RECOMMENDATIONS
1.Authorize the submittal of a grant application to the Department of Resources
Recycling and Recovery (CaIRecycle)for a Rubberized Pavement (Pavement)Grant
Program FY 11-12 &12-13.
2.Adopt Resolution 2011-_,A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES AUTHORIZING SUBMITTAL OF
APPLICATION(S)FOR ALL CALRECYCLE GRANTS FOR WHICH THE CITY OF
RANCHO PALOS VERDES IS ELIGIBLE.
BACKGROUND
The Department of Resources Recycling and Recovery (CaIRecycle),formerly known as
the California Integrated Waste Management Board,administers the Rubberized
Pavement (Pavement)Grant Program.The Pavement program is designed to promote
markets for recycled-content surfacing products derived from waste tires generated in
California,and decrease the adverse environmental impacts created by unlawful disposal
and stockpiling of waste tires.The Pavement program is divided into two project types:
Rubberized Asphalt Concrete (RAC)and Rubberized Chip Seal projects.
DISCUSSION
The City has used rubberized asphalt concrete for the City's annual arterial roadway
rehabilitation projects for several years and was awarded various RAC grants.However,
this is the first time that the City is applying for a grant to use chip seal containing rubber
from recycled tires in a residential street rehabilitationlimprovement project.The chip
seal grant promotes first time users of recycled tire/rubberized pavement material users.

This grant application includes the Asphalt-Rubber Aggregate Membrane (ARAM)Chip
Seal of 40,000 square yards of residential streets
Grant payments are on a reimbursement basis and are calculated based on a fixed dollar
amount per square yard of material used.Staff estimates utilizing 40,000 square yards of
material in the residential street rehabilitation/improvement project.Staff plans to request
grant funds of approximately $40,000.At the time of this report,the project is still in the
preliminary design stage,and thus plans and specifications including quantities,have not
been finalized.Therefore,this grant amount is an estimate only.The grant application
package must be submitted (postmarked)by October 25,2011.Project construction is
planned to begin in Spring 2012.
If the City receives the grant,it will offset expenditures in the Capital Improvement
Projects (G;IP)fund by the same amount.Staff time for administering the grant will be
absorbed by the Waste Reduction fund.
ALTERNATIVE
The alternative is not submitting a grant application.No grant funding will be received if
the alternative is approved.
FISCAL IMPACT
If the grant application is approved,the City expects to receive a grant for a portion of the
ARAM chip seal used on various segments of the City's residential street rehabilitation/
improvement project FY 10-11.Staff is applying for approximately $40,000 in grant
funds.This estimated amount may vary depending on the final scope of the project and
tonnage of material used.The grant payment is on a reimbursement basis,and depends
on a new eligibility formula set by CalRecycle.Grant funds will help offset budgeted
expenditures in the CIP fund.

Resolution 2011-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES AUTHORIZING SUBMITTAL OF
APPLICATION(S)FOR ALL CALRECYCLE GRANTS FOR WHICH
THE CITY OF RANCHO PALOS VERDES IS ELIGIBLE
WHEREAS,Public Resources Code sections 40000 et seq.authorize the
Department of Resources Recycling and Recovery (CaIRecycle),formerly known as the
California Integrated Waste Management Board,to administer various Grant Programs
(grants)in furtherance of the state of California's (State)efforts to reduce,recycle and
reuse solid waste generated in the State thereby preserving landfill capacity and
protecting public health and safety and the environment;and
WHEREAS,in furtherance of this authority CalRecycle is required to establish
procedures governing the application,awarding,and management of the grants;and
WHEREAS,CalRecycle grant application procedures require,among other things,
an applicant's governing body to declare by resolution certain authorizations related to
the administration of CalRecycle grants.
BE IT,THEREFORE,RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES:
That the City Council authorizes the following:
1.The submittal of application(s)to CalRecycle for all grants for which the City of
Rancho Palos Verdes is eligible.
2.The Director of Public Works,or his designee,is hereby authorized and
empowered to execute in the name of the City of Rancho Palos Verdes all grant
documents,including but not limited to,applications,agreements,amendments,
and requests for payment,necessary to secure grant funds and implement the
approved grant project(s).
3.The above authorizations are effective for five (5)years from the date of adoption
of this resolution.
PASSED,APPROVED,AND ADOPTED THE 18th DAY OF OCTOBER,2011.
