RECOMMENDATIONS
1.Authorize the submittal of a grant application to the Department of Resources
Recycling and Recovery (CaIRecycle)for a Rubberized Asphalt Concrete (RAC)
Grant Program-FY 10-11.
2.Adopt Resolution 2011-_,A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES AUTHORIZING STAFF TO SUBMIT
APPLICATION(S)FOR THE RUBBERIZED ASPHALT CONCRETE GRANT
PROGRAM
BACKGROUND
The Department of Resources Recycling and Recovery (CaIRecycle)formerly known as
California Integrated Waste Management Board,administers the Rubberized Asphalt
Concrete (RAC)Grant Program.The RAC grant program is designed to promote
markets for rubberized pavement products derived from recycled California-generated
waste tires,and to encourage first time or limited users of RAC.
DISCUSSION
The City has used RAC for the City's annual arterial roadway overlay projects in the past
several years.The City plans to use RAC in the upcoming FY 09-10 arterial overlay
project.This grant application includes the overlay of:
•PVDW/PVDS-Various sections between Hawthorne Boulevard and PVDE.
•Miraleste Drive-Various sections between PVDE and the City border with San
Pedro (City of Los Angeles).

•PVDE-Various sections between the City's border with Rolling Hills Estates and
PVDS.
Grant payments are on a reimbursement basis.Starting with this grant cycle,CalRecycle
has a new grant eligibility and reimbursement formula.Reimbursements are based on
the differential cost of using RAC versus conventional asphalt concrete,the tonnage of
RAC used,and the number of previous RAC grants an applicant has received.
The City of RPV has received RAC grants in the past;hence,the City's reimbursement
formula is less than a first time applicant (e.g.a 40%differential reimbursement rate
rather than a 100%rate).Staff estimates utilizing 16,500 to 19,500 tons of RAC on the
arterial overlay project.Staff plans to request grant funds of approximately $70,000.
This amount is an estimate only.The grant application package must be submitted
(postmarked)by February 16,2011.At the time of this report,the project is still in
design,and plans and specifications including quantities have not been finalized.Project
construction is planned to begin in June/July 2011.
Per CalRecycle,this grant cycle could be the last year the City is eligible for the RAC
grant.If the City receives the grant,it will offset expenditures in the Capital Improvement
Project (CIP)fund in that same amount.Staff time for administering the grant will be
absorbed by the Waste Reduction fund.
ALTERNATIVE
The alternative is not submitting a grant application.No grant funding will be received if
the alternative is approved.
FISCAL IMPACT
If the application is approved,the City expects to receive a grant for the use of RAC on
various segments of the City's FY 09-10 arterial overlay project.Staff is applying for
approximately $70,000 in grant funds.This estimated amount may vary depending on the
final scope of the project and tonnage of RAC used.The grant payment is on a
reimbursement basis,and depends on a new eligibility formula set by CalRecycle.Grant
funds will help offset budgeted expenditures in the CIP fund.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF RANCHO PALOS VERDES AUTHORIZING STAFF
TO SUBMIT APPLICATION(S)FOR THE
RUBBERIZED ASPHALT CONCRETE GRANT PROGRAM
WHEREAS,Public Resources Code sections 40000 et seq.authorize the
Department of Resources Recycling and Recovery (CalRecycle),formerly known as the
California Integrated Waste Management Board,to administer various Grant Programs
(grants)in furtherance of the state of California's (State)efforts to reduce,recycle and
reuse solid waste generated in the State thereby preserving landfill capacity and
protecting public health and safety and the environment;and
WHEREAS,in furtherance of this authority CalRecycle is required to establish
procedures governing the application,awarding,and management of the grants;and
WHEREAS,CalRecycle grant application procedures require,among other things,
an applicant's governing body to declare by resolution certain authorizations related to
the administration of CalRecycle grants.
BE IT,THEREFORE,RESOLVED BY THE CITY COUNCIL OF THE CITY OF
RANCHO PALOS VERDES:
That the City Council authorizes the following:
1.The submittal of application(s)to CalRecycie for all grants for which the City of
Rancho Palos Verdes is eligible.
2.The Director of Public Works,or his designee,is hereby authorized and
empowered to execute in the name of the City of Rancho Palos Verdes all grant
documents,including but not limited to,applications,agreements,amendments,
and requests for payment,necessary to secure grant funds and implement the
approved grant project(s).
3.The above authorizations are effective for five (5)years from the date of adoption
of this resolution.
PASSED,APPROVED,AND ADOPTED THE 15th DAY OF FEBRUARY,2011.
