RECOMMENDATIONS
1.Approve the Plans and Specifications for the Palos Verdes Drive South
Landslide Road Stability Grading (East End)project.
2.Review and reconfirm by four/fifths (4/5)vote,the Redevelopment Agency's
previous action taken on June 1,2010,authorizing staff to continue with the
actions taken to perform emergency grading to address landslide
movement and preserve the Palos Verdes Drive South roadway.
BACKGROUND
On June 1,2010,the Redevelopment Agency Board found that an emergency
exists,which will not permit a delay arising from a competitive solicitation for bids
to enter into a contract with a grading contractor,to perform emergency grading to
eliminate cracks and fissures on the seaward side of Palos Verdes Drive South
and to rebuild the shoulder adjacent to the Palos Verdes Drive South roadway.
Accordingly,the Redevelopment Agency Board approved a contract with Mike
Drews Construction Company,Inc.to remove approximately 1000 feet of
vegetation located to the south of the Palos Verdes Drive South roadway and to
re-grade a portion of the roadway shoulder and adjacent slope to eliminate cracks
and fissures.
DISCUSSION
Approval of the emergency for this work required a four-fifths (4/5)vote of the
Redevelopment Agency Board under Public Contract Code Section 22050(a)(1).
In addition,Public Contract Code Section 22050(c)(1)requires that when a
governing body takes action under Section 22050(a)(1),it must review this action

and reaffirm it by a four-fifths (4/5)vote at each subsequent regularly scheduled
meeting until the work is completed and accepted.
Accordingly,because at the time of writing this report,placement of the
buttressing soil is underway,staff has placed this item on tonight's agenda.This
item will be placed on each subsequent agenda until all the work is completed and
the Redevelopment Agency accepts the project as complete.
It is a normal procedure,when a construction contract is approved by City Council,
for staff to request approval of the plans and specifications for the project.
Approval was not requested at that time;accordingly,Staff is now requesting
approval of the project plans and specification (Attachment A).
CURRENT STATUS
The shoulder grading work in the landslide is nearly complete along PVDS.The
contractor should complete his dirt moving operations next week and begin
grooming the slopes to minimize erosion potential of the embankments.In
addition and for compliance with the conditions of the NPDES storm water permit
waiver for the project,the City will hydro-seed the disturbed dirt surfaces to further
reduce the erosion potential during winter storms.Hydro-seeding is expected to
take place in the next two weeks and will complete the field work on this project.
Staff is obtaining estimates for the hydro-seeding work and will bring the final cost
of this change to the project along with other changes to the City Council for
approval through a final balancing Change Order when the Notice of Completion
is filed in October.
