RECOMMENDATION
Authorize the City Manager to sign the application for a Conditional Use Permit (CUP)
Revision,thereby allowing Verizon Wireless to seek approval to install a new,back-up
generator for its existing antennae and equipment on the monopole at City Hall.
BACKGROUND
The telecommunications monopole at City Hall,located 30940 Hawthorne Boulevard,was
constructed in 1988 and currently hosts three (3)carriers:Verizon Wireless (Verizon),
AT&T Mobility (AT&T)and Southern California Edison (SCE).1 The monopole is
approximately eight-one feet (81')in height and currently has two (2)platforms:Verizon and
SCE occupy the platform near the top of the monopole;and AT&T's antennae are located
on the lower platform,at an elevation approximately fifty-six feet (56')above grade.
Each of the three (3)existing tenants has a ground lease with the City for the equipment
associated with their antennae.Verizon's and SCE's support equipment is housed inside
the adjacent Administration Building,while AT&T's equipment is housed in a cargo
container placed just off the rear parking lot.Although they have been extended several

times over the years, the ground leases for each of the three (3) existing tenants are all
scheduled to expire on June 30, 2014. Verizon has been advised that any new installation
of a back-up generator, if approved, would be subject to the same lease expiration date.
DISCUSSION
Verizon is requesting permission to file an application for a CUP Revision to add a back-up
generator for its existing antenna and equipment. The generator would be ground-mounted
and located in an area adjacent to the rear parking lot that was previously occupied by the
City Hall emergency generator.2 The attached site plan and aerial photo depict the
proposed location of the Verizon generator.
In order for Verizon to proceed with the City’s required CUP Revision process, the City
must first agree to sign the application form as the landowner. The application would then
be considered at a duly-noticed public hearing before the Planning Commission, with the
possibility of appeal to the City Council. Notice of the public hearing would be mailed to all
property owners within a 500-foot radius of the boundary of the Upper Point Vicente
property. The Planning Commission review process would include an assessment of the
potential environmental impacts of the project, including (but not limited to) issues
concerning noise and aesthetics.
FISCAL IMPACT
There is no fiscal impact associated with allowing Verizon to file an application for a CUP
Revision. The applicant will be required to pay all applicable fees associated with
processing the request by the Planning Division of the Community Development
Department. If the CUP Revision is approved, Verizon would be required to enter into an
amended lease agreement with the City, which would be subject to review and approval by
the City Council. The City currently receives approximately $37,600 in annual lease
payments from Verizon for its use of the monopole and space in the Administration
Building, which is adjusted each year based upon changes in the Consumer Price Index
(CPI). These lease payments will be re-negotiated based upon the additional ground lease
area requested by Verizon.

Dear Kit,
Per our conversation, Verizon Wireless would like to place an emergency back‐up generator located at
their facility located at 30940 Hawthorne Blvd, Palos Verdes. This will be used for emergency back‐up
power only; it will be run once a week for about 15 minutes for testing. This time can be determined by
you the landlord if needed.
In order to do so Verizon would need to lease an additional 40 SF and place underground conduit to
their equipment room. An amendment to the lease will be necessary, once the city approves the
location we can discuss this further.
I have attached a copy of the exhibit depicting the chosen location and the generator specification sheet
for your review.
