FUTURE AGENDA ITEMS-STATUS UPDATE AND REQUEST
FOR DIRECTION
RECOMMENDATION
Provide further direction to staff as may be consistent with staff
recommendations below.
DISCUSSION
The following is a summary of Future Agenda items,intended to provide a
preliminary overview of the topics and issues,along with staff recommendation for
next steps which may involve further direction from Council.
•Animal Control Options-Preliminary Scoping:Propose to delete from
Future Agenda list.Staff has investigated alternative animal control
service options to the services currently provided by the County.
Unfortunately,none other appear feasible.Staff is preparing a contract
renewal agreement with the County that proposes an incremental increase
in coverage that will provide the equivalent of one FTE to be shared by
RPV,RHE and RH,with a "home base"office offered by the City of Rolling
Hills.This will provide a "dedicated"officer to the Peninsula,reduce travel
time charges to the cities,and will increase staff time spent in our cities,
resulting in improved responsiveness overall.
•Update Advisory Board Handbooks:Propose to delete from Future
Agenda list.This project is near completion and staff expects to distribute
the handbooks to all advisory board members by December.A separate
handbook for City volunteers is already in draft form.

•Noise Ordinance (Wolowicz):Recommend to retain this item on the list.
The City Attorney will address this policy with Council in the coming weeks.
•Trees in Public ROW-damage and replacement policy:Recommend
retaining this item on the list.The City Attorney has formulated possible
policy direction for Council with regard to resolution of conflicts with private
property owners when City trees pose a liability from root damage.
•HSA Enrollment Issues (Long):Recommend deleting from Future
Agenda list.Significant progress has been made as a result of greater
employee educational outreach,as well as an increase in the City's cash
allowance to incentivize employees for this healthcare plan that will help the
City control or reduce healthcare costs for employees.The result was an
increase in HSA enrollment from 9 to 26 employees.
•Sheriff Substations within Civic Center:Propose to retain on Future
Agenda list and consider incorporating the item into the upcoming Council
Tactical Goals list.If Council determines that staff should not pursue the
logistics of locating public safety services at the Civic Center site in the
immediate future,then this item should be deleted from the Future Agenda
list.
•Quasi-Judicial Decision Guidelines (Stern):Sponsor of this item agrees to
evaluate after new Council is seated.Recommend to retain this item on
the list.
•Permitting Above Ground Facilities in Public ROW:City Attorney plans to
present this item at a future Council meeting.Recommend to retain this
item on the Future Agenda list.
•Proposed Traffic Enforcement Augmentations (Clark):Recommend to
delete from Future Agenda list.Public Works staff presented the
"Innovative Traffic Safety Technologies Report"to Council on December 1,
2009.
•Alternative Providers of Law Enforcement Services:Staff is pursuing a
possible contract proposal from another agency,by providing information
about service demands and statistics on behalf of RPV,RHE and RH.
Recommend retain this item on list.
•Gifts to City,Planned Giving (Long):Staff has asked our grants consultant
to gather example giving programs from other agencies to identify best
practice.This item should remain on the Future Agenda list.

•Control Portuguese Bend Slide Area (Dyda):Recommend to delete this
item from the Future Agenda list,since it was presented to Council in
October,and the resulting directives to seek grant funding is underway.
Further,staff has obtained a proposal from Cal State Fullerton to assemble
and enter geologic data into the City's GIS system to provide a foundation
of analysis for future tracking of landslide movement.
•Low/No Cost Employees (Dyda):This item can be deleted from the
Future Agenda list.Staff,in conjunction with our grants consultant,has
submitted an application for federal stimulus funding for jobs creation.
•Eastview School Boundary:This is a Tactical Goal;recommend deem
effort complete.Discussions between officials from LAUSD,PVPUSD and
City of Rancho Palos Verdes revealed certain obstacles to the pursuit of re-
drawing the school boundaries to be consistent with RPV City boundaries-
fully incorporating residents into the PVPUSD.City representatives were
advised by both school districts that RPV property owners currently in the
LAUSD would be liable for continued payment of special taxes resulting
from bond measures approved by each of the two districts.This scenario
would not seem acceptable to residents in the Eastview neighborhood who
would face taxation by two school districts.
FISCAL IMPACT
Fiscal impacts will occur as a result of adopting these staff recommendations,which
could significantly impact staff effort as well as related costs such as legal services and
other consultant fees.Staff has identified recommendations that would reduce or
minimize these costs,while still addressing Council's policy intentions.
