CC SR 20180619 H - Miraleste Drive Arterial Rehabilitation NOCRANCHO PALOS VERDES CITY COUNCIL MEETING DATE: 06/19/2018 AGENDA REPORT AGENDA HEADING: Consent Calendar AGENDA DESCRIPTION: Consideration and possible action to approve the Notice of Completion for the Miraleste Drive Arterial Rehabilitation Project RECOMMENDED COUNCIL ACTION: (1) Accept the project as complete; (2) Authorize the City Clerk to file a Notice of Completion for the project with the Los Angeles County Recorder; and if no claims are filed within 35 days after recordation, send a notice to the surety company to exonerate the Payment and Performance Bond; and, (3) Authorize the Director of Public Works to release the 5% construction retention payment to Excel Paving Company, 35 days after recordation of the Notice of Completion by the Los Angeles County Recorder, contingent upon no claims being filed on the project, and the contractor posting an acceptable warranty bond with the City. FISCAL IMPACT: The final cost of Construction and Construction Management was $1,823,069.93. The original budgeted amount was $2,434,500. Notice of Completion (page A-1) BACKGROUND AND DISCUSSION: The Miraleste Drive Arterial Rehabilitation Project was awarded in June 6, 2017, to Excel Paving Company. The scope of work included roadway rehabilitation consisting of removal of failing asphalt concrete and base material and replacing it with full-depth asphalt concrete (AC), asphalt concrete grinding, asphalt rubberized hot mix overlay, microsurfacing, installation of ADA-compliant curb access ramps, visibility improvements, removal and replacement of damaged asphalt concrete sidewalk, tree 1 root pruning, replacement of damaged traffic signs, and replacement of existing striping and pavement markers. During the course of the project, quicker-setting cement was used for the bus pads and cross gutters to help alleviate construction impacts upon school traffic on Miraleste Drive. Additional AC walkways were also added to provide a clean, clear pathway for pedestrians at the south end of the project. The contractor’s work is now finished and has been successfully reviewed for conformance to the project plans and specifications.
