CONTROL DISTRICT BOARD

RECOMMENDATION
Appoint a Council Member for a two-year term of office on the Los Angeles County
West Vector Control District Board,or reaffirm the appointment of the City's current
representative until the term ends on December 31,2012.
DISCUSSION
Former Councilman Stern is the City's current representative to the West Vector
Control District.He was originally appointed to this position by the City Council in 2004
and has served as the City's representative since that time.On December 21 ,2010,he
was appointed to continue as the City's representative.He has notified Mayor Misetich
and staff via an email dated November 10,2011 (see attached)of his willingness to
continue serving in this capacity,if it is the desire of the City Council.
Former Councilman Stern noted that at present he is the Vice President of the Board,
and would normally become President effective January 12,2012,for a one year term.
Mayor Misetich suggested that the Council consider the continued appointment of
former Councilman Stern to the West Vector Control District Board in order to take
advantage of the fact that the Rancho Palos Verdes representative would be serving in
a leadership capacity based on his current position as Vice President and number of
years serving on the Board.

The Vector District is a governmental agency that requires the representative to
complete Form 700 (Statement of Economic Interests)for the region served by the
Vector District.
In 2010,staff contacted Robert Saviskas,Executive Director of the West Vector Control
District,regarding the appropriate procedure for an appointment to this District Board.
He explained that the selection of the representative to the West Vector Control District
should be made collectively by the Council,per Health and Safety Code Section
2021 (b)(see attached).He noted that if the representative selected would be serving
for the first time on the Board,the initial term of office would be for two years.If a new
representative is appointed by the Council this evening,he/she would not be serving in
the capacity as President in 2012.
Staff is bringing this item to the Council at this time,as the West Vector Control District
Board is scheduled to reorganize and elect its new President and other officers at its
January 12,2012 regular meeting.Staff will commemorate the Council's decision in a
letter of notification to the District.

It is my understanding that Carolyn has already raised with you the issue of the City's
representation on the Los Angeles County West Vector Control District.As you know,at
present I serve as the City's representative.Whether or not a new representative is appointed is
up to you and the new City Council.If it is the desire of the City Council,I would be happy to
continue to serve,either by appointment or by hold-over until a new representative is
appointed.Ify.ou desire to appoint a new representative,the term of office that is mandated by
state law for someone coming onto the Board as a new member is a two year term.Anyone who
has served an initial two year term may be re-appointed for a four year term.Absent any
particular action by the City,I continue to serve until such time as the City appoints a new
representative.
The representative of the City need not be an elected official.For instance,PVE is represented
by Bill Ailor,and Rolling Hills is represented by Lauren DeRoy,both non-electeds.
At present I am the Vice President of the Board,and would normally become President effective
January 12,2012,for a one year term.It would probably be in the best interest of the Vector
District if it were to learn from the City whether or not I would be continuing to serve on the
Board sometime prior to the regular meeting scheduled for January 12,2012,at which time it
will re-organize and elect the new President and other officers.
I wanted to provide you some basic information regarding the Vector District that may be
important to the City Council members in deciding whether or not any of them wish to serve on
the Vector District Board.The Vector District is a governmental entity requiring that any
member file Form 700 with the necessary financial disclosures applicable for the area served by
the Vector District.The cities included in the District (impacting the breadth of the Form 700
disclosures that must be made)are:

HEALTH AND SAFETY CODE
SECTION 2020-2030
2020.A legislative body of at least five members known as the
board of trustees shall govern every district.The board of trustees
shall establish policies for the operation of the district.The board
of trustees shall provide for the faithful implementation of those
policies which is the responsibility of the employees of the
district.
2021.Within 30 days after the effective date of the formation of a
district,a board of trustees shall be appointed as follows:
(a)In the case of a district that contains only unincorporated
territory in a single county,the board of supervisors shall appoint
five persons to the board of trustees.
(b)In the case of a district that is located entirely within a
single county and contains both incorporated territory and
unincorporated territory,the board of supervisors may appoint one
person to the board of trustees,and the city council of each city
that is located in whole or in part within the district may appoint
one person to the board of trustees.If those appointments result in
a board of trustees with less than five trustees,the board of
supervisors shall appoint enough additional persons to make a board
of trustees of five members.
(c)In the case of a district that contains only unincorporated
territory in more than one county,the board of supervisors of each
county may appoint one person to the board of trustees.If those
appointments result in a board of trustees with less than five
persons,the board of supervisors of the principal county shall
appoint enough additional persons to make a board of trustees of five
members.
(d)In the case of a district that is located in two or more
counties and contains both incorporated territory and unincorporated
territory,the board of supervisors of each county may appoint one
person to the board of trustees,and the city council of each city
that is located in whole or part within the district may appoint one
person to the board of trustees.If those appointments result in less
than five persons,the board of supervisors of the principal county
shall appoint enough additional persons to make a board of trustees
of five members.
