RECOMMENDATION
1)Receive an introduction to the Draft City of Rancho Palos Verdes 2010 SEMS/NIMS
Multi-hazard Functional Emergency Operations Plan (EOP);and,2)Continue the item
to November 30,2010 for final approval.
BACKGROUND
In 1997,in accordance with FEMA requirements,the City adopted its Standardized
Emergency Management System (SEMS)Multi-hazard Functional Plan,which is an
extension of the California Emergency Plan.This plan established the City's planned
response to extraordinary emergency situations.
On June 7,2005,City Council approved the professional services agreement with
Carolyn J.Harshman,Emergency Planning Consultants,to update the City's SEMS-
based Multi-hazard Functional Emergency Operations Plan (EOP)to reflect the
changing times and needs of our community.Since that action,the plan has been
updated by Ms.Harshman to be consistent with the National Incident Management
System (NIMS)and reviewed by the City of Rancho Palos Verdes Emergency
Response Planning Team (RPVERPT),which included various City staff members and
other agency representatives,such as the Los Angeles County Fire and Sheriff's
Departments.In addition,the draft plan was presented to the Emergency
Preparedness Committee on August 20,2009 and reviewed by the City's senior
management team over the last year.Although the progress of updating the plan was
slowed due to staff turnover,the Draft EOP is now ready for presentation to the City
Council.

DISCUSSION
The Draft EOP addresses the planned response by the City Rancho Palos Verdes to
extraordinary emergency situations associated with natural disasters,technological
incidents,and national security emergencies.The plan does not address normal day-
to-day emergencies or the well-established and routine procedures used in coping with
such emergencies.Instead,the operational concepts reflected in the EOP focus on
potential large-scale disasters,which can generate unique situations requiring unusual
emergency responses.
This plan is a preparedness document intended to be read,understood,and exercised
before an emergency.It is designed to include the City of Rancho Palos Verdes as part
of the California Standardized Emergency Management System (SEMS)and the
National Incident Management System (NIMS).
The City of Rancho Palos Verdes created the Draft EOP founded in the Incident
Command System (ICS)principles and concepts within the Standardized Emergency
Management System (SEMS).The SEMS and the National Incident Management
System (NIMS)are compatible approaches and the City recognizes these policies and
utilizes the SEMS/NIMS as a basis for the ICS structure.The SEMS/NIMS create a
standard incident management system that is scalable and modular,and can be used
in incidents of any size and/or complexity.These functional areas include
Management,Operations,Planning/Intelligence,Logistics and Finance/Administration.
The SEMS/NIMS incorporate such principles as Unified Command (UC)and Area
Command (AC),ensuring further coordination for incidents involving multiple
jurisdictions or agencies at any level of government.

In addition to the staff responsibilities,which are listed in the Emergency Operations
Center Section (Part Two),the City Council member's roles and responsibilities are
included in the Basic Plan (Part One).This section includes a checklist of actions
Council members would be expected to undertake during an emergency situation.
Further,sample resolutions that the Council may be called on to adopt during an
emergency are contained in Other Supporting Documents (Part Four),along with
copies of existing enabling legislation.
It should be noted that some of the sample documents and forms contained in the Draft
EOP are still under review,but will be distributed prior to the anticipated November 30 th
adoption of the Plan.
CONCLUSION
Due to the bulk of the document,the purpose of this evening's agenda item to provide
the City Council with an introduction to the Draft Emergency Operations Plan and to
answer any of the Council's preliminary questions.Staff is recommending that the
Council continue the item to the next meeting for further review,prior to adopting the
Plan.Upon City Council approval,the EOP will be filed with the State of California
Emergency Management Agency (Cal EMA)for final review and approval.
FISCAL IMPACT
Funding for the update of the City's Multi-hazard Functional Emergency Operations
Plan was previously included in the FY05-06 budget and has been handled as a
continuing appropriation since that time.Therefore,adoption of the plan will have no
additional direct fiscal impact on the City.However,the City will be required to incur
future costs to train the staff on the updated plan.These costs will be incorporated into
the City's budget for Emergency Preparedness within the Public Safety Program.
