RECOMMENDATION
Reject the bid received for the subject project.
BACKGROUND/DISCUSSION
Storm Drain Video Inspection and Cleaning Services are performed as needed,largely to
support the Storm Drain Lining program.The City's contract with the current vendor that
has performed these services is ending January 1,2012.Staff revised the plans and
specifications to better serve City needs and advertised the project in September 2011.
Six contractors purchased the plans and specifications,however only one bid was received
in October when the bids were opened.The bid that was received was submitted by
Performance Pipeline,Inc.in the amount of $307,900 which was higher than the Engineers
estimate of $179,000.
Staff plans to modify the specifications,adjust quantities and eliminate one work item
from the scope of work then re-bid the project.This should help attract additional
bidders and ensure competitive bids are received.The item of work that will be
eliminated from the contract was a maintenance work item.Staff has concluded that
requiring video/cleaning contractors to perform this work item discouraged some
qualified bidders from submitting proposals.This item will be removed from the
video/cleaning contract and bid independently.

CONCLUSION
Adopting staffs recommendation will result in rejecting the bid received for the Storm Drain
Video Inspection and Cleaning project.It is expected that re-biding the project will result in
obtaining competitive and reasonable bids.
FISCAL IMPACT
It is uncertain what results re-biding the project will bring.However,following the
restructuring of the work items which will be included in the contract,it is hoped re-bidding
will result in additional contractors and more competitive results.
