RPVCCA_CC_SR_2011_12_06_06_Council_Meeting_ScheduleMEMORANDUM RANCHO PALOS VERDES TO: FROM: DATE: SUBJECT: REVIEWED: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL CAROLYNN PETRU,DEPUTY CITY MANAGE~ DECEMBER 6,2011 COUNCIL MEETING SCHEDULE CAROLYN LEHR,CITY MANAGER ciL-- RECOMMENDATION 1.Schedule a City Council Workshop for presentations by the City Attorney's Office covering the topics of Legal Requirements for Elected Officials,and Employee Labor Relations at 6:00 PM on Monday,December 19,2011 in the Community Room at City Hall; 2.Designate the regular meeting of Tuesday,January 3,2012,at 6:00 PM at the Point Vicente Interpretive Center,as a City Council Workshop to discuss Budget Methods,and Short Term and Long Term City Council Priorities; 3.Schedule an adjourned regular meeting on Tuesday,January 31,2012 at 7:00 PM at the Point Vicente Interpretive Center; 4.Schedule Candidate Interviews for the Planning Commission and the Finance Advisory Committee,at 6:00 PM on Tuesday,January 17,2012 and Tuesday,January 31,2012,respectively,at the Point Vicente Interpretive Center,and schedule Candidate Interviews for the Oversight Committee and Committee/Commission Chairs at 6:00 PM on Tuesday, February 7,2012 at Hesse Park;and, 5.Select the date for a Community Leaders'Breakfast meeting. BACKGROUND In conjunction with the swearing in of new members and the reorganization of the City Council which took place earlier this evening,one of the first items the City Council typically takes up is establishing dates for several important meetings, most of which take place early the following year.Staff has identified a number of potential meetings and workshops for the Council's consideration and direction to staff. 6-1 City Council Meeting Schedule December 6,2011 Page 2 of4 DISCUSSION December 19th City Council Workshop Typically,after a new City Council is seated,the City Attorney's Office makes a presentation to the Council members regarding the legal requirements associated with local elected office.Topics include the Ralph M.Brown Act (Open Meetings), Conflict of Interest Codes,etc.In addition,with the recent formation of an employee association,the City Attorney's Office has suggested that a presentation on Labor Relations would also be appropriate and timely.Monday, December 19th is being suggested as the date for such a session.Staff has reserved the Community Room at City Hall starting at 6:00 pm.The Labor Relations session is expected to last up to two hours,while the discussion of legal requirements should take about an hour.This workshop will not be recorded for rebroadcast on cable television. January 3rd City Council Meeting Each year,City Hall closes for a Winter Holiday Break between December 24th and January 1st •The first regularly scheduled City Council meeting in 2012,Le.the first Tuesday of the month,is January 3rd ,which is the day after City Hall re-opens.Due to the difficulty with preparing and distributing an agenda packet prior to the break,this regular meeting is often cancelled or the date is used for a Council workshop where a great deal of material is not needed to be prepared for the agenda.Staff does not currently have any regular agenda items identified for this meeting.Therefore,in consultation with Mayor Pro Tem Misetich,staff is suggesting that the January 3rd meeting be used for a workshop to review and discuss various Budget Methods,and a discussion of the Council's Short Term and Long Term Priorities.If the Council decides to hold this workshop,due to the workshop format,staff suggests that the meeting start at 6:00 PM at the Point Vicente Interpretive Center. January 31 st "Fifth Tuesday"City Council Meeting There is a fifth Tuesday in January 2012 (the 31 st)that could be used as a second meeting date during the month if warranted by the number of agenda items or if particular items need to be addressed in a timely manner.Because staff is suggesting that the first regular meeting on January 3rd be used as a Council workshop,and anticipating that this workshop could result in a number of items being identified that the City Council may wish to take up prior to the beginning of the busy budget preparation season,the Council may wish to consider scheduling an adjourned regular meeting on the 31 st to avoid overcrowding of items on future agendas. 6-2 City Council Meeting Schedule December 6,2011 Page 3 of4 Advisory Board Candidate Interviews As previously authorized by Council,the City Clerk's Office is currently recruiting for three positions on the Oversight Committee for the Water Quality and Flood Protection (Constantino,Curtis and Ott)which will expire in January 2012;three positions on the Planning Commission (Gerstner,Tomblin that will expire in February 2012 and the vacancy created by Councilman Knight's election to City Council);and,one vacancy on the Finance Advisory Committee as a result of Councilman Duhovic's election to City Council (the unexpired term ends in December 2014). Consistent with past practice,staff suggests that Council conduct interviews of the candidates for these advisory boards positions prior to three scheduled City Council meetings.Staff is suggesting that Council interview candidates for the Planning Commission at 6:00 PM prior to the regular meeting on January 17, 2012,interview candidates for the Finance Advisory Committee at 6:00 PM prior to the adjourned meeting (if held)on January 31,2012,and interview candidates for the Oversight Committee,as well as applicants for Chair of the City's various Committees and Commissions,at 6:00 PM prior to the regular meeting on February 7,2012.Typically,Council makes the appointments during the regular meeting that evening following the interviews. Community Leaders'Breakfast The City hosts Community Leaders'Breakfast meetings to create more opportunities for communication with the residents and appointed officials of the City.These meetings have been typically held on a Saturday morning from 9:00 AM to approximately 11 :00 AM.The location has varied between Hesse Park and the Point Vicente Interpretive Center.The last such breakfast was held on January 29,2011 at PVIC.It was held a few months earlier than is typical due to the topic,which was Measure C -Charter City,a ballot measure that was scheduled for consideration on the March 8,2011 special municipal election. The FY11-12 Budget includes funds for a Community Leaders'Breakfast to be held before June 30,2012.The following Saturdays at the Point Vicente Interpretive Center are available for Council's consideration: o April i h o April 14th o April 21 st o April28th 6-3 City Council Meeting Schedule December 6,2011 Page 4 of4 It should be noted that Friday,April 6th is Good Friday and Sunday,April 8th is Easter Sunday.Some attendees may have family obligations over this holiday weekend that would preclude their attendance at the breakfast. ADDITIONAL INFORMATION The Fred Hesse Community Park building will be closed from January 1,2012 through January 31,2012 due to a scheduled replacement and seismic retrofitting of the drop ceilings throughout the facility.Because the Multi-Purpose Room will not be available in January for City Council and Planning Commission meetings, these meetings will take place instead at the Point Vicente Interpretive Center. The City Council members will be provided dinner prior to each of the Council meetings and workshops proposed in this report,should Council elect to schedule them.Breakfast is,of course,provided as part of the Community Leaders'event. With the exception of the De<;~mber 19th workshop,Cox Communications will record the meetings,as requir~d under the Cable Television Franchise Agreement.However,due to the change in venue,the City Council meetings held in January will not be broadc~st live,but will be recorded for re-broadcast at their usual time of 7:00 PM on the following Friday and 7:00 PM on the following Sunday.There will be no change in the usual broadcast schedule for the Planning Commission meetings.Staff will provide notice to the public of this change in the broadcast schedule through the City's website,email Iistserv and reader boards on Channel 33 and 35. 6-4
