ADJOURNED REGULAR MEETING
APRIL 26, 2018
CALL TO ORDER:
An Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to
order by Mayor Brooks at 6:12 P.M. at Fred Hesse Community Park, McTaggart Hall,
29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file.
City Council roll call was answered as follows:
PRESENT: Alegria, Cruikshank, Dyda, Duhovic, and Mayor Brooks
ABSENT: None
Also present were Doug Willmore, City Manager; Gabriella Yap, Deputy City Manager;
Elena Gerli, Assistant City Attorney; Ara Mihranian, Director of Community
Development; Elias Sassoon, Director of Public Works; Cory Linder, Director of
Recreation and Parks; So Kim, Deputy Director of Community Development; Trang
Nguyen, Deputy Director of Finance; Teresa Takaoka, Deputy City Clerk; and Emily
Colborn, City Clerk.
PLEDGE OF ALLEGIANCE:
The Pledge of Allegiance was led by Joan Ortolano.
APPROVAL OF THE AGENDA:
Councilman Cruikshank moved, seconded by Councilman Alegria, to approve the
agenda as presented.
The motion passed on the following roll call vote:
AYES: Alegria, Cruikshank, Dyda, Duhovic, and Mayor Brooks
NOES: None
ABSENT: None
PUBLIC COMMENTS:
Deputy City Clerk Takaoka reported that there were no requests to speak.

PUBLIC HEARINGS:
1. Consideration and possible action to adopt the updated General Plan and
General Plan Land Use Map.
Deputy City Clerk Takaoka reported that notice of the public hearing was duly
published, late correspondence was received and distributed prior to the meeting, and
there were four requests to speak.
So Kim, Deputy Director of Community Development presented a staff report and
PowerPoint presentation.
Mayor Brooks declared the public hearing open; the following people spoke:
Joan Ortolano, expressed concern with a land use change being proposed that would
affect her son’s property.
Ara Mihranian, clarified the land use is being changed from Residential Use to Natural
Environmental/Hazard pursuant to a 1998 Settlement Agreement. Mr. Mihranian
proceeded to explain that the document was never recorded or changed in the Deed.
The land use change is being made as part of the General Plan update as a formality.
David Sundstom, spoke in favor of the item.
Eva Cicoria, raised several questions regarding the definition of “Active” and “Passive”
Recreation and urged the Council to compare the language being eliminated from the
current definition.
Minas Yerelian, spoke in opposition to the item.
With no other requests to speak, Mayor Brooks declared the public hearing closed.
Discussion ensued among Council Members and Staff.
Mayor Brooks moved, seconded by Mayor Pro Tem Duhovic, to continue the public
hearing to a future date to allow staff to incorporate comments and concerns received
from the public and Council.
The motion passed on the following roll call vote:

ADJOURNMENT:
At 7:58 P.M., Mayor Brooks adjourned to 10:00 A.M. on Saturday, April 28, 2018, for an
Adjourned Regular meeting to review the FY18-19 Capital Improvement Projects (CIP).
