Staff Coordinator:Katie Howe,Administrative Analyst II ~ RECOMMENDATION Approve the policy outlined in this report for public display of banners for City sponsored and co-sponsored events. BACKGROUND On this evening's agenda,the Community Development Department is presenting a revised ordinance that regulates the placement of banners advertising non-commercial events at certain locations within the City's street rights-of-way.While non-commercial advertisers use that permitting process to display event banners in the City,periodically the City's Recreation and Parks Department or Public Works Department,at the discretion of the department directors,will place a sign or banner at one or more of the City's park sites or at City Hall advertising an upcoming City sponsored or co-sponsored event.Examples of the subjects of these banners include recreation programs such as Night at the Museum;large special events such as Whale of a Day;City-conducted community workshops;and co-sponsored events such as household hazardous waste roundups and animal adoption events at City parks. The placement of these types of banners is not regulated though the Community Development Department's banner program,since these signs are installed by City staff on City property for City sponsored and co-sponsored events.However,because there are no current regulations or policies regarding the placement of such signs on City properties,Recreation and Parks staff has drafted a policy that establishes a uniform,attractive method to display banners for City Council's review and approval this evening. 2-1 City Sponsored Event Banners October 4,2011 Page 2 DISCUSSION The proposed City-sponsored and co-sponsored event banner policy is similar to the Community Development Department's policy with a similar goal of creating a more uniform and uncluttered appearance in the public rights-of-way.Banners displayed at the Civic Center/Upper Point Vicente Park and at Hesse Park will be affixed to permanent backboards that will be painted green to blend into the park landscape,and two of the four green backboards will have City logos painted onto them. Some key elements of the City sponsored/co-sponsored event banner policy are listed below.Attached is the complete City sponsored/co-sponsored event banner policy. 1.Banners displaying information on City-sponsored or co-sponsored events will be displayed at: (a)Hesse Park near the intersection of Locklenna Lane and Hawthorne Blvd. and near the entrance to Hesse Park along Hawthorne Blvd., (b)At the Civic Center/Upper Point Vicente Park,and (c)At the park site where the advertised event will take place. 2.A maximum of tWo banners will be allowed at each location. 3.Each banner shall be displayed for a maximum of thirty days. 4.Special event banners shall be removed within forty-eight hours of the event's conclusion (or within two business days). 5.Each banner shall be four feet in height by eight feet in width and made of vinyl. 6.Each banner must have a solid white background with blue or green letters. 7.Banners must be clean,in good repair,presentable,and legible at all times. FISCAL IMPACT A total of approximately $2,000 is required to construct the structures at Hesse Park and Upper Point Vicente Park that will display the temporary banners.This cost includes the cost of labor and supplies.Funds are available in the FY 11-12 Parks,Trails and Open Space Maintenance program.In addition,Recreation and Parks staff will replace existing special event banners in Fiscal Year 12-13 to conform to the new policy at an approximate cost of $1 ,500. Attachments: Banner Policy for City Sponsored/Co-sponsored Events 2-2 City of Rancho Palos Verdes City Sponsored/Co-Sponsored Event Banner Policy City Staff may place temporary banners advertising only City-sponsored or co- sponsored events at the locations set forth below,pursuant to the following requirements: a.Temporary banners shall be authorized for advertising only City- sponsored or co-sponsored events. b.The Public Works Director (Director)or his or her designee will be the approving authority for banners displaying City sponsored/co-sponsored events. c.Banners displaying information on City sponsored or co-sponsored events will be displayed on City-owned properties at the following locations: (1)Hesse Park near the intersection of Locklenna Lane and Hawthorne Blvd.and near the entrance to Hesse Park along Hawthorne Blvd., (2)At the Civic Center/Upper Point Vicente Park,and (3)At the City site where the advertised event will take place. d.Banners shall be erected in the manner prescribed by the Director so as not to pose a traffic hazard and/or right-of-way hazard and/or impede pedestrian or vehicular access or visibility within the public right-of-way. e.A maximum of two banners will be allowed at each location. f.Each banner shall be displayed for a maximum of thirty days. g.Special event banners shall be removed within forty-eight hours or within two business days of the event's conclusion. h.Each banner shall be four feet in height by eight feet in width and shall be made only of vinyl with a #2 grommet at each corner allowing them to be securely attached to the structure that has been erected by the City for this purpose. i.Each banner must have a solid white background with blue or green letters. j.Only one logo or graphic design shall be allowed per banner,with no color restriction.Banners for co-sponsored events may display multiple logos/graphics,at the discretion of the Public Works Director. k.The Public Works Director or his or her designee has the authority to waive the banner style requirements set forth in paragraphs h,i and j above under reasonable circumstances,such as if the City is displaying a banner supplied to it by an outside agency,such as the County of Los Angeles.However,this discretion will be used sparingly to preserve a clean uniform appearance of banners on City property. I.Banners must be clean,in good repair,presentable,and legible at all times. 2-3
