RECOMMENDATION
Approve the recommendation from the Regional Law Enforcement Committee to
contribute $18,000 to the purchase of a mobile emergency operations command center
for the Lomita Sheriff's Station.
BACKGROUND
For more effective emergency/disaster response,the Lomita Station of the Sheriff's
Department desires to obtain a mobile emergency operations command center - a
trailer with communication equipment,police supplies,technological equipment and
other materials that can be towed to a strategic location and used as their base of
operations in a disaster.The Lomita Station has a truck to tow the trailer.
The City of Lomita has committed $30,000 toward the purchase;however,an additional
$30,000 is needed for the purchase.The Cities comprising Palos Verdes Peninsula
Regional Law Enforcement Committee have been asked to consider funding the
$30,000 balance based on the 10/30/60 formula used in the Regional Law contract.
Based on this formula,the shared cost would be as follows:

At the August 12,2010 meeting,the Regional Law Enforcement Committee
unanimously recommended this course of action to each of the respective City
Councils.The Rolling Hills City CounCil approved the appropriation on August 23,
2010.The City of Rolling Hills Estates is scheduled to consider the item in September.

DISCUSSION
Once purchased,the Sheriff's Department will maintain the trailer and all the equipment in
it,including any future replacement of the equipment and trailer.The Cities'contribution is
only for the initial purchase.The trailer,when not used for a disaster,will be available to
the cities for display at special events,as scheduling permits.
FISCAL IMPACT
The City has appropriated the last of its California Law Enforcement Equipment
Program (CLEEP)funds for the purchase of the second ASAP patrol car.However,the
City has adequate funds remaining in the Public Safety -Special Program which can
be applied to this purchase.

FUNDING FOR MOBILE EMERGENCY OPERATIONS COMMAND CENTER
Since opening its doors in 1975,Lomita Station has been policing the communities of
Rancho Palos Verdes,Rolling Hills Estates,Rolling Hills,Lomita and the
unincorporated areas of Westfield,Academy Hills,and La Rambla (San Pedro).
With a service area of over twenty-three square miles and a population of nearly
80,000,Lomita Station's sphere of responsibility is enormous,and our challenges have
never been greater.With the threat of man-made and natural disasters ever-present,
law enforcement,in a collaborative effort with its local communities,must be prepared
and equipped to handle situations of any magnitude.To help ensure we all remain in
an optimal state of readiness,I am requesting funding to purchase an equipped
portable trailer to function as a Mobile Emergency Operations Command Center.
Our proximity to the port of Los Angeles (a prime target for terrorist activity),our
distance from downtown resources,the peninsula's unique geographical terrain,and
the volume of large scale,well attended annual events throughout the peninsula all
qualify as sufficient justification for a Mobile Command Center.Moreover,the Mobile
Command Center will function as a multi-purpose tool to be utilized to coordinate
multiple entities.For example,the County Fire Department has utilized various sights
within the City of Rancho Palos Verdes as heliports for local fires,as well as those on
Catalina Island,and the use of a Mobile Command Center will greatly enhance our
ability to assist in command and coordination efforts from remote locations.The
versatility of a mobile trailer and the flexibility provided by a roving command center,
specifically during times of dynamic emergencies,cannot be overemphasized.

The trailer will be outfitted with all of the appropriate command center technology:
satellite dish and service,mobile digital computer,generator,and police supplies and
minor equipment.We will house the trailer at Lomita Station where it will remain
available for all emergencies within our jurisdiction.The station currently has a Dodge
Ram 2500 truck that would be the tow vehicle.
We anticipate the cost of purchasing,equipping,and maintaining the Mobile Command
Center to be nearly $60,000,of which the City of Lomita has committed to pay $30,000.
I am seeking the additional $30,000 from the peninsula cities,to be apportioned using
the mutually agreed upon 60/30/10 formula.
The purchase of a Mobile Command Center will benefit each of our communities in
significant ways,and I sincerely thank you for considering this request.I look forward to
