RECOMMENDATION
Authorize the Mayor to sign the attached draft letter of support for the Los Angeles County
Department of Public Health,Division of Chronic Disease and InjUry Prevention grant
proposal for the Public Prevention Health Fund:Community Transformation Grants.
BACKGROUND AND DISCUSSION:
A representative from Los Angeles County Department of Public Health (DPH)recently
contacted City staff requesting support from the City of Rancho Palos Verdes for an
upcoming grant application.DPH's Division of Chronic Disease and Injury Prevention
(DCDIP)is preparing a grant application for the Public Prevention Health Fund:
Community Transformation Grants (CTG)program,which is authorized by the 2010 Patient
Protection and Affordable Care Act,and administered by the Center for Disease Control.
Grant proposals must be submitted by July 15,2011.The DPH needs to receive letters of
support no later than July 8,2011 to meet the grant deadline.
CTG grant funds,if received,would allow the DCDIP to continue supporting pro-active,
evidence-based programs and policies designed to mitigate the leading risk factors for a
variety of chronic diseases such as diabetes,heart disease,stroke,and cancer.CTG
funds must be used for programs that promote tobacco-free living,healthy eating and
active lifestyles,as well as the promotion of social and emotional well ness.
The DCDIP reports that mortality from the three leading causes of death,heart disease,
stroke and lung cancer,decreased in Los Angeles County by 27%,32%,and 23%

The DCDIP reports that mortality from the three leading causes of death,heart disease,
stroke and lung cancer,decreased in Los Angeles County by 27%,32%,and 23%
respectively,from1997-2006.Life expectancy in the County increased from 78.4 years in
1996 to 80.3 years in 2005.Despite those improvements,chronic diseases and injuries
remain the leading causes of premature death and disability in the county,and nationwide,
chronic disease accounts for 75%of all health care spending.The DCDIP mission is to
"improve health and decrease health disparities in the county population by reducing the
occurrence,severity,and consequences of chronic disease and injuries."
The DPH received a $32 million "Community Putting Prevention to Work"grant award in
2010 from the U.S.Health and Human Services and the Center for Disease Control to fund
a two-year program to address obesity,improve nutrition habits,increase physical activity
and reduce tobacco use.The upcoming CTG grant funding,if received,would allow the
DCDIP to build upon the ongoing pro-active campaign against chronic disease currently
funded by the 2010 grant.The CTG grant period is for five years,beginning in the fall of
2011.A total of $102 million dollars is available in the first year that will be divided among
75 jurisdictions across the United States.The DCDIP intends to apply for the $10 million
dollar maximum funding amount each year.
Attached is a draft letter from the City of Rancho Palos Verdes,under the Mayor's
signature,offering support for the DCDIP Community Transformation Grant proposal.
FISCAL IMPACT
Approval and submittal of the attached letter of support will have no fiscal impact.

The rest of the City Council and I whole-heartedly support DCDIP's
comprehensive approach to prevention efforts that addresses all aspects of well-
being.We acknowledge that the Los Angeles County Department of Public
Health is a leader among local health departments.The Department effectively
leverages its resources and expertise to work effectively with local,state and
federal government agencies,as well as with key community partners,to
develop,support and implement evidence-based preventive services,policies,
and strategies that impact the leading risk factors for chronic disease.The City
appreciates the DCDIP's efforts to combat the harmful personal and societal
effects of tobacco,second hand smoke,obesity and related chronic conditions.
Please accept this letter as formal recognition of the City of Rancho Palos
Verdes'strong support for the DCDIP's grant proposal for the Public Prevention
