C-1 NOC-Eastview Park Playground and Accessibility Improvements Project Page 2 BACKGROUND AND DISCUSSION Current facility components at Eastview Park (9.9 acres)include a children's playground,picnic facilities,jogging path,restrooms,landscaping,and an off-street parking lot.In 1989 the City signed a 30-year lease with the County of Los Angeles Sanitation District with the option to extend the lease 4 times,and each time for 5 years (a total of 20 years extension option).The City built the existing restrooms after the lease agreement was signed and since then,no major improvements have been done to these facilities.The restrooms were in poor condition and the access ramp was not in compliance with the ADA requirements.Additionally,the playground equipment was not in compliance with current safety codes (U.S.Consumer Product Safety Commission)and ADA requirements.The parking lot needed to be resurfaced and provided with a more efficient parking space configuration.Eastview Park is frequently used by the community over the weekends and during the holidays or special events. These improvements will enhance service to the community b¥making the facility accessible,safe and in good condition. This project was advertized and sealed bids were received on April 3,2012.ZK Construction was the lowest bidder and their bid was $25,201 under the engineer's estimate of $226,000.ZK Construction completed all improvements in accordance with the plans and specifications. ADDITIONAL INFORMATION Adoption of Youth Employment Plan (YEP) The Eastview Park Improvements Project have been partially funded by Measure 'A' grant funds from the County of Los Angeles Board of Supervisors in the amount of $150,000.The Los Angeles Regional Park and Open Space District (District) administers Proposition 'A'grants (please note that historically,the City refers to "Proposition A"funds as "Measure An funds).Since 1998,the City has received various Proposition 'A'grants,totaling approximately $11,750,000.As a condition of receiving those grant funds,the City was required to adopt a Youth Employment Plan (YEP). Furthermore,the City had a goal/obligation to expend $324,500 on the employment of At-Risk Youth (ARY)through FY 2018-2019.The City adopted its original YEP in July 1998,and Council approved an updated plan in October 2000.The YEP outlined how ,the City would reach its goal. Over the past decade,staff worked diligently to meet this goal and each year reported its ARY activities,expenditures and progress towards meeting the YEP to the District. For example,the City contracted the Los Angeles Conservation Corp (LACC),whose members met the District's ARY criteria.The LACC youth worked at various Proposition 'A'funded sites including PVIC pre-construction site cleanup,and regular fuel modification and brush clearing activities at Forrestal,Barkentine and Portuguese Bend Open spaces. By January 2010,the City had met its Youth Employment Plan goal of $324,500.Since then,as a good faith effort,the City has exceeded its goal by continuing to utilize ARY C-2 NOC-Eastview Park Playground and Accessibility Improvements Project Page 3 where possible.For example,the City continued to successfully utilize the LACC in FY 10-11 ($150,000)and FY 11-12 ($118,000)toward its annual fuel modification efforts. Staff is preparing documents to request the District to reimburse the City for Eastview Park improvements costs in the amount of $150,000 in accordance with the terms of the approved grant.However,staff was recently notified that although the City has met its ARY obligation,it is still a grant requirement to prepare an updated YEP specifically including Eastview Park.Therefore,to adhere to the District's guidelines,staff has updated the YEP and requests that the Council adopt the attached Resolution.The YEP states that no ARY was used on the Eastview park project because the City has exceeded its ARY obligation,and,the majority of work needed skilled laborers. However,the plan states that the City will continue to use ARY when feasible.Staff has spoken with a District representative,who affirmed that this is acceptable. ALTERNATIVE The City Council may choose not to adopt the updated YEP.However,that would jeopardize receipt of grant reimbursement funds in the amount of $150,000. CONCLUSION ZK Construction has completed all work in accordance with the plans and specifications.Therefore,the project needs to be accepted as complete;a Notice of Completion must be filed,and the City needs to adopt the updated YEP to obtain reimbursement. FISCAL IMPACT The construction cost of this project was in the amount of $219,248.70.Upon adopting the new YEP,staff will send the District a request for reimbursement in the amount of $150,000 in accordance with the terms of the approved grant.Funds received will be deposited in the City's Measure 'A'Capital Fund. CITY CLERK CITY OF RANCHO PALOS VERDES Attachment:Updated Youth Employment Plan,November 2012 C-6 City of Rancho Palos Verdes Updated Youth Employment Plan (YEP) November 2012 Eastview Park Playground and Accessibility Improvements (Grant #58H4-12-2264) Background The City of Rancho Palos Verdes received funds pursuant to the Safe Neighborhood Park Proposition (Proposition 'A')of 1992 and 1996 to fund the above named project.The project at Eastview Park includes: Removal and replacement of the playground equipment to comply with safety and ADA requirements;and,improvement of existing ramps,renovation of existing restrooms,and,installation of picnic tables in aC,cofdance with ADA guidelines. Tasks That Maybe Performed by At-Risk Youth: The City has exceeded its YEP-obligated goal,and since the majority of the project's scope of work required skilled laborers,youth did not work at the construction phase of this project. Estimated Cost of Youth Employment: The cost of youth employment is not applicable to this project.However,the City will continue to pursue the employment of youth to the extent feasible on other grant-funded projects. Method of Youth Employment: The City will continue to utilize local Conservation Corps to assist on projects, whenever feasible. Youth Employment Goal: In January 2010,the City met its total youth employment goal of $324,501.To date,by continued employment of the local Conservation Corps,the City has exceeded its YEP goal. C-7
