RECOMMENDATION
Adopt Resolution No.2010-_,thereby approving the filing of a grant application through
the Southern California Association of Governments (SCAG)"Compass Blueprint
Demonstration Projects"program for the development of a comprehensive corridor and
streetscape strategy for the Western Avenue corridor.
BACKGROUND
In 2000,the Southern California Association of Governments (SCAG)initiated the
Compass Blueprint Growth Vision as a response to the land use and transportation
challenges facing Southern California.The Growth Vision is driven by the principles of
mobility,livability,prosperity and sustainability.To realize these principles,the Growth
Vision encourages focusing growth in existing and emerging centers and along major
transportation corridors;creating significant areas of mixed-use development and walkable
communities;targeting growth around existing and planned transit stations; and,preserving
existing open space and stable residential areas.
To facilitate implementation of the Growth Vision project,SCAG offers planning services to
cities through its "Compass Blueprint Demonstration Projects" program.This program
provides opportunities for local planning efforts to become regional showcases for great
planning.Such projects enable cities and counties to better evaluate planning options and
stimulate sustainable development opportunities.

Demonstration Projects might include:greenhouse gas reduction strategies,partial
General Plan updates;feasibility studies;visioning workshops;development code and
zoning change analysis;transit oriented developments;infill,redevelopment or brownfields;
creation or addition to a downtown district;housing projects including multi-family and
affordable;mixed use development;and pedestrian infrastructure.
Compass Blueprint is offering the opportunity for a planning effort to be a showcase
Demonstration Project,one that exemplifies the benefits envisioned by the Compass
Blueprint program and the community.Awards will be in the form of a customized program
of consultant services,SCAG staff time,financial resources and technical assistance.
DISCUSSION
With the emergence of this grant,and consistent with the Compass Blueprint as a long-
term strategy document/vision by SCAG to guide transportation and land use planning,
Staff believes that this provides an opportunity to evaluate the Western Avenue corridor
within the City of Rancho Palos Verdes.The overall purpose of this grant program is to
provide funding for consultants to assist with planning creative and forward-thinking
projects that exemplify the benefits envisioned by the Compass Blueprint program.As
such,Staff believes that this could result in the development of a comprehensive corridor
and streetscape strategy for Western Avenue to promote long term sustainability by
considering land use,alternative modes of transportation with emphasis on pedestrian
improvements and bicycle accessibility,promoting linkages to and use of alternative forms
of transportation and increasing urban greening.In addition to the City of Rancho Palos
Verdes,other agencies involved along the Western Avenue corridor include MTA/LA
County,PV Transit,MAX,the City of Los Angeles,and the California Department of
Transportation (Caltrans).Staff believes that the City could benefit from consultant
services to develop a collaborative effort among the many agencies to create a pedestrian
design concept for the Western Avenue corridor.
FISCAL IMPACT
For development of the grant application,a combination of resources has been used,
which includes "in-house"Staff and the City's grant consultant.As mentioned above,the
grant will award the City with consultant services,which Staff will utilize to develop a design
for the Western Avenue corridor.
ALTERNATIVE
In addition to Staff's recommendation,the following alternative is available for the City
Council's consideration:
1.Receive and file this report,and direct Staff to take no action at this time.

A RESOLUTION OF SUPPORT BY THE CITY COUNCIL OF THE CITY
OF RANCHO PALOS VERDES AND ITS COOPERATION WITH THE
SOUTHERN CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG)
AS A 2%STRATEGY DEMONSTRATION COMMUNITY,AND
APPROVING THE FILING OF AN APPLICATION THROUGH SCAG'S
"COMPASS BLUEPRINT DEMONSTRATION PROJECTS"PROGRAM.
WHEREAS the City of Rancho Palos Verdes is a member of the Southern
California Association of Governments;and,
WHEREAS the Southern California Association of Governments is providing
planning assistance to member agencies for "Compass Blueprint Demonstration
Projects"program that will serve as regional showcase projects;and,
WHEREAS,said procedures established by the Southern California Association
of Governments require a resolution certifying the approval of application(s)by the
Applicant's governing board before submission of said application(s)to the State;and,
WHEREAS the City of Rancho Palos Verdes is applying for Compass Blueprint
planning services to develop a Western Avenue Corridor Strategy to align with the goals
of the Compass Blueprint program by providing for:
•integration of land use and transportation planning and efficiency of
infrastructure use;
•emphasis on pedestrian infrastructure and other modes of transportation
including bicycling,bus,carpooling,etc.;
•inclusion of urban greening practices and eco-friendly streetscapes,to ensure
sustainability;
•cooperation with other local governments and transportation commissions,
including LA Metro,the City of Los Angeles,Caltrans,and the South Bay
Cities Council of Governments;
•coordination with project stakeholders through an existing or planned advisory
group;
•development planned within or adjacent to existing developed or underutilized
areas,with conservation of open space and agricultural lands,and
WHEREAS the Western Avenue Corridor Strategy will align with the goals of the
Compass Blueprint program and should reduce regional vehicle miles traveled and
result in reductions in greenhouse gas emissions while providing the "co-benefits"of
community livability,mobility,prosperity and sustainability.
WHEREAS,the City of Rancho Palos Verdes,if selected,will enter into an
agreement with the Southern California Association of Government (SCAG)to carry out
the development of the proposal.

NOW,THEREFORE,BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES:
SECTION 1:Approves the filing of an application through the Southern California
Association of Governments'"Compass Blueprint Demonstration Projects"program for
the development of a comprehensive corridor and streetscape strategy for the Western
Avenue corridor
SECTION 2:Certifies the support of a Western Avenue Corridor Strategy to align
with the goals of the Compass Blueprint program.
SECTION 3:Supports cooperation between the City of Rancho Palos Verdes
and the Southern California Association of Government as a 2%Strategy
Demonstration Community.
SECTION 4:Appoints the City Manager,or designee,as agent to conduct all
negotiations,execute and submit all documents including,but not limited to
applications,agreements,payment requests and so on,which may be necessary for the
completion of the aforementioned project(s).

Examples of Funded Projects City of Los Angeles (City Planning Dept.):The project is providing
detailed analysis of development opportunities at and around the
planned station area at La Cienega and Jefferson Boulevards on
the under-construction Expo Line.Products will include physical
designs and visualizations and a market study and will flow from
extensive community and stakeholder involvement.
North Orange County Cities -La Habra:The north Orange County
cities of Brea,Fullerton,La Habra and Placentia will be using a
variety of Compass Blueprint planning services to assist in
selecting a preferred alignment for transit routes that will most
integrate land use and transportation issues and effectively
compete for funding under the federal Small Starts criteria.
City of Ontario:Compass Blueprint services are being used to
update the New Model Colony plan,in conjunction with the City's
General Plan update.Land use scenarios and circulation plans will
be created,along with development prototypes that respond to
projected population and job growth,as well as market realities
and expectations for development.The project includes
conceptual plans,visualizations,tipping point analysis,circulation
and traffic analysis,parking strategies and stakeholder forums.
