LETTER OF SUPPORT FOR ROLLING HILLS ESTATES

RECOMMENDATION
Authorize the Mayor to sign a letter of support for Judy Mitchell's appointment as the South
Coast Air Quality Management District's (SCAQMD)representative to the California Air
Resources Board (CARB).
BACKGROUND AND DISCUSSION
The SCAQMD has a reserved seat on the CARB that will be left open when Riverside
Mayor and SCAQMD member Ron Loveridge leaves public office at the end of his term this
year.Rolling Hills Estates Councilwoman and current SCAQMD member Judy Mitchell is
seeking to fill that position on the CARB Board.The South Bay C.ities Council of
Governments (SBCCOG)has sent a letter of support for Judy Mitchel/to'Governor Jerry
Brown and has encouraged other local cities,including Rancho Palos Verdes,to do the
same.SBCCOG staff indicated that she has the support of several members of the
SCAQMD Board as well as from a broad coalition of interests.
CARB is the focal point for the implementation of the State's sustainability programs and
will also be responsible for the allocation of cap and trade revenues.Material sent from
SBCCOG stated that "having someone that we know,who is accessible and good at what
she does in the position representing our region is more critical than ever."
SBCCOG's letter of support emphasized many aspects of Judy Mitchell's involvement in
environmental issues including:
~Created the City of Rolling Hills Estates'first Environmental Advisory Committee,
which facilitated the adoption of energy-efficient,green building guidelines and a

water conservation ordinance in 2008.
~Served in 2009 as President of the League of California Cities,where she
previously chaired the League's Environmental Quality Policy Committee for two
years and chaired the League's Climate Change Working Group.This working
group drafted policy guidelines to address the challenges of global warming and
greenhouse gas emissions.
~Assisted with the development of the Southern California region's Sustainable
Communities Strategy.
~Worked with the SBCCOG to develop sustainable communities strategies
specifically for the South Bay.
Attached is a draft letter from the City of Rancho Palos Verdes,under the Mayor's
signature,to Governor Jerry Brown,endorsing the appointment of Judy Mitchell.
FISCAL IMPACT
Approval and submittal of the attached letter of support will not have any discernible fiscal
impact.

On behalf of the City of Rancho Palos Verdes,I endorse South Coast Air Quality
Management District (SCAQMD)Board member and current Rolling Hills Estates
City Councilwoman Judy Mitchell's appointment as the SCAQMD's representative
on California Air Resources Board (CARB).
Judy Mitchell has served with distinction on the Rolling Hills Estates City Council
since 1999 and on the SCAQMD since 2010,where she has earned a reputation for
fairness and thoroughness.She has also been a valuable member of the South Bay
Cities Council of Government (SBCCOG)Board as well as a past Chair.
She has had a long-standing involvement in a wide range of environmental Issues.
As a Councilwoman,she created the city's first Environmental Advisory Committee,
which facilitated the city's adoption of energy-efficient,green building gtridelines and
a water conservation ordinance in 2008.In 2009,she served as President of the
League of California Cities,where she chaired the League's Environmental Quality
Policy Committee for two years and chaired the League's Climate Change Working
Group.This working group drafted policy guidelines to address the challenges of
global warming and greenhouse gas emissions.Most recently,she has shown
strong leadership in the development of the Southern California Region's
Sustainable Communities Strategy required by SB 375 in her role as a member of
the Southern California Association of Government's (SCAG)Regional Council.
Additionally,she has worked with the SBCCOG to develop sustainable communities
strategies specific to the South Bay.

Judy Mitchell's environmental experience and her excellent working relationship with
federal and state legislators would be a tremendous asset to the CARB.
The City of Rancho Palos Verdes wholeheartedly recommends Judy Mitchell's
appointment as SCAQMD's representative to the CARB.
