WESTERN AVENUE/PALMERAS PLACE AT AVENIDA

In August 2006,the Los Angeles County Sanitation District began construction on its
existing sewer pump station located on Palmeras Place (formerly Western Avenue frontage
road),near Western Avenue and Avenida Aprenda.For three years prior to this date,there
had been several meetings between the Los Angeles County Sanitation District and
members of the City of Rancho Palos Verdes Public Works Department and the
neighborhood homeowners association (HOA)discussing the details of the project.The
purpose of the project was to modify the pumping plant facility to meet the needs of the
sewer system,and included replacing the existing vault located in the roadway with a larger
one.As part of this construction work,materials and equipment have been stored in the
northwest corner of Eastview Park located on Westmont Dr.
The project was originally supposed to be completed in 2009.However,several
factors have led to the delay of the project's completion:
•Unforeseen soil conditions caused a need for the shoring to be revised and re-
approved by Caltrans
•Southern California Edison was delayed in providing the needed power
connection to the facility
•Midway through construction on the pump station,the contractor performing
the work,Southwest Engineering,was removed from the project for non-
performance in August 201 O.The Los Angeles County Sanitation District and
the bonding company then had to award the remaining portion of the project to
another contractor,Blois Construction.

Blois Construction began work in early 2012 and anticipates finishing the
improvements by the end of 2012.The work currently being performed is primarily within the
vault on Palmeras Place,including construction of the hatch access.Approximately 100
linear feet of concrete curb and gutter and three driveway approaches on Palmeras Place
(cul-de-sac street off of Western Avenue)have recently been replaced as part of this project,
as well as the base pave of the road completed.The final asphalt paving will be performed
towards the end of the project so as not to risk damaging the new pavement with the
construction equipment and work trucks.This final asphalt paving will extend from the
intersection of Palmeras Place at Avenida Aprenda to the end of the cul-de-sac.It will take
approximately two days to complete this paving (one day for the grinding-operation and one
day for the asphalt placement),and the three homes affected by this work will have limited
access to their driveways during this time.At this point,this final pave is anticipated to be
performed in November 2012.The City Public Works Inspector has been stopping by the
project site on a regular basis to monitor any improvements underway requiring his oversight
and will continue to do so until the project is complete.
