BACKGROUND Rolling Hills Riviera Homeowner's Association (HOA)is one of the largest HOA organizations in the City and includes residential neighborhoods surrounding Dodson Middle School,a LAUSD school within the boundaries of the City.Dodson Middle School is bordered by Avenida Aprenda to the north,South Montereina to the west, Avenida Estudiante to the south and Avenida Cuaderno to the east.All streets are RPV public streets.A map of the area is included in the appendix. In a series of email correspondences beginning in May 2010,a resident on Avenida Aprenda expressed an interest in the permit parking program as a means to help alleviate traffic impacts associated with activities directly related to Dodson Middle School. The Traffic Safety Commission (TSC),staff and Deputy Chris Knox began conducting site visits and meeting with the school's administration to better understand the issues. On three separate occasions,it was observed that Dodson staff and faculty routinely park along RPV residential streets that are closer to their classrooms as opposed to parking in the staff-designated parking lot on campus.Parking on the street is preferred over parking in the staff lot because it saves lime when beginning and ending 7-1 their work shift.Additionally,since 90%of on-street parking spaces adjacent to the school are occupied many parents,during pick-up,double-park along Avenida Aprenda while waiting to pick up students,thus,creating a traffic jam.Entering and exiting this neighborhood during dismissal times is very difficult.Many other traffic violations occur during this time including,blocking of private driveways,knocking over of trash cans and disregarding of established traffic controls. After much consideration,field observation,increased enforcement and communication with the school administration,staff and the TSC conclude establishing residential permit parking on various streets around the school will mitigate traffic related impacts that are a direct result of school activities. The Rolling Hills Riviera HOA has formally requested that the City establish a permit parking program on Avenida Aprenda,Eldena Drive,Montereina Drive Alaflora Drive, Calzada Drive and Avenida Estudiante to enable residents in this area as well as their guests the opportunity of parking and accessing their driveways during school hours. DISCUSSION In accordance with Municipal Code Chapter 10.20,a neighborhood may apply for permit parking with a minimum 60%approval by residents.A petition signed by at least 60%of the affected residents was received and verified.Staff conducted a field survey and has determined that permit parking would be appropriate for this area.Copies of email correspondence and petition are included as an attachment. The permit parking would apply to the following streets,Monday through Friday from 8:00 a.m.to 3:00 p.m.,school days only: Avenida Aprenda Eldena Drive Montereina Drive Alaflora Drive Calzada Drive Avenida Estudiante (residential side from Avd.Cuaderno to Montereina Dr.) (both sides from Avd.Aprenda to Redondela Dr.) (residential side from Avd.Aprenda to Montereina Dr.) (both sides,entire length) (both sides,entire length) (residential side from Montereina Dr.to Avd.Cuaderno) The conditions and terms of the permit parking program around Dodson Middle School is outline in the attached Resolution No.2011-xxx. FISCAL IMPACT Adopting staff's recommendation will not result in an impact to the FY 2010-2011 budget.A trust deposit,covering the costs for staff processing time,decals and neighborhood signs,from the Rolling Hills Riviera HOA will be required to establish the program. Attachments: Rolling Hills Riviera Neighborhood Site Map Resolution No.2011-_A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PERMIT W:\Pam\Staff Reports\2011\4-5-11\Rolling Hills Riviera Permit Parking\RPVCCA_20110405 Rolling Hills Riviera Permit Parking.doc7-2 PARKING ON VARIOUS STREETS IN THE ROLLING HILLS RIVIERA NEIGHBORHOOD Email correspondence from Mr.Bob West Traffic petition to establish permit parking on Avenida Aprenda W:\Pam\Slaff Reports\2011\4·S·11\Rolling Hills Riviera Permit Parking\RPVGCA_2011 0405 Rolling Hills Riviera Permit Parking.doc7-3 7-4 RESOLUTION NO.2011-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING PERMIT PARKING ON VARIOUS STREETS IN THE ROLLING HILLS RIVIERA NEIGHBORHOOD THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND,ORDER AND RESOLVE AS FOLLOWS: WHEREAS,Chapter 10.20 of the Rancho Palos Verde Municipal Code authorizes the City Council to establish permit parking areas in the City by resolution pursuant to the authority provided by California Vehicle Code Section 22507;and WHEREAS,Dodson Middle School,a LAUSD school located in Rancho Palos Verdes has a large student body with approximately 90%of students arriving via bus or personal vehicle from outside of Rancho Palos Verdes.The school provides adequate on-campus parking for faculty and staff.However,due to the parking lot's proximity to certain classrooms and the District's policy of maintaining limited access onto the campus,faculty and staff are parking on neighborhood streets,thus creating traffic hazards and parking impacts;and WHEREAS,the residents along Avenida Aprenda,Eldena Drive,Montereina Drive,Alaflora Drive,Calzada Drive and Avenida Estudiante have requested the City to regulate the parking in this neighborhood to address the parking problems associated with school-related activities;and WHEREAS,the establishment of permit parking Monday through Friday from 8:00am to 3:00pm,school days only,is intended to relieve traffic congestion along these streets,reduce traffic hazards and environmental pollution created by nonresident vehicular parking,and is necessary to provide reasonably available and convenient parking for the benefit of residents and their guests within the area during this time. NOW,THEREFORE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY RESOLVE AND ORDER AS FOLLOWS: Section 1.Reguired Findings.The City Council finds that the establishment of a permit parking area for Avenida Aprenda,Eldena Drive,Montereina Drive,Alaflora Drive,Calzada Drive and Avenida Estudiante from 8:00 am to 3:00 pm,Monday through Friday,school days only,is necessary to relieve overcrowding on those streets caused by parking associated with non-residents desiring to park near Dodson Middle School. The overcrowding of parked vehicles in this area is the source of traffic congestion and 1343656-1 7-5 hazards,air pollution,and other adverse environmental impacts.These impacts have resulted in deterioration in the residential quality and character of the neighborhood to the detriment of the residents and property values.For these reasons,the City Council finds that the establishment of a permit parking area for the streets listed in Section 2 of this Resolution between 8:00 am and 3:00 pm,Monday through Friday,school days only,is necessary to avoid the adverse impacts upon the adjacent residential area indicated above and to provide reasonably available and convenient parking for the benefit of the residents along these streets during those periods. Section 2.Designation of Permit Parking Area.Based upon the findings in Section 1,the following areas are designated for permit parking: Avenida Aprenda Eldena Drive Montereina Drive Alafiora Drive Calzada Drive Avenida Estudiante (residential side from Avenida Cuaderno to Montereina Dr.) (both sides of the street from Avenida.Aprenda to Redondela Dr.) (residential side from Avenida.Aprenda to Montereina Dr.) (both sides,entire length) (both sides,entire length) (residential side from Montereina Dr.to Avenida. Cuaderno) Section 3.Designation of Parking Restrictions.Pursuant to Section 22507 and paragraph (n)of Section 22651 of the Vehicle Code,the permit parking restrictions on the portions of the streets listed in Section 2 above in the Rolling Hills Riviera neighborhood shall be as follows: No parking between 8:00 a.m.of one day and 3:00 p.m.of the same day except by permit,Monday through Friday,school days only. Section 4.Posting of Signs.The parking prohibitions contained in Section 3 of this Resolution shall not become effective until signs have been posted giving adequate notice of the parking restrictions imposed by this resolution.The Director of Public Works is hereby authorized to erect such signs. City Clerk 1343656-1 7-7 Page 1 of 1 Nicole Jules From:Robertrnch@aol.com Sent:Tuesday,May 04,2010 3:02 PM To:chateau4us@all.net Cc:nicolej@rpv.com Subject:Permit Parking on Avenida Aprenda,Info for RHRHA President Jean,FYI.My wife and I went to the RPV City Hall this morning,Tuesday,May 4th 2010,and met with Nicole Jules of the Public Works Department regarding the status of the suspended Permit Parking program.She sent you a copy of her response to my email inquiry.She graciously took time out of her busy schedule to inform me that she is working to come up with a new policy regarding fees and waiver of fees around schools.I recently canvassed the impacted residents on Avenida Aprenda and have received much interest in having resident permit parking.The residents feel that it is wrong and unfair that all of the street parking in front of their homes during the school day is taken by Dodson Middle School staff.No one;friends,visitors,gardeners, house cleaners,care takers,pool men,plumbers,ambulances,etc.can park near or in front of their homes.I am meeting with Nicole Jules this coming Thursday morning to get the new permit applications.I will coordinate delivering the applications and do what else to be done to be sure the request is in ASAP as Ms. Jules suggested.We were especially concerned what the city plans to do regarding traffic safety improvements around Dodson.Ms.Jules said Mr.Collier the principal opposes a drop off and pick up zone on the school side of the street as proposed.He appears to be more concerned about having street parking available for his staff than improving traffic safety on Avenida Aprenda even though the school parking lot has lots of available parking spots!If the city decides to go ahead with their proposal this would have a much greater impact on our residential side of the street parking so permit parking would be the only way to protect ourselves from having the Dodson staff take up all of the available parking on Avenida Aprenda and Eldena.(which is currently impacted near Aprenda).Ms.Jules is very aware of the problem and I believe she will take everything into consideration to improve traffic safety and give us some parking relief as part of that process.I hope,you,as our new president will support our efforts regarding parking on Avenida Aprenda and show the support by writing to the city supporting traffic and parking improvements not only on Aprenda but all around Dodson and the streets leading to and from Dodson.Your proactive support for our community will be appreciated.,Bob West 3/29/2011 7-8 Page 1 of I Nicole Jules From:Robertrnch@aol.com Sent:Monday,May 10,2010 10:48 AM To:nicolej@rpv.com Cc:chateau4us@att.net Subject:Traffic Petition,Permit Parking on Avenida Aprenda Attachments:Petition.jpg Dear Ms.Jules:Last weekend my wife and I went door to door on Avenida Aprenda from Avenida Cuaderno to Montereina.We presented the attached Traffic Petition to each household and explained the request as noted on the petition.We received support from everyone that we contacted.The support for this petition clearly exceeds the 60 %support required by Section 10.20.010 of the Rancho Palos Verdes Municipal Code.The residents clearly expressed their wish to be able to park in front or near their homes.This included Eldena which is adjacent to the homes on the corner of Aprenda and Eldena.These two homes have little parking space on Aprenda due to prohibited parking (red)zones in front and around the corner on Eldena. Please advise me as what needs to be done by the residents to get the requested permit parking.As per the Petition we are requesting Permit Parking Monday through Friday,8:00 a.m.to 3:00 p.m.school days. We prefer that any signs say school days as the parking problem is only on those days when school is session. We believe that our request will improve traffic in that parents will be able to use any available parking in front of our homes to drop off and pick up their children before 8:00 a.m.and after 3:00 p.m ..The issue of restricted parking possibiy being expanded on the school side of the street was presented to the residents and the consensus was that it would exacerbate the problem and that then restricted parking would be absolutely needed to allow residents to park anywhere near their homes! Your help with this matter is appreciated.
