RECOMMENDATION
Approve the Palos Verdes Drive East Priority Projects Nos.6 through 9 for inclusion into
the City's Capital Improvement Program -Unfunded Projects List,recognizing Priority
Projects Nos.1 through 5 as being included in the upcoming PVDE Arterial Resurfacing
Project scheduled for FY 11-12.
BACKGROUND
At the January 23,2010 Tactical Planning Workshop,staff presented the results of the Palos
Verdes Drive East Safety Improvements Preliminary Study Report.The results of the study
concluded with nine priority projects that will lead to improving safety for all users along Palos
Verdes Drive East on an incremental basis.
The nine priority projects are segregated into two categories,Priority Projects that will be
implemented in coordination with the Palos Verdes Drive East Arterial Resurfacing Project
scheduled for Fiscal Year 11-12 and Priority Projects to be included in the City's 5-Year CIP-
Unfunded Projects List.
The nine priority projects are summarized in Table 1.

RECOMMENDATION

DISCUSSION
In coordination with sub-committee members of the Traffic Safety Commission and the City's
Traffic Engineering consultant,nine priority projects,as a result of the PVDE Preliminary Study
Report,have been identified that when implemented on an incremental basis,will result in a
safer corridor for all users.
As seen in Table 1,each priority project has been prioritized based an estimated project
budget and implementation timeline.Palos Verdes Drive East is scheduled for resurfacing in
Fiscal Year 11-12.Priority projects No.1-5 can all be implemented partially,if not entirely,at
the time Palos Verdes Drive East is resurfaced.The resurfacing project will include repairs
and upgrades to sidewalks,improve walkway conditions and address all elements of the
circulation network including root pruning,tree trimming and shrubbery removal.
Funding for Priority Projects Nos.6-9 has not yet been determined.Staff recommends
including them in the City's 5-year CIP-Unfunded projects list and implementation will occur as
funding becomes available.The PVDE Preliminary Study Report and the proposed
implementation plan will be used as a tool to secure external funding for all proposed projects.
ALTERNATIVE
As an alternative,the City Council may choose to take no action at this time or to continue this
item to a future Council meeting.No action would result in staff not proceeding with the PVDE
Implementation Plan.
FISCAL IMPACT
Approving staffs recommendation will not result in any adverse impacts to the General Fund.
Priority Project budgets in excess of $100,000 will be included in the CIP schedule.All other
projects can be programmed as appropriate with the current Traffic Management program of
the City's approved budget.
