In order to continue its participation in the upcoming program year beginning July 1,2011 through June 30,2012,the City of RPV must prepare and submit a summary of proposed CDBG projects,including descriptions and budgets,to the Los Angeles County Community Development Commission by January 31,2011 for review and approval. COBG Administration and Planning funds are used for overall program management, coordination,monitoring,reporting and evaluation to meet Community Development Commission (CDC)guidelines established through HUD.Funding for administration costs is limited to 10%of the annual allocation.The City's CDBG consultant administers the program and serves as a liaison between staff and CDC representatives. The projects described above were developed after reviewing the attached list of CDBG Eligible Activities to determine what type of projects would best serve the community of Rancho Palos Verdes,and at the same time,meet the HUD requirements of serving low- and moderate-income residents.Projects to build public facilities do not qualify for CDBG funding because the City of RPV does not have any qualifying neighborhoods of low-and moderate-income census tracts.Rather than focusing on projects that would benefit neighborhood areas,the HIP was developed to target residents that qualify under the low- and moderate-income requirements.This project not only meets CDBG goals,but provides benefit to qualified limited income citizens throughout the City. Other projects eligible for CDBG funding are ADA accessibility options to remove physical barriers for people with disabilities.Installation of ADA compliant curb ramps and sidewalk access has been paid for by General Funds in the past.These costs may be funded by CDBG instead since General Funds are now used to implement the REACH Program. PROGRAM PURPOSE In order to participate you must reside in,and be the owner of the single family detached dwelling,and the property must be located in the City of Rancho Palos Verdes. The Rancho Palos Verdes City Council has budgeted Federal Community Development Block Grant (CDBG)funds to provide grants and zero percent (0%) deferred loans to homeowners of single- family detached dwellings. The funds must be used to correct hazardous structural conditions;to make improvements considered necessary to eliminate blight;to improve handicapped access;and to correct building and health code violations.
