 55,000 culverts and drains 7,700 signals, signs and sensors 500 bridges Transportation-Related Research at State Universities: $7 million Research will help identify cost-effective materials and methods to improve the benefits of transportation investments. Workforce Training Programs: $5 million Every $1 billion spent on infrastructure projects creates more than 13,000 jobs, according to federal government esti- mates.
