RECOMMENDATION Designate Mayor Anthony Misetich as the City of Rancho Palos Verdes'official representative on the White Point Landslide Advisory Committee. BACKGROUND AND DISCUSSION: Joe Buscaino,City of Los Angeles City Council Member,15th District,has approached the City of Rancho Palos Verdes about designating a representative to serve on the White Point Landslide Advisory Committee (Committee).The Committee is being formed in response to the catastrophic collapse of a section of Paseo Del Mar in San Pedro on November 20,2011.Approximately six-hundred feet of roadway was destroyed and a major thoroughfare was cut off to through traffic,affecting both local San Pedro residents as well as residents of neighboring communities. The City of Los Angeles issued a Geo-Technical Engineering report on June 18,2012 that stated that "Precipitation,irrigation,and to a lesser extent,coastal bluff erosion, may have contributed to the development of the While Point Landslide.Residential development in the area may have also contributed to the landslide because of its influence on groundwater infiltration." The City of Los Angeles report included short term mitigation measures as well as five alternative long-term mitigation options:1)Re-route the road around a landslide buffer zone;2)Partially re-grade the landslide debris and adjacent area to restore the road to its previous alignment across the existing landslide;3)Supporting the road at its previous alignment with a soil buttress;4)Supporting the road with a retaining wall;or 5)Spanning the landslide with a bridge.Engineer estimates for the options ranged from $4-8 million (re-grade or re-route roadway)to $57-$62 million (construct bride G-1 White Point Landslide Advisory Committee September 4,2012 Page 2 spanning landslide). Councilmember Buscaino stated in a letter to the City of Rancho Palos Verdes that he is forming the Committee to help determine the "best course of action"and to help decide "which of the options are practical,affordable,and in the best interests of the local and greater community."Councilmember Buscaino estimated that the Committee would likely meet three times.The first meeting would include a briefing on current conditions and the possible repair options;the second meeting would be a detailed analysis and discussion of the most realistic options;and the third meeting would be to make a recommendation to the City of Los Angeles. The Committee will consist of San Pedro residents and representatives from local organizations,cities,and other government entities.City of Rancho Palos Verdes Mayor Anthony Misetich has expressed his willingness to serve on this committee as the City of Rancho Palos Verdes'official representative. FISCAL IMPACT Designating Mayor Anthony Misetich as the City of Rancho Palos Verdes'official representative on the White Point Landslide Advisory Committee will have no discernible financial impact. With that in mind,I would like to extend an invitation to you or someone from your staff to become a part of my White Point Landslide Advisory Committee.This committee will assist me in determining the best course of action.I envision no more than 3 meetings.The first will be a briefing on the current conditions and the possible repair options.The second meeting will be a detailed discussion of the most practical and realistic options.Finally,the group will meet to make a final recommendation to the City of Los Angeles.Your work will prove invaluable as a listening board and being a part of a solutions-based group that will help me determine which rebuilding option will be in everyone's best interest.
