BACKGROUND In September 2011,the California Department of Resources Recycling and Recovery (CaIRecycle),formerly California Integrated Waste Management Board,notified staff of grant funding available for the FY 11/12 and FY 12/13 Beverage Container Recycling Grant (BCRG).CalRecycie see ked projects that would implement new or enhance existing programs,and would provide convenient beverage container recycling opportunities Statewide. DISCUSSION The CalRecycle grant solicitation is divided into two phases:Phase 1-Concept application and Phase 2-Proposal.In September and October of 2011,staff contacted various multi-family complexes,area schools and larger hospitality/entertainment C-1 centers (i.e.Trump Golf Club and Terranea)to gauge their interest in participating in this grant opportunity.A few responded and asked to be included in the Concept application.Additionally,staff evaluated the recycling needs of the City facilities and parks for possible inclusion in the grant. In October 2011,the City submitted a Concept application to CalRecycle for Phase 1 in the amount of $45,000.In December,2011,the City received notification that it was selected to compete in Phase 2 of this competitive grant.Therefore,the City is now invited to develop its previously submitted Concept into a full Proposal.A total of 79 a'gencies (including RPV)were selected to complete in Phase 2.These agencies have requested over $6.1 million in grant funding.According to CalRecycle,there is up to $2.25 million in available funding. The grant Proposal (Phase 2)is due January 17,2012.The grants will be awarded in April 2014.The attached resolution authorizes staff to apply for this and other eligible CalRecycle grants for a period of five years,and designates the Director of Public Works as the signature authority. Staff is currently working on completing the Proposal and will finalize it by mid January. The scope of the Proposal would include requesting grant funds for: •Outdoor recycling containers at various City parks, •Outdoor recycling containers at Terranea,interested multi-family complexes, and schools; •Public education,outreach and print material;and •Grant administration and project management Last year,staff began the systematic and phased purchase and placement of recycling/ trash clusters for City parks and the removal of the outdated and inefficient concrete recycling bins.The new clusters are highly visible and easy to identify.Staff has received positive feedback regarding them from many park patrons.Furthermore,since the installation of the recycling clusters,park maintenance crew have reported a significantly lower contamination rate (i.e.trash being mixed with recycling),and have noticed a higher rate of recovered recycling material. If this grant is approved,the funding would accelerate the phased replacement of the remaining outdated concrete recycling bins with the new recycling/trash clusters. Additionally,the grant funds would save the City Waste Reduction funds currently budgeted for the clusters. FISCAL IMPACT If CalRecyle approves the City's grant Proposal,the City could expect to receive up to $45,000 in grant funding which would be deposited in the Waste Reduction Fund. Attachment:Resolution W:\LAUREN\STAFFRPT\GRANTS\DOC\BCRG 2011-13\application staff report and reso.DOC C-2 RESOLUTION NO.2011- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES,CALIFORNIA AUTHORIZING SUBMITTAL OF APPLICATION(S)FOR ALL CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY GRANTS FOR WHICH THE CITY OF RANCHO PALOS VERDES IS ELIGIBLE WHEREAS,Public Resources Code sections 40000 et seq.authorize the Department of Resources Recycling and Recovery (CaIRecycle),formerly known as the California Integrated Waste Management Board,to administer various Grant Programs (grants)in furtherance of the State of California's (State)efforts to reduce,recycle and reuse solid waste generated in the State thereby preserving landfill capacity and protecting public health and safety and the environment;and WHEREAS,in furtherance of this authority CalRecycle is required to establish p·rocedures governing the application,awarding,and management of the grants;and WHEREAS,CalRecycle grant application procedures require,among other things,an applicant's governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants. BE IT,THEREFORE,RESOLVED BY THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES: That the City Council authorizes the following: 1.The submittal of application(s)to CalRecycle for all grants for which the City of Rancho Palos Verdes is eligible. 2.The Director of Public Works,or his designee,is hereby authorized and empowered to execute in the name of the City of Rancho Palos Verdes all grant documents,including but not limited to,applications,agreements,amendments, and requests for payment,necessary to secure grant funds and implement the approved grant project(s). 3.The above authorizations are effective for five (5)years from the date of adoption of this resolution. BE IT FURTHER RESOLVED that the City Clerk shall certify to the adoption of this resolution and the same shall be in full force and effect immediately upon adoption.
