RECOMMENDATIONS
1.Receive oral report.
INTRODUCTION
On March 1,2011 the City Council authorized staff to pursue a State grant,including
submission of the grant application,as a means to dose the gap between available City
funds for the San Ramon Canyon project and anticipated costs.With the application
deadline of April 15th approaching,staff desires to summarize application highlights for
the Council.
BACKGROUND AND DISCUSSION
On March 1,2011,the City Council identified a preferred alternative for the San Ramon
Canyon Project.The planning level construction cost estimate for that alternative is
$19.2M,as detailed in the Project Study Report (PSR).In addition,the City has already
committed or anticipates committing another $1.5M towards the project for development
of the PSR,final design and environmental clearances,land movement monitoring and
costs related to the sewer relocation.This brings the total estimated cost to implement
the project,inclusive of monies already spent,to $20.7M.Given the scale of this
estimated cost,staff is pursuing funding assistance from a number of sources outside the
City.
One of these potential sources is the Storm Water Flood Management Grant
administered by the California Department of Water Resources,for which Staff is

preparing an application.This grant is administered through that Department's Integrated
Regional Water Management (IRWM)Program,requiring the project to be listed on the
Greater Los Angeles County IRWM Planning Group's list of adopted projects.The San
Ramon Canyon Flood Reduction Project has been listed (project #14712)and
acknowledged by that Group's Executive Committee.In addition,the project grant
application has already garnered the support of Assemblymember Bonnie Lowenthal,
Senator Roderick Wright,and the South Bay Cities Council of Governments and is
anticipating letters of support from other local officials who have shown support for the
project in Federal funding pursuits.
As part of the application the City will demonstrate the merits of the project to protect life
and property in two cities,reduce or eliminate interruption of access along PVDE and
PVDS/251h Street,reduce or eliminate business interruptions,eliminate the need for other
mitigating projects,avoid potential sewage spills,restore the streambed and riparian
habitat in the canyon,improve water quality delivered to the ocean,and stabilize the
Tarapaca landslide.The City has weighed these benefits against anticipated costs and
will present a favorable benefit to cost ratio.The application will show a project estimate
of $20.7M and will seek $9.6M (46%)in funding from the State.
Staff has also completed the process for listing the project with Senator Boxer's call for
projects under the reauthorization of the Water Resources Development Act (WRDA)and
is awaiting a chance to do the same for the SAFETEA-LU (highway)bill.Grant funds
awarded by the State may be used to meet the match requirement of the Federal funding
begin pursued for the project,and vice-versa.
CONCLUSION
City Staff is prepared to meet the April 15,2011 deadline to submit the application for a
Storm Water Flood Management Grant,as authorized by City Council on March 1,2011.
No further Council action is needed prior to submittal.The application will show the
project meets multiple grant objectives including reduction of flood damage,water quality
improvements,erosion control and environmental restoration.The application will
demonstrate that the project is cost-effective and strongly supported by our neighboring
agencies and elected officials.
