RECOMMENDATION
Approve the continued use of COPS (Citizen Option for Police Services)grant in FY10-
11 to partially fund the CORE Police Team.
BACKGROUND
This agenda item fulfills the requirement that a public hearing be held prior to obligating
funds the City receives from the State of California through the COPS (Citizen Option
for Police Services)grant program (AS 3229,Srulte)for supplementing police services
in the City for FY10-11.
The CORE (Community Resource)Police Team consists of two Los Angeles County
Sheriff Deputies.The CORE Team is predicated on the Sheriff Department's
Community Oriented Policing concept,which is to identify and address community
concerns in a pro-active manner before those concerns evolve into criminal activity.
CORE focuses on issues affecting the juvenile population and those that negatively
impact the quality of life in the community.The CORE deputies are in addition to the
regular patrol and traffic enforcement personnel provided through the City's contract
with the Los Angeles County Sheriff's Department.
DISCUSSION
Restriction on the Use of Grant Funds
Use of the COPS funds is limited to the following activities:
•Hire,train and employ additional law enforcement support;
•Enhance security measures around schools and other areas with special crime
risk;

•Establish and support of drug courts;
•Enhance adjudication measures for violent crime offenses;
•Establish multi-agency crime prevention task forces;
•Establish crime prevention programs;and,
•Defray the cost of indemnification insurance for law enforcement officers.
Activities of the CORE Police Team
The CORE Team's responsibilities fall into three general categories:Juvenile
Intervention and Education;Community Outreach;and,Directed Patrol.The following
is a sampling of activities for the three categories along with the estimated amount of
time devoted to each category:

FISCAL IMPACT
The program is funded through a combination of $100,000 in state grant provided to the
City under COPS program (AB 3229),the City's General fund and continued cost
sharing with the other two cities in the Region (Rolling Hills and Rolling Hills Estates)
based on a 60/30/10 cost sharing formula.The City's share of the cost of the program
in FY10-11 is estimated to be $181,143,including the required 4%liability insurance.
The net amount of City General fund money required to supplement the grant program
in FY 09-10 will be $81,143.The funds for the program are included in the adopted
City Budget for FY10-11.
CONCLUSION
The CORE Police Team was first established in 1996 and has allowed the City to
supplement police services to address juvenile crime and quality of life issues in the
community.This program has proven to very successful and has a positive impact on
the regional law enforcement area.A public hearing must be held during the month of
September to satisfy the requirements of receiving the state grant.This evening's
public hearing is in compliance with this requirement.

As required by AB 3229 Legislation,cities that choose to participate in this program must use
the funds exclusively for front line municipal police services in accordance with written
requests submitted by the agency providing police services.The cities must hold a pUblic
hearing in September to consider each submitted request.
Should your city choose to continue participation in this program,I am submitting this written
request for funding of front line police services.I recommend funding the following services:
A Community Resource Deputy to handle:
Transient issues
Prostitution activities
Gang activities
Criminal abatement issues
Surveillance of criminal activity
Narcotic problems
Graffiti
Other law enforcement issues as directed
by the Station Captain and the Rancho
Palos Verdes City Council
