RECOMMENDATION:
Authorize a change order in the amount of $433,181.20 for median improvements along
Palos Verdes Drive West and Hawthorne Boulevard to All American Asphalt'Residential
Roadway Rehabilitation contract.
BACKGROUND/DISCUSSION
On July 7,2009 a construction contract was awarded to All American Asphalt in the
amount of $990,686.80 for the annual residential roadway rehabilitation project.
Additionally,on September 1,2009 All American Asphalt was awarded a construction
contract in the amount of $2,073,000 for the Arterial Roadway rehabilitation project on
Palos Verdes Drive West and Hawthorne Blvd.The arterial roadway project includes
concrete and asphalt repair and repaving of Palos Drive West and Hawthorne Blvd.
There are currently two projects along Hawthorne Blvd that are ready for construction and
the City would benefit greatly if these projects were constructed before the final paving
occurs on Palos Verdes Drive West and Hawthorne Blvd:
•Palos Verdes Drive WesUHawthorne Blvd median beautification project
This project will beautify the median on Palos Verdes Drive West between
Hawthorne Blvd and Rue Beaupre and Hawthorne Blvd between Palos Verdes
Drive West and the Golden Cove entrance driveway.Improvements include
irrigation,decorative stone and native landscaping.An exhibit showing the median
improvements is included as Attachment "A".

All American's proposed cost to construct these improvements is $229,012.20.
•Hawthorne Blvd/City Hall entrance median redesign project
This project will cut back the existing median on Hawthorne Blvd west of the City
Hall entrance to provide an acceleration lane for left-turning vehicles coming from
City Hall attempting to enter traffic on Hawthorne Blvd as well as improved turning
radius for large vehicles coming to and from the City Hall campus and a new
guardrail system that is compliant with Federal standards.An exhibit showing the
median modification is included as Attachment "B"
All American's proposed cost to construct these improvements is $204,169.00.
With both projects,irrigation conduits and electrical wiring will be trenched across both
Palos Verdes Drive West and Hawthorne Blvd to service the medians.The associated
trench work needs to occur prior to the final paving of both roadways.Therefore,Staff is
recommending issuing a change order to All American Asphalt to incorporate and
construct the median improvements in concert with the arterial rehabilitation project to
minimize impacts to the newly paved roadways.A draft ch.ange order to All American
Asphalt is included at Attachment "C".
FISCAL IMPACT
Proceeding with staff's recommendation will result in a change order in the amount of
$433,181.20 to All American Asphalt's Residential Roadway Rehabilitation contract for a
total authorized expenditure amount of $1,423,868.00.Funding for the median projects
are included in the Street Improvement Program of the FY 09-10 budget.

You are hereby directed to make the herein described changes in the plans and
specifications or do the following work not included in the plans and specifications of this contract.
Changes to the contract and bid proposal corresponding to the revisions outlined below:
In accordance with General Provision Section I page GP-9 article “E. MEASUREMENT AND
PAYMENT” point “3-EXTRA WORK” and on page GP-12 article “F.CONTROL OF WORK” point
“11-EXTRA WORK” of the Standard Specifications, the staff requested in writing and accepted by
the contractor extra work on Hawthorne blvd. and on Palos Verdes Drive West. Compensation will
be paid as per approved proposal.
All other work items as shall be compensated per the approved change order. All work, by change
order shall be performed in accordance with the plans, specifications, and approved change order
contract documents for this project.
