BACKGROUND In November 2009,the City received a request from Mr.Scott Burack requesting a posted "STOP"sign to be installed for both directions of Ambergate Drive at Brookford Drive.Mr.Burack sent an email correspondence to staff indicating the reasons for the request.Subsequent to receiving Mr.Burack's request,at the recommendation of the Traffic Safety Commission,staff investigated the traffic history for this location and found that previous studies and actions had been conducted in the past consistent with the City's Neighborhood Traffic Calming Manual.Table 1 summarizes the previous actions taken by the Public Works Department. Table 1 -Summary of Actions Taken December 2003 September 2005 Increase enforcement October 2006 Reduce speeding on Ambergate Drive Modified striping and Installed signs 7-1 Ambergate Drive at Brookfood Drive Stop Controls March 15,2011 Page 2 The City's consulting Traffic Engineer,Willdan,conducted an all-way stop analysis for the location and the results are included in the discussion below.A copy of Willdans' study is included as an attachment to this report. DISCUSSION Ambergate Drive and Brookford Drive are two-lane,36-foot wide local roadways that qualify for the prima facie 25 mph residential speed limit.Fronting development is single family residential.There is curb and gutter on both sides ofthe roadways,with sidewalk on both sides for most of their length. The City has a stop sign policy that outlines the requirements and guidelines for installation of a stop sign.A traffic engineering study has been completed that evaluates the Federal mandated warrants to justify installation of a stop sign. Based on the analysis,a stop sign on Ambergate Drive is not currently warranted.The analysis takes into account vehicular volumes,sight distance and the number of collisions. The number of collisions is provided by the Sheriff's department and is based on reported collisions (cases where the party's involved chose to file a report and whether the responding officer chose to write the report).In this case,there was only one reported collision in the past two years. At the two public hearings held by the TSC,September 13,2010 and October 25,2010, members of the community testified that this location has been the subject of many more collisions than were reported.Photos and copies of insurance documents were presented as proof that past collisions have occurred that were not reported nor accounted for in the analysis. Based on public testimony and sheriff's department input,the TSC concluded that the results of the study could have resulted in a stop sign being warranted for this location due to a large number of unreported collisions and that a stop sign should be installed.Staff concurs with this conclusion.Additionally,the City's consulting Traffic Engineer supports the recommendation as well. At the conclusion of the October 25,2010 TSC meeting,staff took the following steps to improve traffic conditions along Ambergate Drive near the intersection of Brookford Drive: •Restriped Ambergate Drive to narrow the travel lanes from 18'to 12'with a 6'curb- parking lane. •Installed 25 mph signs at periodic intervals along Ambergate Drive •Stenciled 25 mph pavement legends adjacent to the 25 mph signs for increased visibility and speed limit awareness. •Trimmed back overgrown trees to improve visibility The above improvements were completed during the week of January 17,2011.With the addition of four-way stop controls at the intersection of Ambergate Drive and Brookford Drive,traffic conditions along Ambergate Drive will improve. 7-2 Ambergate Drive at Brookfood Drive Stop Controls March 15,2011 Page 3 Resolution No.2011-xxx is included as an attachment to this staff report that establishes the four-way stop controls at the intersection of Ambergate Drive and Brookford Drive. CONCLUSION Adopting staff's recommendations will establish four-way stop controls at the intersection of Ambergate Drive and Brookford Drive. FISCAL IMPACT The cost to implement staff's recommended actions is approximately $600.Funding for the proposed improvements is included in the Traffic Management Program of the FY 10-11 budget. Attachments:Resolution No.2011-xxx Willdan's All-way stop analysis Correspondence related to the All-way stop request 7-3 RESOLUTION NO.2011-_ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES ESTABLISHING ALL-WAY STOP CONTROLS AT THE INTERSECTION OF AMBERGATE DRIVE AND BROOKFORD DRIVE THE CITY COUNCIL OF THE CITY OF RANCHO PALOS VERDES DOES HEREBY FIND,ORDER AND RESOLVE AS FOLLOWS: WHEREAS,Section 21351 of the California Vehicle Code authorizes the City to place and maintain,or cause to be placed and maintained,such appropriate signs, signals or other traffic control devices as may be necessary properly to indicate and carry out the provisions of the Vehicle Code or local traffic ordinances or to warn or guide traffic;and WHEREAS,formal police reports of accidents did not support the warrant for an all-way stop at this intersection,that the neighbors presented other evidence demonstrating that 6 additional collisions have occurred at this intersection during the last 3 years,which demonstrates that the intersection does comply with the warrant requirement to establish three way stop controls,and that the Traffic Engineer recommends the installation of the three-way stop controls;and NOW,THEREFORE,IN ACCORDANCE WITH SECTION 10.04.010 OF THE RANCHO PALOS VERDES MUNICIPAL CODE,THE CITY COUNCIL DOES HEREBY RESOLVE AND ORDER AS FOLLOWS; Section 1.All-way stop controls are hereby established at the intersection of Ambergate Drive and Brookford Drive. Section 2.The City Clerk is hereby ordered to file certified copies of this Resolution with the Los Angeles County Sheriff's office. Section 3.The all-way stop controls established in Section 1 of this Resolution shall become effective upon posting of the appropriate signs and markings. Section 4.The City Council of the City of Rancho Palos Verdes does hereby authorize and direct the City Manager to cause signage to be erected indicating where the turning restrictions are established. Ambergate Drive is a two-lane north-south residential street.Brookford Drive isa two-lane east- west residential street,with a stop sign at Ambergate Drive.Brookford Drive tees into Ambergate Drive from the west.The updated all-way stop study indicates that the study intersection does not meet the minimum requirements of the City's policy for installing all-way stop controls. The traffic study was based on the City's policy for installing an all-way stop at the intersection of two local streets.Twenty-four hour daily traffic counts were collected for each leg of the intersection and a spot speed survey was conducted on Ambergate Drive north of Brookford Drive.The updated traffic count data and spot speed survey are attached.It should be noted that the 24-hour total entering volume from the newer traffic count is somewhat lower than the 24-hour total entering volume from the original traffic count (2,230 vehicles per day versus 2,280 vehicles per day).Since the eight highest hours and their traffic volumes are also different,the all-way stop analysis was redone using the updated traffic data (traffic count summaries for the original and recounted data are attached). The updated traffic counts show that the intersection still does not meet a key requirement for installing an all-way stop:The daily traffic volumes on the intersecting streets must be as close to equal as possible.According to the City's policy,three-legged intersections should have no . less than a 70/30 split,whereas the updated split for the study intersection is 73/27,which is greater than the original split of 72/28,with both just below the minimum split.The intersection does not meet traffic signal warrants since the traffic volume on Brookford Drive is too low.Nor does the intersection meet the Volume Warrant for Local Streets,which requires a minimum Engineering I Geotechnical I Environmental I Financial I Homeland Security 562.908.6200 I 800.499.4484 I fax:562.695.2120 I 13191 Crossroads Parkway North,Suite 405,Industry,CA 91746-3443 I www.willdan.com 7-6 Updated Stop Study,Ambergate/Brookford Drives City of Rancho Palos Verdes October 11,2010 Page 2 total entering volume of 180 vehicles per hour for the eight highest hours or a minimum entering volume of 72 vehicles per hour (vph)on the minor street for the eight highest hours.The study intersection was somewhat lower than the minimum total volume,with an updated average of 173 vph (originally 177 vph).The entering volume on the minor street was an average of 46 vph (originally 44 vph),both well below the required traffic volume.Collision data was not available for the accident warrant. The spot speed survey for Ambergate Drive north of Brookford Drive showed that the 85th percentile speed is 35 miles per hour in both the northbound and southbound directions. Available sight distance was estimated based on the 85th percentile speed and on an approximate sight distance triangle using an aerial map.There appears to be adequate available sight distance in both directions.If cars are frequently parked on the west side of Ambergate Drive between Brookfield Drive and the first driveway north or south of Brookford Drive,however,parking removal should be considered to improve sight distance.The All-Way Stop Warrant worksheet is attached. It should be noted that the practice of police officers not taking reports for non-injury collisions began in the early 1990s as a cost-reduction effort and became the norm for southern California.The result was that the number of reported collisions went down,whereas the minimum collision requirements for federal and state traffic-related warrants were never adjusted accordingly.In response to that,I generally review the previous three years in'stead of just the previous 12 months to try to get a better sense of the actual number of collisions. My experience has been that most intersections in residential areas have very few traffic collisions, usually one or less per year.Six or seven collisions in a two-year period indicates to me that there is a problem. Based on these factors,I support the Traffic Safety Commissions"recommendation to install a three- way stop at Ambergate &Brookford.
