RECOMMENDATION
1.Authorize the Mayor to sign the attached draft letter of support for the Clean LA
program.
BACKGROUND AND DISCUSSION:
A representative from the County of Los Angeles'Public Works Department recently
contacted City staff requesting support for their environmental campaign known as "Clean
LA".Clean LA is a County of Los Angeles portal to a number of programs available to
individuals,businesses and government to help protect the local environment and ensure a
sustainable future for the community.
The program emphasizes increased awareness of available programs relating to the three
Rs:Reduce,Reuse,and Recycle.The County of Los Angeles provides information and
assistance on a wide range of environmental issues including illegal dumping,hazardous
waste,used motor oil,recycling,storm water runoff,water conservation,and youth
education.Clean LA encourages cities to recognize the importance of protecting and
conserving natural resources and to pursue programs that will further reduce waste and
increase recycling and other eco-friendly actions by its businesses and residents.
Hermosa Beach,Santa Monica,Hawthorne and La Canada Flintridge are among the cities
that have officially endorsed Clean LA.Additionally,over 1000 individual residents
throughout the County have pledged their support.
Attached is a draft letter from the City of Rancho Palos Verdes,under the Mayor's
signature,offering support for the Clean LA program.

FISCAL IMPACT
Approval and submittal of the attached letter of support will not have any discernible fiscal
impact.

On behalf of the City Council of the City of Rancho Palos Verdes,I am pleased to
offer our support for the County of Los Angeles Department of Public Works'
Clean LA program.I want to thank you for working with City staff to review the
details of this fine program.
The rest of the City Council and I are impressed by the breadth of services and
information your program offers in the areas of illegal dumping,hazardous
wastes,disposal of used motor oil,recycling,storm water runoff,water
conservation and youth education.
The City of Rancho Palos Verdes has a long and proud history of environmental
stewardship and conservation.One recent example is a household hazardous
waster and electronic waste roundup held on May 7 at our City Hall site. The
principles of sustainability and community involvement espoused by Clean LA
are closely aligned with the values of our City,so it is a pleasure to offer our
support for such a worthwhile endeavor.The City of Rancho Palos Verdes
endorses the efforts of this program and wishes Clean LA well as it pursues a
healthier,cleaner,and safer environment throughout Los Angeles County.

Fats,Oils 8<Grease
The Department of Public Works is proposing amendments to Tltie 20 -Utilities of
the Los Angeles County Code to incorporate and consolidate requirements for the
control of fats,oils,and greases (FOG)in the sanitary sewer system.Public
information meetings were held on October 16,2008 and August 25,2009 at Public Works
Headquarters.The Proposed Ordinance (Updated September 14,2009)amending Title 20
better defines the FOG program as required by the Statewide Generai Waste Discharge
Requirements for Sanitary Sewer Systems.It also revises definitions to conform with the
2007 Uniform Plumbing Code and makes references to the Code of Federal Regulations 40CFR for

Our Environmental Defenders program reaches out to elementary school youth to teach them about helping our
environment.
Generation Earth
The Generation Earth program provides development training and personalized support to secondary school
teachers and students.It encourages those who want to make a difference in their local environment by creating
campus eco-projects.
