CC MINS 20180329 ADJ MINUTES RANCHO PALOS VERDES CITY COUNCIL ADJOURNED REGULAR MEETING MARCH 29, 2018 CALL TO ORDER: An Adjourned Regular meeting of the Rancho Palos Verdes City Council was called to order by Mayor Brooks at 6:13 P.M. at Fred Hesse Community Park, McTaggart Hall, 29301 Hawthorne Boulevard, notice having been given with affidavit thereto on file. City Council roll call was answered as follows: PRESENT: Alegria, Cruikshank, Dyda, Duhovic, and Mayor Brooks ABSENT: None Also present were Doug Willmore, City Manager; Gabriella Yap, Deputy City Manager; Elena Gerli, Assistant City Attorney; Deborah Cullen, Director of Finance; Ara Mihranian, Director of Community Development; Elias Sassoon, Director of Public Works; Cory Linder, Director of Recreation and Parks; Katie Lozano, Open Space Manager/Administrative Analyst II; Teresa Takaoka, Deputy City Clerk; and Emily Colborn, City Clerk. Also present was Marybeth Woulfe, U.S. Fish and Wildlife Service; Eric Porter, U.S. Fish and Wildlife Service; Andrea Vona, PVPLC; and Adrienne Mohan, PVPLC PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Councilman Alegria. APPROVAL OF THE AGENDA: Mayor Brooks moved, seconded by Councilman Dyda, to approve the agenda as presented. The motion passed on the following roll call vote: AYES: Alegria, Cruikshank, Dyda, Duhovic, and Mayor Brooks NOES: None ABSENT: None PUBLIC COMMENTS ON NON-AGENDA ITEMS: Deputy City Clerk Takaoka reported that there were no requests to speak. REGULAR BUSINESS: 1. Consideration and possible action to approve the Final Draft 2018 Natural Communities Conservation Plan/Habitat Conservation Plan in order to initiate the public comment period and permit decisions by the Wildlife Agencies. Deputy City Clerk Takaoka reported that late correspondence was received and distributed prior to the meeting and that there was eight requests to speak. Ara Mihranian, Director of Community Development, presented a staff report and PowerPoint presentation. Allan Franz, Noel Park, Larry Haddad, Carolynn Petru, Jim Knight, all spoke in support of the item. Mayor Brooks called for a brief recess at 8:05 P.M. The meeting reconvened at 8:16 P.M. Craig Hoffman and Andrew Fogg spoke in opposition to the item. Barbara Sattler and Al Sattler neither spoke in support of or in opposition to the item. They urged the Council to take all matters into consideration when making a decision while paying special attention to the preservation of the land and habitat. Discussion ensued among Council Members and Staff. Mayor Pro Tem Duhovic moved, seconded by Councilman Alegria, to (1) Adopt Resolution No. 2018-16, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ADOPTING ADDENDUM NO. 1 TO THE CERTIFIED FINAL ENVIRONMENTAL IMPACT REPORT FOR THE NATURAL COMMUNITY CONSERVATION PLAN/HABITAT CONSERVATION PLAN AND MAKING FINDINGS IN SUPPORT THEREOF AS REQUIRED BY THE CALIFORNIA ENVIRONMENTAL QUALITY ACT, IN CONNECTION WITH THE APPROVAL OF THE CITY'S NATURAL COMMUNITY CONSERVATION PLAN/HABITAT CONSERVATION PLAN; (2) Approve the Final Draft 2018 Natural Communities Conservation Plan/Habitat Conservation Plan which includes the Implementing Agreement and Conservation Easements; and, (3) Direct Staff to submit these documents along with the permit application to the Wildlife Agencies to initiate the process for the 60-day public comment period and for Wildlife Agencies' permit decisions.
