BACKGROUND This agenda item fulfills the requirement that a public hearing be held prior to obligating funds the City receives from the State of California through the COPS (Citizen Option for Police Services)grant program (AS 3229,Srulte)for supplementing police services in the City for FY12-13. The CORE (Community Resource)Police Team consists of two Los Angeles County Sheriff Deputies.The CORE Team is predicated on the Sheriff Department's Community Oriented Policing concept,which is designed to identify and address community concerns in a pro-active manner before those concerns evolve into criminal activity.CORE focuses on issues affecting the juvenile population and those that negatively impact the quality of life in the community.The CORE deputies are in addition to the regular patrol and traffic enforcement personnel provided through the City's contract with the Los Angeles County Sheriff's Department. DISCUSSION Restriction on the Use of Grant Funds Use of the COPS funds is limited to the following activities: •Hire,train and employ additional law enforcement support; •Enhance security measures around schools and other areas with special crime risk; 1-2 Topic:Use of State Funding for the CORE Police Team Date:October 2,2012 Page 2 •Establish and support of drug courts; •Enhance adjudication measures for violent crime offenses; •Establish multi-agency crime prevention task forces; •Establish crime prevention programs;and, •Defray the cost of indemnification insurance for law enforcement officers. Activities of the CORE Police Team The CORE Team's responsibilities fall into three general categories:Juvenile Intervention and Education;Community Outreach;and,Directed Patrol.The following is a sampling of activities for the three categories along with the estimated amount of time devoted to each category: Juvenile (60%)Community Outreach (30%)Directed Patrol (10%) Student &the Law Classes Neighborhood Watch Open Space Patrols Student Attendance Review Emergency Preparedness Special Events Board (SARB)HearinQs (PVP CERT)(PV Marathon,Julv 4th ,etc.) PVPHS Special Events Neighbor Conflict Resolution Assisting Code Enforcement School District Liaison Santa's SleiQh Graffiti and Transient Issues FISCAL IMPACT The CORE Team program will be funded in FY 12-13 through a combination of the state grant,the City's General fund and continued cost sharing with the other two cities in the Region (Rolling Hills and Rolling Hills Estates)based on a 60/30/10 cost sharing formula.The City's share of the cost of the program in FY 12-13 is estimated to be $197,643.This amount includes the reinstatement of the 4%Liability Trust Fund contribution beginning in FY12-13.The net amount of City General fund money required to supplement the grant program in FY12-13 will be $97,643.The funds for the program have already been incorporated into the adopted City Budget for FY 12-13. CONCLUSION The CORE Police Team was first established in 1996 and has allowed the City to supplement police services to address juvenile crime and quality of life issues in the community.This program has proven to very successful and has a positive impact on the regional law enforcement area.An annual public hearing must be held to satisfy the requirements of receiving the state grant.This evening's public hearing is in compliance with this requirement. It gratifies me that you recognize the value of the program and how important it is for young adults to develop a relationship with a police officer and an understanding of the justice system.I have personally witnessed the teamwork that has taken place between our previous CORE deputy,Deputy Epp,my staff and the students and can attest to the fact that aU have benefited.It has been my experience as an educator for over twenty years that young adults are often poor decision makers and need guidance and support at this time in their lives which this program has provided.In my recent meeting with Deputy Souza,I was impressed with his backgr~und,experience and enthusiasm for this new position.The students at Peninsula High will surely enjoy working with him.We look forward to having him teach Student in the law in the second semester.
