Eduardo Schonborn,AICP,Senior Plan RECOMMENDATION Authorize the Mayor and the City Clerk to sign a professional services agreement with Willdan Engineering,to prepare Mitigated Negative Declarations (MNDs)for the proposed Grandview Park and Lower Hesse Park Improvement Projects in the amount of $132,779, and provide for a 5%(Le.,$6,639)contingency allowance should the need arise for additional technical studies and work. EXECUTIVE SUMMARY On November 16,2010,the City Council directed staff to proceed with the environmental review process for the Pacific Plan alternative for Lower Hesse Park.Further,on December 7,2010,the City Council directed staff to proceed with the environmental review process for the Sycamore conceptual plan for Grandview Park.Staff solicited and received 6 proposals from qualified consulting firms for the preparation of a Mitigated Negative Declaration (MND)for each project.Staff evaluated the proposals and is recommending that Willdan Engineering be selected as the consultant to prepare the necessary environmental review documents for the City. 6-1 MEMORANDUM:Grandview/Lower Hesse Parks MND Contract -Willdan April 19,2011 BACKGROUND Project Site History On February 16,2010,the City Council adopted its 2010 Tactical Plan to establish the City Council's goals and priorities and therefore direct the work of City staff for the upcoming year.One of the tactical goals adopted includes the following: Goal:Improve the City's recreational and educational facilities by expanding opportunities for active recreational uses and improving access to all parks. Sub-goal:Provide improvements to Lower Hesse Park and Grandview Park. On April 20,2010,the City entered into a contract with Landscape Architect consultant Mia Lehrer &Associates to engage the public in community outreach,and to create conceptual designs of Lower Hesse and Grandview Parks for Council consideration.Since then,staff has worked with the consultant to perform site analyses,hold community workshops to share concepts and collect community input,and create conceptual designs of the two parks.Publicoutreach included three community workshops during which community input was gathered and preliminary designs were shared.Staff also took public outreach tables to shopping centers and special events throughout the Peninsula to share information with the public and to gather input. On November 16,2010,two conceptual designs for Lower Hesse Park were reviewed by the City Council.As a result,the City Council directed staff to proceed with the environmental review process for the Pacific Plan for Lower Hesse Park,and to reopen the public outreach process for consideration of a skate park facility. On December 7,2010,two conceptual designs for Grandview Park were reviewed by the City Council.As a result,the City Council directed staff to proceed with the environmental review process for the Sycamore conceptual plan for Grandview Park. It is important to note that although the City Council directed Staff to proceed with the environmental review process,the two projects are on different time tracks.The environmental review for the proposed Grandview Park project will be moving forward first, while the environmental review for the Lower Hesse Park project will likely commence sometime in August 2011 ,due to additional public outreach that will be conducted by Staff regarding a possible skate facility at the Lower Hesse Park site. Staff completed a preliminary environmental review of the project and determined that the projects are not exempt from CEQA and that preparation of Mitigated Negative Declarations would be necessary to comply with the requirements of the California Environmental Quality Act (CEQA).As such,on February 21,2011,Staff distributed a Request for Proposal (RFP)to 21 environmental firms,resulting in the receipt of six proposals.After reviewing the proposals,Staff is now recommending that the City Council 6-2 MEMORANDUM:Grandview/Lower Hesse Parks MND Contract -Willdan April 19,2011 authorize a contract with Willdan to prepare the necessary MND's for the proposed projects. It is important to note that,although staff prepared an initial project overview and determined that an MN.D would be required rather than an EIR,the consultant will prepare a comprehensive initial study for each park site.Although highly unlikely,it is conceivable that the comprehensive initial studies could ultimately determine that the proposed projects could result in significant impacts that cannot be mitigated,which would require the preparation of an EIR instead of an MND.Should an EIR be deemed necessary,then an amendment to this agreement would be required. PROJECT DESCRIPTIONS GRANDVIEW PARK,SYCAMORE PLAN The proposed park improvement plan is intended to enhance the accessibility,aesthetic condition,and recreational opportunities available at the park.The proposed Sycamore Plan proposes the following facility based programs,amenities,and features: Facility-Based Programs: •Flex Lawn area measuring approximately 2.5 acres in size and used for drop-in recreation (Frisbee,touch football,etc.),picnicking,and relaxation; •Flexible Cycling Area in the east canyon,which includes a segment of trails dedicated to bicyclists for riding and skills practice; •Day Camp area located near the parking lot and restrooms,which would serve as a gathering space for park visitors and could accommodate future City-run day camp structured programming; •Family Fun Zone,which includes more natural and less structured playground equipment such as climbing/play structures and learning/interactive play equipment as well as a seating area for families/users; •Fitness Station; •Picnic Area; •Playground; •Perimeter and Interior Trails,which would increase the number of trails within the park (there is currently one trail),improve the quality of the trails,and add American with Disability Act (ADA)compliant trails; •Discovery Area in the west canyon,which includes trails and more natural play equipment and some interpretive and discovery elements which would lend itself to explorative play. Amenities •Staff Office/Restroom/Storage •Shade Structures •Park Furniture (drinking fountains,trash cans,Mutt Mitt stations) 6-3 MEMORANDUM:Grandview/Lower Hesse Parks MND Contract -Willdan April 19,2011 •Parking Lot for 22 vehicles •Driveway Gates •Landscaping and Irrigation •Park Signage •Landscape Buffers LOWER HESSE PARK,PACIFIC PLAN The proposed park improvement plan is intended to enhance the accessibility,aesthetic condition,and recreational opportunities available at the park.The proposed Pacific Plan proposes the following facility based programs,amenities,and features: Facility-Based Programs •Flex Lawn (2) •One Basketball Court (full size) •Three Tennis Courts •Family Fun Zone (including tricycle/bicycle loop) •Fitness Station •Two-three Picnic Areas •Enhanced Trail System •Discovery Trail Amenities •Staff Office/Restroom/Storage •Shade Structures •Park Furniture (drinking fountains,trash cans,Mutt Mitt stations) •Parking Lot •Driveway Gates •Landscaping and Irrigation •Greenbelt •Park Signage •Landscape Buffers DISCUSSION In response to Staff's RFP,Staff received proposals from the following six environmental consulting firms for the preparation of environmental documents for the proposed park projects:Chambers Group;ESA;Impact Sciences;Rincon;SFC;and Willdan Engineering.All six (6)firms submitted timely proposals,with total costs ranging from the lowest bid of $103,590 to the highest bid of $192,402.Table No.1 on the following page identifies the six firms and their proposed bids. 6-4 MEMORANDUM:Grandview/Lower Hesse Parks MND Contract -Willdan April 19,2011 Table 1:Summary of Zone 2 EIR Proposals Submitted Firm Location Project Budget Impact Sciences Pasadena,CA $106,430 Rincon Consultants,Inc.Ventura,CA $127,603 Willdan Engineering Industry,CA $132,779 SFC Consultants Irvine,CA $142,000 ESA Los Anoeles,CA $170,787 Chambers Group .Santa Ana,CA $192,402 A committee comprised of key Staff members from the Recreation and Parks,Public Works,and Community Development Departments independently reviewed all proposals utilizing criteria that included the firm's proposed costs,services offered,familiarity with the City,and references.There were variations in the proposals that impacted Staff's recommendation,which included reference checks with colleagues in other cities where the firms'had done previous work.The proposal from the firm with the lowest bid (Impact Sciences)was lacking in its scope of work.As a result,Staff asked that the firm expand the scope of its proposal to be consistent with the other firms'proposals.However,the firm was hesitant to expand the scope,citing that many variables could impact the proposed cost and they were not comfortable with committing to a dollar amount.Thus,Staff eliminated Impact Sciences'proposal from consideration. After reviewing the remaining five proposals and taking into account reference checks, Willdan Engineering and Rincon Consultants were ranked as the top two proposals.Both proposals were thorough and comprehensive and addressed all the major environmental issues likely to be raised by the proposed projects.Although the Rincon proposal would cost $5,176 less than the Willdan proposal,Staff is recommending that Willdan Engineering be selected as the firm to prepare the environmental documents because Staff believes Willdan is more familiar with the areas surrounding the park sites since they have previously conducted traffic related services in those areas for the City.Thus,the firm already has a familiarity with the park sites,the unique characteristics of the City,and the community in general.As such,Staff believes that Willdan will produce quality documents consistent with CEQA requirements. The total cost provided by Willdan for preparing the environmental documents for both park development proposals is $132,779.To account for possible additional studies and work, Staff is recommending that a contingency of $6,639 be allocated as well,resulting in a non- to-exceed cost of $139,418 for preparation of environmental documents for both parks.As such,the City Council is now being asked to approve the contract with the selected environmental consultant so that preparation of the projects'environmental documents can begin. CONCLUSION Staff recommends that the City Council authorize the Mayor and the City Clerk to sign a professional services agreement in an amount not to exceed $139,418.00,with Willdan 6-5 MEMORANDUM:Grandview/Lower Hesse Parks MND Contract -Will dan April 19,2011 Engineering to prepare Environmental documents for the Grandview and Lower Hesse Parks improvement and development projects. ADDITIONAL INFORMATION This item is solely for the City to enter into a contract with a consulting firm to conduct the necessary environmental evaluation of the Lower Hesse Park and Grandview Park sites. Ultimately,decisions on the proposed park projects themselves will be conducted by the City Council through noticed public hearings,which Staff believes would be occur later this summer. FISCAL IMPACT Preparation of the environmental documents will result in a City expenditure of up to $139,418.This expenditure has been budgeted in the City's current FY10-11 budget, which includes an appropriation of $2,004,095 in the Parks,Trails &Open Space Improvements program of the Capital Improvement Projects fund.Although the final cost to complete these two projects is not known at this time,no budget adjustment is necessary to pay for preparation of the necessary environmental documents. Task 2 Research and Technical Studies 2(a)Biological Resources Assessment AMEC will conduct a biological resources assessment for the project.The tasks involved in conducting this assessment are described below. 1.Draft Biological Resources Assessment Report AMEC will prepare a draft biological resources assessment report for the subject site.The report will be written in general accordance with CEQA guidelines in a format that can be incorporated into an MND.The report will incorporate the following elements/methodology: Literature Review:AMEC will perform a literature review to identify previous occurrences of sensitive biological resources (if any)in the vicinity of the project site.This task will include a review of the California Department of Fish and Game (CDFG)California Natural Diversity Data Base (CNDDB)computerized data base,a review of the California Native Plant Society's (CNPS)Rare and Endangered Vascular Plants of California,a review of recent aerial photographs,and other pertinent documents from the AMEC library and project files (e.g.,other biological surveys from the general vicinity). Field Survey:A field survey of the park site will be conducted using methodologies appropriate for the detection of special-status species (if any)identified during the literature review.Depending on the timing (season)of the field survey,certain species (such as sensitive annual plant species)may be undetectable. However,habitat suitability will be assessed for all special-status species potentially occurring on the site. If habitat is present on-site,focused surveys for species identified during the literature review process may be required and are not considered part of this proposal. Reporting:AMEC will prepare a summary report which will include methodologies,photos of the project site and a discussion of habitat detected on the site.The reports will be in general accordance with CEQA guidelines.Maps included in the report will show the occurrence(s)of any sensitive species identified during field surveys.The reports will also include conclusions and recommendations (for incorporation into the Mitigation Monitoring and Reporting Program for the project. 2.Final Biological Resources Assessment Report Following review of the Draft IS/MND by City staff,AMEC will make any necessary revisions to the biological elements of the document for incorporation into the FinaIIS/MND.We have included time for one report revision and we will provide electronic copies of the final report. 3.Response to Comments AMEC will provide response to public comments related to biological issues in the circulated IS/MND.This is limited to one round of comments on the biological resources assessment. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 2 6-21 WlllDAN I 2(b)Noise Assessment MGA will conduct a noise assessment for the project.The tasks involved in conducting this assessment are described below. EXisting Environment.Four short-term noise measurements will be made on or in the vicinity of the project site.The FHWA highway noise model ("FHWA Highway Traffic Noise Prediction Model,"FHWA-RD-77- 108)will be used in conjunction with the measurements to describe existing noise levels in the project vicinity.Community noise standards relevant to this project are contained in the City of Rancho Palos Verdes Noise Element and Noise Ordinance.Standards for the appropriate jurisdiction will be summarized and their relevance to the project discussed. Potential Impacts.The potential noise impacts can be divided into short-term construction noise,on-site impacts,and impacts on surrounding land uses. Noise levels generated by construction activities will be estimated at nearby sensitive receptors.Existing residences surround the park site.The application of the City of Rancho Palos Verdes Noise Ordinance to control construction noise will be discussed. The noise impacts associated with the project's traffic on adjacent land uses will be assessed in terms of the Community Noise Equivalent Level (CNEL)noise scale.Potential traffic noise level increases will be calculated,presented,and compared to standard significance thresholds. The proposed park site is located adjacent to existing residences on all sides.The parking lots,day camp and picnic areas,as well as recreation (e.g.,Frisbee and touch football)uses,have the potential to generate noise.Noise levels from park activities will be projected and compared to the City's Noise Ordinance limits or other suitable criteria.We have conducted noise measurements near similar facilities and will use these measurements to predict the noise levels generated by the proposed project.The resulting noise levels will be compared to ambient conditions and City standards to determine potential impacts. Mitigation Measures.Strategies will be identified for the control of noise as indicated by the impact analysis. 2(c)Traffic Impact Analysis Arch Beach Consulting will prepare a traffic impact analysis (TIA)for the project.This study will analyze the traffic and circulation impacts of the proposed development of an 18-acre City park with 2.5 acres of ''flex lawn"uses (for drop-in activities,picnicking,and relaxation);a flexible cycling area with on-site bicycle bike trails along with other pedestrian trails;a day camp area for park visitors and possible future City- structured programs;playground and picnic areas;and,interactive learning areas.Access to the project site would occur from a new driveway constructed on Montemalaga Drive. Review of various park trip rates from the Institute of Transportation Engineers (ITE)indicates that the proposed project would not generate a significant number of trips during the weekday daily,a.m.and p.m. peak hours (less than 10 peak hour trips).Also,since there are numerous pedestrian and bicycle trails planned,a portion of traffic destined to the site would be from pedestrians and bicyclists in the adjacent residential neighborhoods.Therefore,the traffic/circulation study will focus on the potential access and parking impacts to the adjacent residential neighborhood from the addition of potential traffic of the proposed project. The traffic/circulation study for the proposed project will be prepared to meet the requirements of the City of Rancho Palos Verdes'Public Works Department,the City's General Plan Circulation Element,and disclosure of project impacts per CEQA. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 3 6-22 Per review of Appendix B of the 2004 Los Angeles County Congestion Management Program's (CMP) Guidelines for CMP Transportation Impact Analysis,a regional CMP-Ievel traffic analysis is not required for the proposed project since it would likely not add 50 or more weekday peak hour trips to a CMP facility (Western Avenue -SR 213 or Pacific Coast Highway). The tasks involved in conducting the project's TIA are described below. 1:Existing Circulation System Arch Beach Consulting will prepare a description of the existing circulation system of the study area and provide an assessment of the current circulation system.Specific topics to be included in this section of the TIA include: •Existing street system •Existing traffic volumes on Montemalaga Drive •Existing traffic controls •Existing pedestrian/bicycle facilities and equestrian trails •Transit service,including bus facilities (if any) •Special traffic generators Data Collection:This scope assumes that new roadway segment traffic counts will be collected on Montemalaga Drive.If the City has current (Le.,within the past one year)traffic counts in their databases, those counts will be requested and used.For purposes of this scope and budget,up to three (3)roadway segments will be counted for daily traffic volumes.Based on review of the existing traffic patterns in the study area,the following roadway segments will be considered for analysis: 1.Montemalaga Drive,west of Silver Spur Road 2.Montemalaga Drive,east of proposed project access 3.Montemalaga Drive,east of Via Del Monte This list of study area roadway segments will be confirmed with City staff prior to conducting traffic counts. Arch Beach Consulting will contract with a qualified traffic data collection firm to obtain 24-hour machine counts over a consecutive three-day weekday period for all study area roadway segments. Field Reconnaissance:Arch Beach Consulting will conduct field reconnaissance visits during the weekday peak periods.The purpose of this task is to confirm available data and information.The following will also be observed and evaluated: •Traffic patterns and circulation in the study area •Roadway characteristics •Pedestrian,bicycle,and equestrian facilities •Proximity of public transit service routes •Locations of adjacent schools (if any) 2:Preparation of Traffic/Circulation Analysis Arch Beach Consulting will prepare a traffic/circulation analysis for incorporation into project's IS/MND to determine the impacts of the proposed project in terms of vehicular,bicycle,and pedestrian accessibility and efficiency,and safety. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 4 6-23 Trip Generation:The trip generation estimates for the proposed project will be calculated based on trip rates published in ITE's Trip Generation,8th Edition.Review of various park trip rates from ITE indicates that the proposed project would not generate a significant number of trips during the weekday daily,a.m. and p.m.peak hours (less than 10 peak hour trips).Also,since there are numerous pedestrian and bicycle trails planned,a portion of traffic destined to the site would be from pedestrians and bicyclists in the adjacent residential neighborhoods.Prior to conducting any analysis,we will review our trip generation with the project team and the City to ensure accuracy for the traffic analysis. Site Plan,Circulation,and Parking:The current site plan will be reviewed with respect to on-site circulation and driveway ingress and egress.The site plan will also be evaluated for conformity with local and County standards,emergency vehicle access,and on-site circulation.A driveway sight distance analysis will be prepared per the Caltrans Highway Design Manual (HDM)for the proposed driveway on Montemalaga Drive.Improvements to the site plan will be recommended during the concept design phase as appropriate. Arch Beach Consulting will review the preliminary parking analysis prepared for the project (to be provided by the City),and assess the project's potential parking impacts.The parking analysis will determine whether there would adequate on-site parking for both typical and special event uses.The parking analysis will also determine whether parking demand would spill-over into the adjacent neighborhood,particularly along Ironwood Street,which would have pedestrian/bicycle access to the park. Transit,Bicycle/Pedestrian,and Equestrian Impact Analysis:Arch Beach Consulting will evaluate the potential additional transit use resulting from the proposed project (if any),consistent with City and the Los Angeles County Metropolitan Transportation Authority (MTA)standards.A qualitative bicycle/pedestrian and equestrian impact analysis will also be included in the study that will focus on safety,access, amenities,and consistency with any existing City and County policies. 3:Traffic/Circulation Study Document Prior to its use in the IS/MND,Arch Beach Consulting will prepare one draft study that includes work assumptions,analysis procedures,findings,graphics,impacts,and recommendations for review by the project team.Arch Beach Consulting will respond to one set of consolidated comments on the draft study. The text,graphics,and analysis will be modified as needed.Arch Beach Consulting will proceed with additional non-scoped work items only after receiving written authorization (if reqUired).Upon receipt of comments on the draft study,Arch Beach Consulting will prepare a final study that incorporates comments from the project team for inclusion in the IS/MND. 4:Meetings Arch Beach Consulting has budgeted for two (2)meetings with the Project Development Team,City or agency staff.Some of these meetings may also include a City Council Hearing.Additional meetings will be considered out-of-scope work that can be arranged on a time-and-materials basis through a contract amendment. 2(d)Photo View Simulations Willdan will prepare two (2)photo view simulations of the proposed park improvements.This task consists of:coordinating with staff to determine the desired view points;photographing the site;reviewing project plans;and preparing draft and final versions of the photo view simulations.Willdan would be available to prepare additional photo view simulations for an additional fee mutually agreeable to the City and Willdan. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 5 6-24 WlllDAN I 2(e)California Coastal Gnatcatcher Surveys AMEC Earth &Environmental Inc.(AMEC)will perform focused surveys for the California Gnatcatcher (CAGN)on areas identified during AMEC's initial field investigation.It is our understanding that the site is located in a Natural Communities Conservation Planning (NCCP)area.Thus,the proposed surveys will be conducted using survey protocol guidelines issued by the U.S.Fish and Wildlife Service (USFWS)for NCCP areas.All surveys shall be completed by a permitted biologist.The CAGN survey protocol for NCCP areas requires three (3)visits one week apart between February 15 and August 30.Surveys will only be performed at a time of day or during weather in which CAGN are likely to be detectable.Surveys will begin no later than one hour following sunrise,and will cease prior to 11 :00 a.m.No surveys will be conducted during very cold or very hot temperatures,nor during winds exceeding approximately 10 mph. Taped recordings of the calls of the CAGN will be played at regular intervals during the surveys. AMEC will prepare a focused survey report and supporting documentation.The supporting documentation will include a comprehensive species list,photographic figures,and site map.One revision to the draft report is included in this scope of services.A draft report will be furnished for review no later than 28 days after the survey is completed and will be submitted to the USFWS 45 days after the last survey.AMEC's report will discuss the methodologies used,results,and conclusions of the focused survey as specified by protocol.Maps included in the report will show the project vicinity,location,any suitable habitat for the CAGN,and locations of sightings detected during field surveys. 2(f)Delineate Jurisdication Waters and Acquire Regulatory Permits AMEC Earth &Environmental Inc.(AMEC)will delineate jurisdication waters and acquire regulatory permits.The tasks involved in conducting this assessment are described below. Delineation of Jurisdictional Waters Jurisdictional waters of the U.S.are regulated by the U.S.Army Corps of Engineers (USACE)under Section 404 of the Clean Water Act and by the Regional Water Quality Control Board (RWQCB)under Section 401 of the Clean Water Act.Jurisdictional waters of the State are regulated by the California Department of Fish and Game (CDFG)under Section 1602 of the State Fish and Game Code and by RWQCB under the Porter Cologne Act.In order to make a jurisdictional determination and delineate potential waters,an AMEC wetland specialist will perform the following tasks: •Review of Background Information:AMEC will review existing literature related to the site including historical topographic maps and aerial photos,National Wetland Inventory Maps,Soil Surveys,and other existing documentation for the site,in order to determine the extent of jurisdictional waters. AMEC will review preliminary engineering plans for the project to assess potential impacts to waters in the area. •Field Assessment and Delineation:An AMEC wetland specialist will visit the site to delineate jurisdictional waters using approved state and federal methods and collect data using GPS with sub- meter accuracy.Upstream and downstream information will be collected onsite,and through aerial photo interpretation,to complete a preliminary jurisdictional determination for the waterways. •Report and Impact Assessment:AMEC will produce a Jurisdictional Determination and Delineation Report that defines methods and results of the field assessment.Boundaries of jurisdictional waters will be overlaid onto aerial photographs for identification.Proposed impact areas will be overlaid onto the aerial photograph to identify and quantify impacts.Permitting requirements will be identified based on the results of the report. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 6 6-25 WlllDAN I Permitting Based on information provided,the following permits may be required for regulatory approval: •Section 404 of the Clean Water Act:Projects that require the deposition of fill material into waters of the U.S.require a Section 404 permit from the USACE.This scope assumes that impacts to waters would be less than 0.5 acres,allowing for the use of a Nationwide Permit. •Section 401 Water Quality Certification:Projects that require Section 404 permits also require Section 401 Water Quality Certification from the RWQCB.An application is required as well as a fee based,in this case,on the area of project disturbance ($640 Base Price +(Discharge area in acre x $2752)with a maximum fee of $40,000).Permit fee is not included in this scope. •Section 1600 of the State Fish and Game Code:Project activities that substantially alter a water of the State require a Streambed Alteration Agreement (SAA)from the CDFG.A fee is required based on the cost of the construction phase of the project (with a maximum fee of $4,482.75 for projects costing more than $500,000).Permit fee is not included in this scope. An AMEC Permitting Specialist will produce permit applications,provide for review and approval,submit applications,and follow up with agencies on a monthly basis to insure the proper permit processing timeline is maintained. The permitting schedule is contingent upon the completion of CEQA review prior to receipt of permits. RWQCB and CDFG will not finalize permits without an approved CEQA document.This Task does not include additional biological resource surveys if required by agencies.If field visits are requested by any of the permitting agencies,AMEC will provide the scope and cost of that field visit for approval prior to scheduling the visit. Contingencies •This Task does not include biological resource surveys if required by agencies,other than those included herein. •This Task does not include developing a mitigation plan that may required for unavoidable impacts to jurisdictional waters.Mitigation may be addressed in the planning phase and could be incorporated into permit applications if the information is available. •If potential impacts to listed species are identified during biological resource assessments,consultation with the U.S.Fish and Wildlife Service may be required during the 404 process. •The 404 process requires review of potential for impact to cultural resources.That could be addressed under a separate scope if necessary. •If field visits are requested by any of the permitting agencies,AMEC will provide the scope and cost of that field visit for approval prior to scheduling the visit. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 7 6-26 WlllDAN I Task 3 Initial Stud and Pro osed Miti ated Ne ative Declaration 3(a)Screencheck Draft Initial Study/Mitigated Negative Declaration Using the City's CEQA Environmental Checklist Form,Willdan will prepare an Screencheck Draft Initial Study and proposed Mitigated Negative Declaration (IS/MND)for review by City staff.The evaluation will include explanations of environmental impacts,which may be termed potentially significant,potentially significant unless mitigated,less than significant,or non-existent. Deliverables: •Five (5)printed copies and an electronic copy ofthe Screencheck IS/MND to the City. 3(b)Initial Study/Mitigated Negative Declaration After receiving the City's comments on the Screencheck Draft IS/MND and making the appropriate changes,Willdan will prepare a final version of the IS/MND. Deliverables: •Ten (70)printed copies and an electronic copy ofthe final version ofthe IS/MND to the City. 3(c)Public Notification and Circulation of the Document Willdan will assist the City in circulating the environmental document for public review.For this task, Willdan will submit fifteen (15)paper copies and one (1)electronic copy of the document to the State Clearinghouse along with a Notice of Completion (State Clearinghouse Transmittal Form).Willdan will also prepare a Notice of Intent to Adopt an MND for the City to pUblish,distribute,and post with the County Clerk. Deliverables: •Fifteen (75)paper copies and one (7)electronic copy of the IS/MND to the State Clearinghouse. •One (7)electronic version ofthe Notice of Intent to Adopt an MND for the City to distribute,publish,and post on the City's website. •Filing of the Intent to Adopt an MND with the County Clerk. •Mailing of up to fifty'(50)copies ofthe Notice ofIntent to Adopt an MND. Task 4 Ado tion Process 4(a)Responses to Comments CEQA does not require a Lead Agency to prepare formal responses to comments on an ND/MND. Nonetheless,upon the City's request,Willdan will prepare responses to comments on any environmental issues raised during the public review period.An administrative version of the responses to comments will be submitted to the City for review and comment.After receiving the City's comments,and making the appropriate changes,Willdan will submit a final version of the responses to comments to the City. Deliverables: •20 hours ofprofessional staff time for preparing responses to comments. 4(b)Mitigation Monitoring and Reporting Program If mitigation measures are required,a Mitigation Monitoring and Reporting Program must be completed prior to adoption of the MND.It may be included in the MND or take the form of a separate document, City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 8 6-27 which need not be circulated to the public.Willdan will prepare and submit an administrative version of the Mitigation Monitoring and Reporting Program to the City for review and comment.After receiving the City's comments and making the appropriate changes,Willdan will submit the final Mitigation Monitoring and Reporting Program to the City. Deliverables: •Draft and final versions ofthe Mitigation Monitoring and Reporting Program will be submitted to the City electronically. 4(c)Attendance at a Public Scoping Meeting and a City Council Meeting All key members of the Willdan team will be available to attend public meetings on the project,which are anticipated to include one public scoping meeting and one City Council meeting. Deliverables: •Attendance of Willdan's Project Manager and key personnel at two (2)pUblic meetings. 4(d)Notice of Determination Willdan will prepare a Notice of Determination (NOD)in accordance with Section 15094 of the State CEQA Guidelines for the City to file with the County Clerk.Willdan recommends the City file the NOD within five (5)days of adopting the MND to establish a 30-day Statute of Limitations. Deliverables: •Willdan will submit the Notice of Determination to the City electronically. o tional Task:I Cultural Resources Assessment Upon request,McKenna et al.(McKenna)would be available to conduct a cultural resources assessment of the project site.Grandview Park is located in the northern portion of Rancho Palos Verdes and consists of approximately 18 acres of open space.The park is surrounded by single family residential development and bisected by a dirt trail.The property has been disked (weed abatement),but represents an area of relatively undisturbed land on the Palos Verdes Peninsula.As one of the last areas of open space and relatively intact open space,the potential for identifying archaeological resources is considered relatively high. The tasks involved in conducting a cultural resources assessment of the Grandview Park site are described below. 1:Standard Archaeological Records Search:McKenna will complete a standard archaeological records search for the site.This research will be completed at the CalState Fullerton,South Central Coastal Information Center,Fullerton,CA.McKenna will review previously completed reports and obtain copies of pertinent cultural resource records.McKenna et al.will also review the historic maps for the area.This level of research will be used to assess the project area for buried cultural resource sensitivity. 2:Historic Background Research:McKenna has completed other projects within Rancho Palos Verdes and in nearby Rolling Hills Estates,Lomita,and Torrance.McKenna et al.will use previously compiled historic data and will supplement this data with project specific research through the Los Angeles County Archives in Norwalk and the County Assessor data files.McKenna will also review historic aerial photographs and compile information on file at the local historical society and/or library(ies). 3:Native American Consultation:McKenna will contact the Native American Heritage Commission, Sacramento,and inquire into their records on sacred or religious site locations.McKenna will also use the City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 9 6-28 Commission's listing of local Native American representatives to contact individuals wishing knowledge of projects and/or wishing to provide additional data. 4:Paleontological Overview.McKenna has a standard paleontological overview in-house that can be used in addressing these properties. 5:Field Survey:McKenna will complete a field survey of the property to obtain current property descriptions,conditions,and photo-document the area.McKenna will conduct an intensive field survey to identify and document any evidence of prehistoric,historic,or paleontological resources.The collected field data will be used to complete the preliminary evaluation of any identified resources and the required preparation of California Department of Parks and Recreation (DPR)523 forms. 6:Analysis and Report Preparation:McKenna will prepare a technical report in a format consistent with state (Office of Historic Preservation)data requirements.In this case the Archaeological Resource Management Report (ARMR)guidelines will be followed and all data required for studies in Los Angeles County will be included.The cultural reports will be completed for CEQA compliance.As such,identified resources will be formally recorded on the appropriate DPR 523 forms,as required,and the evaluation will be based on the CEQA criteria for significance or recognition.McKenna will also apply local (City)level criteria,as applicable. Task 1 Coordination Meetin sand Pro'ect Mana ement 1(a)Kick-Off and Coordination Meetings Willdan's Project Manager and key personnel will attend kick-off and coordination meetings with the City.It is anticipated that the kick-off meeting will clarify expectations,be used to discuss the schedule,identify City verses consultant responsibilities,and allow City staff to provide Willdan with current information about the proposed project.It is anticipated that coordination meetings may be conducted to review the Screencheck Draft Initial Study with City staff and to prepare for public hearings. Deliverables: •Attendance of Willdan's Project Manager at one kick-off meeting and additional coordination meetings (up to 72 hours ofstaff time are budgeted for this purpose). •Attendance of Wil/dan's key staff at kick-off and coordination meetings (up to 4 hours ofstaff time are budgeted for this purpose). 1(b)Project Management Willdan's assigned Project Manager will work as an extension of City staff.This approach optimizes the communication between the City and consultant team.Management activities include monitoring the City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 11 6-30 project budget and progress,ensuring critical timeline milestones are met,coordinating with the project team and City staff,and providing quality control review of all completed work products. Task 2 Research and Technical Studies 2(a)Biological Resources Assessment AMEC will conduct a biological resources assessment for the project.The tasks involved in conducting this assessment are described below. 1.Draft Biological Resources Assessment Report AMEC will prepare a draft biological resources assessment report for the subject site.The report will be written in general accordance with CEQA guidelines in a format that can be incorporated into an MND.The report will incorporate the following elements/methodology: Literature Review:AMEC will perform a literature review to identify previous occurrences of sensitive biological resources (if any)in the vicinity of the project site.This task will include a review of the California Department of Fish and Game (CDFG)California Natural Diversity Data Base (CNDDB)computerized data base,a review of the California Native Plant Society's (CNPS)Rare and Endangered Vascular Plants of California,a review of recent aerial photographs,and other pertinent documents from the AMEC library and project files (e.g.,other biological surveys from the general vicinity). Field Survey:A field survey of the park site will be conducted using methodologies appropriate for the detection of special-status species (if any)identified during the literature review.Depending on the timing (season)of the field survey,certain species (such as sensitive annual plant species)may be undetectable. However,habitat SUitability will be assessed for all special-status species potentially occurring on the site.If habitat is present on-site,focused surveys for species identified during the literature review process may be required and are not considered part of this proposal. Reporting:AMEC will prepare a summary report which will include methodologies,photos of the project site and a discussion of habitat detected on the site.The reports will be in general accordance with CEQA guidelines.Maps included in the report will show the occurrence(s)of any sensitive species identified during field surveys.The reports will also include conclusions and recommendations .(for incorporation into the Mitigation Monitoring and Reporting Program for the project. 2.Final Biological Resources Assessment Report Following review of the Draft IS/MND by City Staff,AMEC will make any necessary revisions to the biological elements of the document for incorporation into the FinaIIS/MND.We have included time for one report revision and we will provide electronic copies of the final report. 2(b)Noise Assessment MGA will conduct a noise assessment for the project.The tasks involved in conducting this assessment are described below. Existing Environment.Four short-term noise measurements will be made on or in the vicinity of the project site.The FHWA highway noise model ("FHWA Highway Traffic Noise Prediction Model,"FHWA-RD-77- 108)will be used in conjunction with the measurements to describe existing noise levels in the project vicinity.Community noise standards relevant to this project are contained in the City of Rancho Palos Verdes Noise Element and Noise Ordinance.Standards for the appropriate jurisdiction will be summarized and their relevance to the project discussed. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 12 6-31 Potential Impacts.The potential noise impacts can be divided into short-term construction noise,on-site impacts,and impacts on surrounding land uses. Noise levels generated by construction activities will be estimated at nearby sensitive receptors.Existing residences lie on all sides of the park site.The application of the City of Rancho Palos Verdes Noise Ordinance to control construction noise will be discussed. The noise impacts associated with the project's traffic on adjacent land uses will be assessed in terms of the CNEL noise scale.Potential traffic noise level increases will be calculated,presented,and compared to standard significance thresholds. The proposed park site is located adjacent to the existing residences on all four sides.The parking lots as well as recreation facilities (e.g.,basketball and tennis courts)have the potential to generate noise both in terms of game activities and crowd noise.Noise levels from park activities will be projected and compared to the City's Noise Ordinance limits or other suitable criteria.We have conducted noise measurements near similar facilities and will use these measurements to predict the noise levels generated by the proposed project.The resulting noise levels will be compared to ambient conditions and City standards to determine potential impacts. Mitigation Measures.Strategies will be identified for the control of noise as indicated by the impact analysis. 2(c)Traffic Impact Analysis Arch Beach Consulting will prepare a traffic impact analysis (TIA)for the project.This study will analyze the traffic and circulation impacts of the proposed development of an 18-acre City park with two "flex lawn" areas (for drop-in activities,picnicking,and relaxation);one basketball court;three tennis courts;a Family Fun Zone;playground and picnic areas;and,interactive learning areas.In addition,a skate park may also be proposed on site.Access to the project site would occur from a new driveway constructed on Locklenna Drive,east of Windport Drive.Pedestrian and bicycle access to the existing Upper Hesse Park will also be proVided internal to the site.Upper Hesse Park contains existing park amenities,a larger parking lot,and access to Locklenna Drive and Hawthorne Boulevard. Review of various park trip rates from the ITE indicates that the proposed project would not generate a significant number of trips during the weekday daily,a.m.and p.m.peak hours (less than 10 peak hour trips;and not including a skate park).Also,since the site is located within a residential community and bounded by a residential street,a portion of traffic destined to the site would be from pedestrians and bicyclists in the adjacent residential neighborhoods.Therefore,the traffic/circulation study will focus on the potential access and parking impacts to the adjacent residential neighborhood from the addition of potential traffic of the proposed project. The traffic/circulation study for the proposed project will be prepared to meet the requirements of the City of Rancho Palos Verdes'Public Works Department,the City's General Plan Circulation Element,and disclosure of project impacts per CEQA. Per review of Appendix B of the 2004 Los Angeles County Congestion Management Program's (CMP) Guidelines for CMP Transportation Impact Analysis,a regional CMP-Ievel traffic analysis is not required for the proposed project since it would likely not add 50 or more weekday peak hour trips to a CMP facility (Western Avenue -SR 213 or Pacific Coast Highway). City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 13 6-32 .WlllDAN I The tasks involved in conducting the project's TIA are described below. 1:Existing Circulation System Arch Beach Consulting will prepare a description of the existing circulation system of the study area and provide an assessment of the current circulation system.Specific topics to be included in this section of the TIA include: •Existing street system •Existing traffic volumes on Locklenna Drive •Existing levels of service at Hawthorne Boulevard/Locklenna Drive •Existing traffic controls •Existing pedestrian/bicycle facilities and equestrian trails •Transit service,including bus facilities (if any) •Special traffic generators Data Collection:This scope assumes that new a.m.and p.m.peak hour traffic counts will be collected at Hawthorne Boulevard/Locklenna Drive.Per the RFP,a preliminary traffic study has been prepared for the Lower Hesse Park neighborhood.If that document,or the City,has current (i.e.,less than one year)traffic counts in their databases,those counts will be requested and used.For purposes of this scope and budget,one (1)intersection will be counted for the a.m.and p.m.peak hours.Arch Beach Consulting will contract with a qualified traffic data collection firm to obtain peak hour traffic counts during a typical weekday,while school is in session. Field Reconnaissance:Arch Beach Consulting will conduct field reconnaissance visits during the weekday peak periods.The purpose of this task is to confirm available data and information.The following will also be observed and evaluated: •Traffic patterns and circulation in the study area •Roadway characteristics •Pedestrian,bicycle,and equestrian facilities •Proximity of public transit service routes •Locations of adjacent schools (if any) 2:Preparation of Traffic/Circulation Analysis Arch Beach Consulting will prepare a traffic/circulation analysis for incorporation into project's IS/MND to determine the impacts of the proposed project in terms of vehicular,bicycle,and pedestrian accessibility and efficiency,and safety. Trip Generation:The trip generation estimates for the proposed project will be calculated based on trip rates pUblished in ITE's Trip Generation,8th Edition.Review of various park trip rates from ITE indicates that the proposed project would not generate a significant number of trips during the weekday daily,a.m. and p.m.peak hours (less than 10 peak hour trips;and not including a skate park).Also,since the site is located within a residential community and bounded by a residential street,a portion of traffic destined to the site would be from pedestrians and bicyclists in the adjacent residential neighborhoods.Prior to conducting any analysis,we will review our trip generation with the project team and the City to ensure accuracy for the traffic analysis. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 14 6-33 If a skate park is proposed at a later stage,Arch Beach Consulting will research skate park trip rates from previously approved facilities,and include those in the trip generation analysis. Intersection Level of Service Analysis.Intersection analysis and impact threshold determination will be performed according to City requirements.Per consultation with the City Traffic Engineer on other recent projects,the County of Los Angeles,Traffic Impact Analysis Report Guidelines (1997)was used for TIAs previously prepared in the City.Analysis of the unsignalized intersection of Hawthorne Boulevard/Locklenna Drive will be based on the Highway Capacity Manual (HCM)methodology.The assessment of intersection conditions addresses levels of service (LOS),in terms of control delay values. The TRAFFIX level of service software package will be used to determine intersection LOS.For any impact found to be significant we will determine the traffic contribution from the proposed project.The thresholds to be used for significance criteria will be consistent with City guidelines. Site Plan,Circulation,and Parking.The current site plan will be reviewed with respect to on-site circulation and driveway ingress and egress.The site plan will also be evaluated for conformity with local and County standards,emergency vehicle access,and on-site circulation.A driveway sight distance analysis will be prepared per the Caltrans Highway Design Manual (HOM)for the proposed driveway on Locklenna Drive. Improvements to the site plan will be recommended during the concept design phase as appropriate. Arch Beach Consulting will review the preliminary traffic study prepared for the Lower Hesse Park neighborhood (to be provided by the City),and assess the project's potential impacts to neighborhood traffic circulation.According to the RFP,this preliminary study analyzes existing traffic conditions and accounts for access and circulation along Locklenna Drive,Verde Ridge Road,and Hawthorne Boulevard. Traffic calming measures have been recommended in the preliminary analysis.These measures and other recommendations will be evaluated and included in the traffic/circulation study for the IS/MND as appropriate. Arch Beach Consulting will also review the preliminary parking analysis prepared for the project (to be provided by the City),and assess the project's potential parking impacts.The parking analysis will determine whether there would adequate on-site parking for both typical and special event uses.The parking analysis will also determine whether parking demand would spill-over into the adjacent neighborhood,particularly along Locklenna Drive. Transit,Bicycle/Pedestrian,and Equestrian Impact Analysis.Arch Beach Consulting will evaluate the potential additional transit use resulting from the proposed project (if any),consistent with City and the Los Angeles County Metropolitan Transportation Authority (MTA)standards.A qualitative bicycle/pedestrian and equestrian impact analysis will also be included in the study that will focus on safety,access, amenities,and consistency with any existing City and County policies. 3:Traffic/Circulation Study Document Prior to its use in the IS/MND,Arch Beach Consulting will prepare one draft study that includes work assumptions,analysis procedures,findings,graphics,impacts,and recommendations for review by the project team.Arch Beach Consulting will respond to one set of consolidated comments on the draft study. The text,graphics,and analysis will be modified as needed.Arch Beach Consulting will proceed with additional non-scoped work items only after receiving written authorization (if required).Upon receipt of comments on the draft study,Arch Beach Consulting will prepare a final study that incorporates comments from the project team for inclusion in the IS/MND. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 15 6-34 4:Meetings Arch Beach Consulting has budgeted for two (2)meetings with the Project Development Team,City or agency staff.Some of these meetings may also include a City Council Hearing.Additional meetings will be considered out-of-scope work that can be arranged on a time-and-materials basis through a contract amendment. 2(d)Photo View Simulations Willdan will prepare two (2)photo view simulations of the proposed park improvements.This task consists of:coordinating with staff to determine the desired view points;photographing the site;reviewing project plans;and preparing draft and final versions of the photo view simulations.Willdan would be available to prepare additional photo view simulations for an additional fee mutually agreeable to the City and Willdan. 2(e)California Coastal Gnatcatcher Surveys AMEC Earth &Environmental Inc.(AMEC)will perform focused surveys for the California Gnatcatcher (CAGN)on areas identified during AMEC's initial field investigation.It is our understanding that the site is located in a Natural Communities Conservation Planning (NCCP)area.Thus,the proposed surveys will be conducted using survey protocol guidelines issued by the U.S.Fish and Wildlife Service (USFWS)for NCCP areas.All surveys shall be completed by a permitted biologist.The CAGN survey protocol for NCCP areas requires three (3)visits one week apart between February 15 and August 30.Surveys will only be performed at a time of day or during weather in which CAGN are likely to be detectable.Surveys will begin no later than one hour following sunrise,and will cease prior to 11 :00 a.m.No surveys will be conducted during very cold or very hot temperatures,nor during winds exceeding approximately 10 mph. Taped recordings of the calls of the CAGN will be played at regular intervals during the surveys. AMEC will prepare a focused survey report and supporting documentation.The supporting documentation will include a comprehensive species list,photographic figures,and site map.One revision to the draft report is included in this scope of services.A draft report will be furnished for review no later than 28 days after the survey is completed and will be submitted to the USFWS 45 days after the last survey.AMEC's report will discuss the methodologies used,results,and conclusions of the focused survey as specified by protocol.Maps included in the report will show the project vicinity,location,any suitable habitat for the CAGN,and locations of sightings detected during field surveys. Task 3 Initial Stud and Pro osed Miti ated Ne ative Declaration 3(a)Screencheck Draft Initial Study/Mitigated Negative Declaration Using the City's CEQA Environmental Checklist Form,Willdan will prepare an Screencheck Draft Initial Study and proposed Mitigated Negative Declaration (IS/MND)for review by City staff.The evaluation will include explanations of environmental impacts,which may be termed potentially significant,potentially significant unless mitigated,less than significant,or non-existent. Deliverables: •Five (5)printed copies and an electronic copy of the Screencheck ISIMND to the City. 3(b)Initial Study/Mitigated Negative Declaration After receiving the City's comments on the Screencheck Draft IS/MND and making the appropriate changes,Willdan will prepare a final version of the IS/MND. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 16 6-35 Deliverables: •Ten (70)printed copies and an electronic copy of the final version ofthe IS/MND to the City. 3(c)Public Notification and Circulation of the Document Willdan will assist the City in circulating the environmental document for public review.For this task, Willdan will submit fifteen (15)paper copies and one (1)electronic copy of the document to the State Clearinghouse (if required)along with a Notice of Completion (State Clearinghouse Transmittal Form). Willdan will also prepare a Notice of Intent to Adopt an MND for the City to publish,distribute,and post with the County Clerk. Deliverables: •Fifteen (15)paper copies and one (1)electronic copy of the IS/MND to the State Clearinghouse. •One (7)electronic version of the Notice of Intent to Adopt an MND for the City to distribute,publish,and post on the City's website. •Filing ofthe Intent to Adopt an MND with the County Clerk. •Mailing ofup to fifty (50)copies of the Notice of Intent to Adopt an MND. Task 4 Ado tion Process 4(a)Responses to Comments CEQA does not require a Lead Agency to prepare formal responses to comments on an ND/MND. Nonetheless,upon the City's request Willdan will prepare responses to comments on any environmental issues raised during the public review period.An administrative version of the responses to comments will be submitted to the City for review and comment.After receiving the City's comments,and making the appropriate changes,Willdan will submit a final version of the responses to comments to the City. Deliverables: •20 hours of professional staff time for preparing responses to comments. 4(b)Mitigation Monitoring and Reporting Program If mitigation measures are required,a Mitigation Monitoring and Reporting Program must be completed prior to adoption of the MND.It may be included in the MND or take the form of a separate document, which need not be circulated to the pUblic.Willdan will prepare and submit an administrative version of the Mitigation Monitoring and Reporting Program to the City for review and comment.After receiving the City's comments and making the appropriate changes,Willdan will submit the final Mitigation Monitoring and Reporting Program to the City. Deliverables: •Draft and final versions of the Mitigation Monitoring and Reporting Program will be submitted to the City electronically. 4(c)Attendance at a Public Scoping Meeting and a City Council Meeting All key members of the Willdan team will be available to attend public meetings on the project,which are anticipated to include one public scoping meeting and one City Council meeting. Deliverables: •Attendance of Willdan's Project Manager and key personnel at two (2)public meetings. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 17 6-36 ·WlllDAN I 4(d)Notice of Determination Willdan will prepare a Notice of Determination (NOD)in accordance with Section 15094 of the State CEQA Guidelines for the City to file with the County Clerk.Willdan recommends the City file the NOD within five (5)days of adopting the MND to establish a 3D-day Statute of Limitations. Deliverables: •Willdan will submit the Notice of Determination to the City electronically. o tiona I Task:Cultural Resources Assessment Upon request,McKenna et al.(McKenna)would be available to conduct a cultural resources assessment of the project site.Lower Hesse Park is the southern extent of Upper Hesse Park and consists of approximately 18 acres of relatively undisturbed land adjacent to the existing recreational complex and residential properties.The property exhibits some minor improvements (trails,parking,and some minor park-related features).The property has been disked (weed abatement)and has a small drainage bisecting the property.Located in the southern portion of Rancho Palos Verdes,this area is considered sensitive for the presence of archaeological and paleontological resources. The tasks involved in conducting a cultural resources assessment of the Lower Hesse Park site are described below. 1:Standard Archaeological Records Search:McKenna will complete a standard archaeological records search for the site.This research will be completed at the CalState Fullerton,South Central Coastal Information Center,Fullerton,CA.McKenna will review previously completed reports and obtain copies of pertinent cultural resource records.McKenna et al.will also review the historic maps for the area.This level of research will be used to assess the project area for buried cultural resource sensitivity. 2:Historic Background Research:McKenna has completed other projects within Rancho Palos Verdes and in nearby Rolling Hills Estates,Lomita,and Torrance.McKenna et al.will use previously compiled historic data and will supplement this data with project specific research through the Los Angeles County Archives in Norwalk and the County Assessor data files.McKenna will also review historic aerial photographs and compile information on file at the local historical society and/or library(ies). 3:Native American Consultation:McKenna will contact the Native American Heritage Commission, Sacramento,and inquire into their records on sacred or religious site locations.McKenna will also use the Commission's listing of local Native American representatives to contact individuals wishing knowledge of projects and/or wishing to provide additional data. 4:Paleontological Overview:McKenna has a standard paleontological overview in-house that can be used in addressing these properties. 5:Field Survey:McKenna will complete a field survey of the property to obtain current property descriptions,conditions,and photo-document the area.McKenna will conduct an intensive field survey to identify and document any evidence of prehistoric,historic,or paleontological resources.The collected field data will be used to complete the preliminary evaluation of any identified resources and the required preparation of California Department of Parks and Recreation (DPR)523 forms. 6:Analysis and Report Preparation:McKenna will prepare a technical report in a format consistent with state (Office of Historic Preservation)data requirements.In this case the Archaeological Resource Management Report (ARMR)guidelines will be followed and all data required for studies in Los Angeles City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 18 6-37 WlllDAN I County will be included.The cultural reports will be completed for CEQA compliance.As such,identified resources will be formally recorded on the appropriate DPR 523 forms,as required,and the evaluation will be based on the CEQA criteria for significance or recognition.McKenna will also apply local (City)level criteria,as applicable. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 19 6-38 WILLDAN I Cost Estimate We are committed to negotiating a fee that is mutually agreeable to the City and Willdan.Our proposed cost estimates for the two projects are presented on the following pages.These cost estimates identify the anticipated fee per task,along with identifying the person-hours and expenses anticipated per task.This "menu"of tasks/fees allows the City to eliminate tasks that the City feels are unnecessary.We are open to any suggestions that the City may have to reduce our fees to meet the City's needs. Please note the following regarding our proposed cost estimates: •Willdan's key employees are offered to the City at discounted rates.Notably,Willdan's Project Manager is offered to the City at a special rate of $125 per hour. •The proposed fee assumes one round of City review of administrative draft versions of the environmental documents,and we have included 24 hours of professional Willdan staff time for responding to City comments and transforming each of the administrative draft documents into final versions. •If multiple administrative reviews of the environmental documents are requested by the City,additional Willdan staff time will be necessary.If such a scenario arises,Willdan will notify the City before exceeding the established budget and will work with the City to obtain a mutually agreeable budget augmentation. •The proposed fee assumes a reasonable amount of comments will be received on the draft CEQA documents,considering the type of project and the anticipated level of community involvement.As such,we have budgeted up to 20 hours of professional Willdan staff time in preparing responses to comments for each project.However,if a large number of comments are received,or if uniquely substantive comments are submitted,additional staff time could be necessary.If such a scenario arises,Willdan will notify the City before exceeding the established budget and would work with the City to obtain a mutually agreeable budget augmentation. •Optional tasks and their corresponding fees are not included in cost totals. •The proposed fee assumes the Project Description will not substantially change during the course of work.If the Project Description changes during the course of work,additional Willdan staff time may be necessary to adjust the CEQA document and technical studies accordingly.If such a scenario arises, Willdan will notify the City before exceeding the established bUdget and would work with the City to obtain a mutually agreeable budget augmentation. •Reimbursable items,including subconsultant costs,will be billed with a 10%mark-up. •Any technical studies required to prepare the projects'CEQA documentation other than those specifically identified in our proposed scope of work are assumed to be outside the scope of this proposal.At the City's request,Willdan will be available to prepare any additional technical studies per the mutual agreement of the City and Willdan. •Willdan assumes that the project site will be accessible to any field investigation personnel executing the tasks identified in this proposal and that repeat site visits will not be necessary due to inaccessible areas. City of Rancho Palos Verdes Environmental Documents for Grandview Park and Lower Hesse Park 22 6-41 Schedule -----------------------_._-- Our proposed schedules for the environmental documents are presented on the following page.Our schedules reflect the project schedules identified in the RFP,which we believe are reasonable.We understand the importance of completing the projects'CEQA processes in a timely manner and the Willdan team is committed to meeting any reasonable schedule the City desires. The Willdan team offers the following strategies to prevent delays and expedite the CEQA process: •Our team includes firms and individuals with existing knowledge and baseline information that allow us to hit the ground running. •We are prepared to initiate biological resource surveys immediately upon authorization to ensure surveys are conducted at the appropriate time of year. •We are prepared to initiate traffic counts immediately upon authorization to ensure counts are taken while school is in session. •MGA will coordinate early and often with Arch Beach Consulting to obtain the needed traffic data for the noise investigations.
