BACKGROUND In 1997,City Council approved and passed Resolution No.97-88 Establishing speed limits on various streets,one of which was Armaga Spring Road.At that time,the residents of the Stoneridge HOA petitioned the Public Works Department to increase the speed limit from 25 mph to 35 mph,stating a 35-mph speed limit is more reasonable given the characteristics of Armaga Spring Road.Subsequent to an Engineering and Traffic Survey of Armaga Spring Road in 1997,the speed limit of 35mph was established and has now expired. On March 11,2010,Willdan Engineers conducted a new Engineering and Traffic Survey that re-establishes the speed limit to 35 mph.The Traffic Commission,at its March 22, 2010 meeting,voted to support staff's recommendation to maintain the existing speed limit on Armaga Spring Road at 35 mph. DISCUSSION Armaga Spring Road,per the City's General Plan and the Federal Classification System Map,is classified as a local road and typically the prima facie speed limit on a local road is 25 mph. Although Armaga Spring Road is classified as a local road,it functions as a collector road. There are only seven direct residential access points (driveways)and it is a feeder street that serves several residential streets.Armaga Spring Road is 40 feet wide and approximately 1800 feet in length. 8-1 Armaga Spring Road Speed Limit April 6,2010 Page 2 An Engineering and Traffic Survey was conducted on March 11,2010 to establish a new speed limit for Armaga Spring Road.The results of the survey determined that the speed limit should be maintained at 35 mph and now establishes a speed limit that is radar- enforceable. The Engineering and Traffic Survey for Armaga Spring Road is valid for 10 years. CONCLUSION Adopting staff's recommendations will establish a reasonable speed limit along Armaga Spring Road where radar enforcement can continue. FISCAL IMPACT Adopting staffs recommendation will not result in a fiscal impact.By adopting Resolution 2010-XXX,a 35 mph speed limit along Armaga Spring Road between Indian Valley Road and the easterly City limits will be enforceable. No additional funds are required for the installation of new speed limit signs. Attachments: Resolution No.2010-Establishing A Speed Limit on Armaga Spring Road March 11,2010 Engineering and Traffic Survey for Armaga Spring Road 8-2 RESOLUTION NO.2010-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING THE SPEED LIMIT ON ARMAGA SPRING ROAD BETWEEN INDIAN VALLEY ROAD AND THE EASTERLY CITY LIMITS THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES RESOLVE AS FOLLOWS: WHEREAS,an engineering and traffic survey has been conducted on Armaga Spring Road between Indian Valley Road and the easterly City limit just west of Highridge Road within the City and WHEREAS,it has been determined that the establishment of speed limits that are reasonable and safe will facilitate the orderly movement of vehicular traffic on Armaga Spring Road; NOW,THEREFORE,THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES RESOLVES AND ORDERS AS FOLLOWS: Section 1.Speed limit is established on the following street in accordance with Section 15.32.010 and 15.32.020 of the City of Rancho Palos Verdes Traffic Ordinance adopted pursuant to Section 10.04.010 of the Rancho Palos Verdes Municipal Code: ROAD Montemalaga Drive SURVEYED 03/11/10 LIMITS 35 Miles Per Hour on Armaga Spring Road from Indian Valley Road to the City's easterly limit west of Highridge Road Section 2.All previous resolutions and orders establishing speed limits on Armaga Spring Road are hereby rescinded. Section 3.The City Clerk is hereby ordered to file certified copies of this resolution with the Los Angeles County Sheriff's Office. Section 4.The speed limit established in Section 1 of this resolution shall become effective upon posting of the speed limit signs. 8-3 PASSED,APPROVED and ADOPTED this __day of 2010.
