DISCUSSION On September 12,2011,the Trump Organization (Applicant)submitted a request to permit one row of New Zealand Christmas Trees to form a hedge row along the western edge of the Driving Range.Shortly thereafter,the Applicant constructed a temporary silhouette frame depicting the height and location of the proposed hedge row. On October 10,2011,the City mailed a public hearing notice to property owners within a 500'radius of the project site,and published said notice in the Peninsula News on October 13,2011.The public hearing notice advertised the public hearing for this application request as the November 1,2011 City Council meeting.As a result of the public hearing notice,Staff received the attached correspondence expressing concern regarding the proposed request. On October 19,2011,the Applicant submitted the attached letter requesting that the 1-2 application be withdrawn so as to give the Applicant more time for public outreach.As such,since the application has been withdrawn,no City Council action is necessary.Staff is simply recommending that the Council receive and file this report.Because this re~uest was noticed as a public hearing,the item is required to appear on the November 1S City Council meeting agenda.While Staff has made an attempt to notify interested parties that the application has been withdrawn,in case interested parties attend the meeting and request to speak on the item,the City Council must hear said speakers. As spectacular as these trees are,they are best in a National Forest setting to be seen in their splendor.They don't belong on a public golf range where they can obliterate large portions if not complete views of nearby residents.These trees create a huge mess at specific times of the year,below their expansive heads,putting residents and city visitors at potential risk of slipping and falling since so many locals enjoy walking and jogging on the Trump trails.Who is responsible for this?Because these trees are so big,they would require regular trimming which could be a problem on many levels especially if the knat catchers find their way into their exstensive limbs.I strongly feel the decision should be "NO"by the decision makers and hopefully a better solution can be found,some of which I suggested previously. To digress from this temporarily:Cowan,in his book The Maoris of New Zealand describes how the young people in the village would choose a suitable pohutukawa,which extended long,strong branches over the water -and use these as diving boards. The Maori of long ago was very observant and there were certain trees which indicated by their manner of flowering and bearing fruit what the season's weather and the harvest would be.To quote from Cowan's book, "On the southern side of Lake Rotoiti,stand two large and ancient pohutukawas famous in the forest and nature-lore of the lake people.If these pohutukawas started to flower on the lowest branches first and so gradually burst into blossom from the bottom up,it was an omen of a warm and pleasant season -as well as a fruitful and abundant year for crops.But if,on the contrary,the buds burst first at the top and the tree flowers downwards,it is a sign of a cold and inclement season - a disastrous year for crops." I can remember more than 30 years ago,when the Wellington Beautifying Society under the leadership of that great horticulturist,Mrs Knox Gilmer,planted a number of pohutukawas on the bank of the Hutt Road.Some may have succumbed to the rigours of the southerly gales,but the majority are still there in the more sheltered parts near Kaiwharawhara.I was very interested to read in the paper recently that seed of pohutukawa has been sown on the clay banks of the Ngauranga Gorge (which has been widened)with the hope the scars made by the bulldozers and earth-moving machines will be obliterated.A splendid idea and it is to be hoped the sowing is a successful one. Pohutukawas do particularly well round the Eastern Bays -Muritai.Also there are excellent specimens growing in and around Paekakariki. They are successfully cultivated in northern parts of the South Island and I have seen them in some Christchurch gardens.They are also in cultivation as far south as Dunedin and I know of one planted 20 years ago at Leask Bay,Stewart Island.It is interesting to note that it flowers in February/March. Over the years,those in charge of parks and reserves have realised the virtue of growing pohutukawas for ornamental reasons as well as shelter.In addition to the colourful display the tree will treat you to,it encourages the tuis whose melodious notes can be heard throughout the day. Under normal conditions the pohutukawa will grow into a large spreading tree.The branch lets and under surface of the leaves are clothed with white tomentum.The leaves vary in shape,but usually they are from one to three inches long with recurved margins.The dark,crimson flowers consisting of many stamens are borne in terminal cymes,about three inches in diameter.The fruit is a small,oblong capsule roughly a quarter of an inch long. It is not surprising to find that so spectacular a tree figured prominently in Maori folk lore.One such story concerns the ancestors of our noble Maori race.The Arawa canoe,on approaching New Zealand at Cape Runaway,saw the pohutukawas all in flower.As they got nearer to the shore,the rangatira (chief)of the canoe said,"The headdresses of this land are better than those of Haiwaki -I'll throw mine into the water." And so he threw his headdress into the sea. Perhaps it was the ocean-loving nature of the pohutukawa that inspired the oldtime Maori to believe that an ancient pohutukawa growing on the northern extremity of New Zealand was the last earthly hand-hold of the spirit before leaping into the underworld. 5 1-11 The pohutukawa is endemic to New Zealand and its timber is very durable. CULTIVATION The seed is ripe in February and in the Auckland province,especially in coastal areas,it is safe to broadcast it on clay banks.Further inland it may be advisable to sow seed in a box with a very light layer of sand over the top. Although the pohutukawa is very adaptable it will require special care to establish it in areas sUbject to frosts of 10°or more.Most nurserymen sell pohutukawas,and if it is your intention to try and establish a plant inland where frosts are frequently around the 10°mark,it would be advisable to buy a plant about two or three feet tall from a nurseryman.At this height they tend to get their adult foliage,which is not only darker in colour but has a much more leathery texture -thus it can stand harsher conditions.As an added precaution,it would be advisable to protect it with some scrim or even a canopy of bracken fern till all risk of frost is over. For those who would like to try their hand at propagating pohutukawas in colder districts,it is a good idea to layer some of the aerial roots already referred to as growing on mature trees in sheltered places.These,or three inch long cuttings could be used.When rooted,the plants could be kept in a green-house for several years until their adult foliage develops.Then harden off and plant out.They transplant easily. Nurserymen also stock a variegated form of pohutukawa.It requires shelter,but perhaps looks more effective in a tub or planter box.It is slow-growing,and its creamy-greyish-green foliage makes it ideal for the discerning indoor plant enthusiast.It is raised frcm cuttings and its full title is Metrosideros excelsa variegata. Description:http://www.hellonewzealand.net/wp-content/uploads/201 O/12/DSC1368.jpg 2 1-27 1-28 Dear Greg Pfost and City Council Members, RE:Revision "YY"to the Trump National Golf Course Project I am writing with concern,that city officials must revisit this issue again.Whether one has Ficus trees or the extremely similar,Australian Christmas Tree,the effects of this tall tree which grows 33 tall and 25 to 30 feet*wide,will adversely effect city resident and visitor views,and more drastically affect those residents immediately next to the trees.Additionally,at times throughout the year these trees produce beautiful colorful blossoms but that also means that there will be the debris caused from the multitude of blossoms and the sappy substance that is also associated with this tree.This tree also drops seeds which cultivate themselves making smaller offshoots and young trees next to the primary tree.I foresee this tree,although beautiful in passing at limited times of the year,a maintenance issue on every level.From keeping it trimmed to our city's height requirements,keeping views of nearby residents from their living rooms (the main room of their home),from the joggers and walkers drawn to the public path that will be contending with the debris and insects prevalent at times underneath these large growing trees,to the sparse wood-like stalks that remain barren and ugly at times of the year. If leaving it open to the natural views of the ocean for all to enjoy is not possible and some visual separation is desired,Trump should consider less invasive,less obstructive and less high maintenance options such as those listed below. 1 1-29 OPTIONS: 1.Spaced steel beams painted either sky blue or green and a thick cable that extends to both beams with a solar screen (used in outdoor tent or sunroom situations)that can be draw up and down daily at times of play when specifically needed.Or encased screens in metal housing every 12 feet for the thirty foot length desired,which will be no more than 8 inches wide.Times unfurled would need to be determined with collaboration. 2.A lattice trellis with an open weave would serve as a divider yet still allow view preservation if they were placed strategically,leaving some open space for views to be maintained by nearby residents fhat would be effected. 3.Blue or Grey tinted glass with periodic connective braces which could be decorative. As a resident of RPV,when I purchased my home and remodeled it,I was required to cut and/or remove all my trees by the city of RPV to provide consideration of the neighbors around me.I followed the rules.Mr.Trump should be no different from the rest of us.I am empathetic to Mr. Trump's situation but there are other options and I hope he will be open minded.
